1 ACADEMIC AFFAIRS COUNCILS AGENDA ITEM: K (1) DATE: October 6-7, 2015 ****************************************************************************** SUBJECT: Intent to Plan: BHSU Bachelor of Fine Arts in Photography Black Hills State University (BHSU) requests approval to develop a proposal for a Bachelor of Fine Arts (B.F.A.) in Photography. The request is in recognition that the national standard for degrees in Photography have moved from the B.A. and B.S. to the B.F.A., a professional degree accredited by the National Association of Schools of Art and Design (NASAD). The request is in conjunction with two other requests by BHSU to offer the B.F.A. in Graphic Art and Studio Art. BHSU currently offers a B.S. in Mass Communications with an emphasis in Photography. University Mission and System Strategic Goals South Dakota Board of Regents Policy 1:10:4 and SDCL establish the mission of BHSU to offer undergraduate and graduate programs in the liberal arts and sciences and in professional education, to promote excellence in teaching and learning, to support research, scholarly and creative activities, and to provide service to the State of South Dakota and the region. The proposed B.F.A. in Photography meets Goal 2 of the Board of Regents 2014 Strategic Plan, Academic Quality and Performance, by documenting that academic programs are of the highest quality by moving to the nationally accepted standard for Photography programs, the B.F.A. In addition, the proposed B.F.A. in Photography meets Goal One of the University s Strategic Plan to provide a learning environment characterized by innovative, highquality academic programs. Related Programs in the System No directly related B.F.A. in Photography program exists within the Regental system. Two Regental universities are currently authorized to provide the B.F.A. degree; USD is approved to offer the B.F.A. in Studio Art (including a specialization in Photography as well as several other specializations), and SDSU was recently approved to offer the B.F.A. in the fields of Architecture, Graphic Design, and Studio Art. 2 I2P: BHSU BFA in Photography October 6-7, 2015 Page 2 of 2 Workforce Need, Student Demand, Projected Graduates BHSU notes that the U.S. Department of Labor projects an average of 8.9% growth in demand for photography related careers. Graduates can expect to find employment as photographers, but also working in media and communications or as web designers, educators, and museum managers/curators. BHSU projects graduating 25 students per year in this field based on enrollments in the current Photography emphasis. Board Policy BHSU is not requesting any exceptions to Board Policy. Off Campus and Distance Delivery BHSU intends to offer the program on campus and at the Black Hills State University Rapid City site. Budget and Resources BHSU does not expect to request any new State resources to implement or maintain the proposed program. BHSU will fund the program through reallocation of existing resources and external sources.

Bachelor of Fine Art Graphic Design INTENDED DATE OF IMPLEMENTATION: Fall 2016 University Approval To the Board and the Executive Director: I certify that I have read this intent to plan, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the general nature of the proposed program? What is the expected demand for graduates in South Dakota? What is the need for the proposed program? Black Hills State University (BHSU) requests authorization to develop a Bachelor of Fine Arts (B.F.A.) degree in Photography. This B.F.A. is one of three B.F.A. proposals that BHSU is advancing simultaneously. (The others are in graphic design and studio art.) This request is being made in conjunction with similar requests at other regental institutions. The B.F.A. is now the standard degree for students who wish to enter a profession in the arts other than art education. Undergraduate scholarship and creativity in photography (as well as graphic design and studio art) can only be accomplished effectively in institutions where the B.F.A. is offered. Employers now prefer to hire B.F.A. s rather than those with B.S. degrees in strictly art related fields. It should be further noted that competitive graduate programs in the arts require a B.F.A. for acceptance. The Nature of the Program The B.F.A. offers a more intensive program for students in the field. According to the accrediting agency for B.F.A. programs the National Association for Schools of Arts and Design (NASAD) students would follow a standard 120-credit hour graduation requirement, with roughly a third of their coursework in electives and general education (following the SD- BOR requirements for all students), a third in courses directly related to their specific area of
4 ATTACHMENT I 4 professional study in the arts, and a third in a broad study of the arts intended to contextualize their professional course work. Thus, the program would work on a model more closely related to those in professional majors (such as education) than a standard major for a B.S. or B.A. degree. As stated in the standards and guidelines by the College Art Association, The bachelor of fine arts (BFA) is a professional degree that focuses on intensive work in visual art and design supported by a program in general studies. The degree is normally intended to prepare students to pursue a professional practice on a global level. The primary objective of institutions offering the BFA is to provide professional education in visual art and design at the undergraduate level and to enable graduates to enter professional, studio-based careers in such fields as design, fine art, or craft after earning the degree. 1 The NASAD handbook states that the B.F.A. is considered as a professional degree, Professional Degrees Curricular Structure and Title. Degrees in this category include Bachelor of Fine Arts and Bachelor of Science in Design, and normally require that at least 65% of the course credit be in the creation and study of art and design. 2 The B.FA. program at BHSU would fit within the existing organization under the School of Arts and Humanities in the College of Liberal Arts as part of a new department of Visual Arts and Communications. The development of this program would foster collaboration among all the faculty in the arts, which now fall into two, distinct disciplines: Mass Communications (which includes photography and graphic design) and Art. The BFA in Photography is one of three proposed BFA degrees in the area of Visual Communications. The division of Visual Communication is a collaborative arrangement between three disciplines within the College of Liberal Arts. Photography and Graphic Design currently reside within the Mass Communications program, and Studio Art in the art program. This collaboration will bring together these three closely related disciplines of photography, graphic design and studio art into a single discipline. Expected Demand The demand for this program will build on the already robust nature of the existing BHSU program in photography (which is an emphasis in Mass Communications). This program emphasizes experiential learning and the commercial aspects of the field in addition to photography as a fine art. Students in this field regularly win national prizes and secure top regional and national internships. Recent internships in photography have included the following organizations and businesses: the Savage Galleries, London; Hurst Publishing, NYC; Impetus Creative, China; the Rapid City Arts Council; SURF. In addition, BHSU students in photography have won numerous prizes; fourteen students placed in the 2013 Nikon Photographers Forum International Competition. For the last eight years, BHSU has been in the top ten universities for numbers of students juried into this event. In 2014, BHSU s photography students won seven awards from the local American Advertising Federation, one of these was Best in Show. One student placed in the regional AAF competition held in Minneapolis. Because of its national
5 ATTACHMENT I 5 reputation, the BHSU photography program is sponsored by Canon. In the last six years, Canon has provided the university with more than $70,000 in equipment and the Canon Explorer of Light lecture series, which brings internationally known photographers to the Spearfish campus. National trends will also fuel demand for this program. The U.S. Department of Labor projects an average of 8.9% increase in photography and photography related careers by The number of employed photographers is projected to increase by 4.3%, Audio/Video by 13.7 %, and miscellaneous Media/Communication workers by as much as 32.7%. 3 The projected trends for the state of South Dakota show an increase in areas related to the photographic field. Camera Operators are projected to increase by 6%, Film and Video Editors increase by 3%, Curators increase 7.5%, Art Directors increase 4.4%. However, Photographers are projected to decrease by 1.9%, 4 which is lower than the national average of 4.3%. Professional photographic imaging and communication/media related fields are fast-growing fields. Furthermore, developments in digital technology will rapidly create professions that do not yet exist and therefore additional demand for photographers. Need for the B.F.A Graduates with B.F.A. s in photography can expect to find employment in the following areas: With professional entities such as museums, galleries, and advertising agencies working as the following: o Curators o Art Directors o Graphic Designers o Web Designers o Museum/Gallery Managers o Art Educators As part of a studio practice, self-employed or with an office of commercial photographers in the following areas: o Advertising o Fashion o Film and Video Editing o Architecture o Portraiture o Weddings o Fine Art o Data Wrangling o Freelance Photography As employed Commercial photographers/videographers working with the following: o Catalogs o Magazines o Web Based Sales In Photojournalism working in the following: Employment by detailed occupation, 2012 and projected
6 ATTACHMENT I 6 o Newspapers o Magazines o Photo Editing o Web Based Media o Freelance Photojournalism o Stock Agencies In Fine Art Photography In Scientific/Industrial Photography In Lab Management In Graduate School as part of Graduate and Teaching Assistantships 2. What is the relationship of the proposed program to the University s mission as provided in South Dakota statute and Board of Regents Policy? The request for a B.F.A. in photography is fully in line with the university s mission and would support its strategic plan. Mission As indicated in its mission statement, BHSU is committed to research, creative and scholarly activities. It promises to provide innovative, high quality undergraduate... programs in the arts in addition to other fields. The B.F.A. would provide a significant avenue for innovation. It would improve the quality of arts education significantly, and it would allow strides in creative activity for both students and faculty. Strategic Plan The proposed B.F.A. in photography would advance Goals 1 and 2 of the university s strategic plan. Goal One is as follows: Black Hills State University will provide a learning environment characterized by innovative, high-quality academic experiences. As the standard in the field of photography, the B.F.A. would allow both innovation and improvements to the quality of our program. Within Goal One, Action Step One is as follows: Academic programs will be developed and monitored for high quality using appropriate academic and disciplinary standards. As indicated above, the B.F.A. is now the disciplinary standard. a. Expand the number and quality of experiential learning opportunities for students including internships, study abroad, Problem-Based Learning, community-based research, academic service learning, student employment as undergraduate research assistantship, tutors, undergraduate learning assistantships, etc. b. Increase the use of high impact pedagogical practices designed to engage students in learning in a variety of settings including face-to-face classes and those delivered through distance education.

Enrich student learning by integrating cutting edge technologies into the classrooms to enhance teaching and learning including social media, smart boards, video-based technologies, hybrid methods, IPads, etc. Additionally, Action Step Three would be advanced by the addition of a B.F.A. in photography. Action Step Three is as follows: to Explore opportunities for new program development consistent with BHSU s strengths and emerging educational, societal and workforce needs. Specifically, the BFA in photography would advance sub-step 3.A, which is to identify and develop areas for new program development including new undergraduate, graduate and associate degree programs, as well as certificate programs. The B.F.A. in photography would also support Action Step Four: opportunities will be provided for professional development and engagement. This program would increase the opportunities in professional development for faculty as they prepare to teach new classes (Action Step 4.a). It would increase the level of faculty/staff participation in regional, state and national boards, commissions and professional associations (Action Step 4.b). And it would help faculty and students increase recognitions, presentations, and publications (Action Step 4c). This would occur, in part, through the process of preparing and applying for accreditation of our B.F.A. programs through the NASAD. The proposed B.F.A. in photography would advance Goals 1 and 2 of the BOR s strategic plan by growing the number of undergraduate degrees (goal 1) and by offering the highest quality academic programs that educate students broadly through strong Arts and Sciences offerings (goal 2). 3. Are there any related programs in the regental system? If there are related programs, why should the proposed program be added? If there are no related programs within the system, enter None. The College of Fine Arts at the University of South Dakota offers a B.F.A. in Studio Art (with specializations in ceramics, graphic design, painting, photography, printmaking, and sculpture) and Art Education. In addition, the Board of Regents recently approved the conversion of existing degrees at SDSU to the B.F.A. in recognition of the B.F.A. as the new standard degree for students in the arts. These included programs in Architecture, Graphic Design, Interior Design, and Studio Art, as well as a B.L.A. in Landscape Architecture. BHSU s B.F.A. programs, as appropriate to the university s size, would focus on photography and two other areas of particular, current strength (studio art and graphic design.). The BHSU program would differ from the current, strictly fine arts program at USD as it will include in addition to fine art of photography an emphasis in commercial and advertising photography in order to prepare students for the business and technical components of the photographic field. Examples of courses supporting this curriculum not found in the USD, MFA curriculum include: Lighting Theory, Business Law, Business and Professional Communications and accounting as listed on page eleven of this document.

9 ATTACHMENT I 9 We expect a robust enrollment in the B.F.A. program in photography made up of students who are recruited to the institution because of this degree and those who would have earned the previous degree, the B.S. in Mass Communications with an emphasis in photography. Students are not expected to be redirected from other programs within the university because the other, related majors (Graphic Design and Studio Art) also expect to strengthen their programs by moving from B.S. degrees to B.F.A. s. Since BHSU is located approximately six hours away from the nearest B.F.A. program, we anticipate not only attracting potential students from western South Dakota, but also Wyoming, Colorado, Nebraska, North Dakota, and Montana. Students would be recruited from among high school graduates throughout the region in collaboration with mass communications, communication arts, multi-media and art programs at BHSU. If our program recruited just one or two students who would otherwise have attended B.F.A. programs in the surrounding states, we would have an additional 8-10 students per year. Additionally, since the B.F.A. will replace the previous bachelor s degrees, students in the major will come from those currently taking the emphasis in photography. Because BHSU does not track the number of enrolled students within an emphasis, it is difficult to state the annual number of MCOM/photography graduates. However, over the past 5 years a conservative estimate of the number of students graduating with a MCOM /photography degree (based on enrollment in upper-level courses and informal counts at graduation) has been between 17 to 23 annually. Thus, we would expect 17 to 23 graduates per year from among the students already attending BHSU in addition to those who would select BHSU specifically for the fact that it offers BFA s. Our estimate, therefore, is graduates annually. 6. Does the university intend to seek authorization to deliver this entire program at any off-campus locations? BHSU currently has two faculty members. The current faculty all has expertise in photography and will be to handle the load of the new program. 8. Curriculum Example: Provide (as Appendix A) the curriculum of a similar program at another college or university. The Appendix should provide the required and elective courses in the program. Catalog pages or web materials may be used. Identify the college or university and explain why the program may be used as one model when the proposed program is developed. Below is the curriculum for a B.F.A. in Photography from Brooks Institute and the San Francisco Art Institute. Brooks Institute and SFAI are considered premier higher education institutions in photography. Their curricula merge aspects of fine art and commercial photography, as would the B.F.A. at BHSU. 5 All B.F.A. courses have ART prefixes and will have corresponding discipline fees.
