The University intends to deliver the program off-campus, with communities to be selected based on student interest and local support. An associate degree in manufacturing would support State initiatives: 2010 Education: Increase the number of graduates from Board of Regents' associate degree programs by 10 percent Education: Double the number of persons ages 25 and older engaged in postsecondary education. 2 South Dakota Board of Regents Intent to Plan for an Associate of Science in Advanced Manufacturing Technology Use this form to request authorization to plan a new baccalaureate major, a new associate degree program, or a new graduate program. UNIVERSITY: Black Hills State University DEGREE(S) AND TITLE OF PROGRAM: Associate of Science in Advanced Manufacturing Technology INTENDED DATE OF IMPLEMENTATION: Fall of 2009 University Approval To the Board and the Executive Director: I certify that I have read this intent to plan, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. Only after the Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the general nature of the proposed program? What is the expected demand for graduates in South Dakota? What is the need for the proposed program? General Nature: The Associate of Science in Advanced Manufacturing Technology prepares students for leadership responsibilities in advanced manufacturing technology positions. In addition to providing an initial professional credential, the program requirements were developed so that students who wish to continue on to complete a bachelor's degree can continue seamlessly into the Composite Major in Industrial Technology. Demand: The demand for technically prepared individuals within the manufacturing industry has been clearly demonstrated. The U.S. Department of Labor has identified Advanced Manufacturing as one of the fastest growing industries in American ( In South Dakota, the Manufacturing Summit - Sioux Falls, SD June 23, 2008, affirmed a statewide need for programs relating to manufacturing technology. The existing Industrial Technology program at BHSU has done a moderately good job of supplying industry with technically prepared individuals, but additional workers and better prepared workers are needed. Technical preparedness, the ability to act as a leader and the ability to act as an innovator will be the hallmarks of the proposed program. In February, 2008 a group of 17 manufacturing firms in eastern South Dakota prepared a report summarizing their plans and their needs (STI Manufacturing Forum Summary of Results). Eighty-nine percent of these companies identified adequate quantity and quality of workforce 02-09AAC_4.D.1_I2P_BHSU_AS_AdvMfgTech Page 2 of 6

3 as one of their top three challenges, and when asked how they intended to expand fifty percent listed expansion of workforce, and 43% listed automation and LEAN manufacturing. Access to robust, high quality, post secondary educational programs in advanced manufacturing technology (Robotics, CNC, Six Sigma, and Lean Concepts), is a key element in addressing these issues. 2. What is the relationship of the proposed program to the University s mission as provided in South Dakota statute and Board of Regents Policy? SDCL Names, location, and purposes of schools Degrees authorized by Board of Regents. The primary purpose of Northern State University, at Aberdeen in Brown County, and Black Hills State University, at Spearfish in Lawrence County, is the preparation of elementary and secondary teachers, and a secondary purpose is to offer pre-professional, one-year and two-year terminal and junior college programs. Four-year degrees other than in education and graduate work may be authorized by the Board of Regents. Board of Regents Policy 1:10:4 Black Hills State University Mission Statement: Degrees are authorized at the associate, baccalaureate, and master s levels. The Legislature established Black Hills State University as a liberal arts university to meet the needs of the State and region by providing undergraduate and graduate programs. The proposed program is consistent with the University s mission in statute and Board Policy 3. Are there any related programs in the regental system? If there are related programs, why should the proposed program be added? If there are no related programs within the system, enter None. There are no other associate degree programs in Manufacturing Technology or in related fields within the Regental System. 4. 4 5. Are students expected to be new to the university or redirected from other programs? How many majors are expected in the first years of the program? How many graduates are expected? Students who enroll in this program are expected to be new to the university. It is intended that this degree will serve two populations: (1) high school graduates seeking an associate degree, and (2) manufacturing practitioners attempting to advance in their career. Twenty new students per year are anticipated with approximately ten graduates per year. We expect these numbers to grow within two to four years as a result of program recognition and development. 6. Does the university intend to seek authorization to deliver this entire program at any off-campus locations? If yes, enter location(s) and intended start date(s). Several communities are being considered. BHSU would provide the program coursework and the students would obtain general education courses locally or on-line. 7. As the program is developed, the University will discuss possible local support with development organizations in several communities. The University has received support (office space, laboratory equipment & space, and scholarships) for the A.S. in Industrial Technology from the Yankton community. Other communities may also be willing to provide support for an A.S. in Advanced Manufacturing Technology AAC_4.D.1_I2P_BHSU_AS_AdvMfgTech Page 4 of 6

5 The University intends to apply for a grant from the National Science Foundation (NSF) that would provide support for the Advanced Manufacturing Technology degree. BHSU is working towards establishing collaboration with the South Dakota of Labor. Black Hills State University does not intend to ask the Board of Regents to request new State resources to develop and implement the A.S. in Advance Manufacturing Technology. This program will be funded by self-support tuition. 8. Curriculum Example: Provide (as Appendix A) the curriculum of a similar program at another college or university. The Appendix should provide the required and elective courses in the program. Catalog pages or web materials may be used. Identify the college or university and explain why the program may be used as one model when the proposed program is developed. A curriculum example is provided in Appendix A. An associate degree in Advanced Manufacturing Technology is offered at Ivy Tech Community College in Indiana. Ivy Tech is a publically funded, state wide community college system that offers coursework in 23 communities. The proposed BHSU program is similar to the Ivy Tech program in that our program will prepare technically competent manufacturing technologists for employment in the manufacturing industry, preparing individuals for such jobs as: supervisors, product designers, material planners, and manufacturing technicians. This program also demonstrates a quality academic structure for a two-year technical degree with a direct link to a four-year bachelor s degree. 9. Additional Information.
