The new site request notes that Dakota State University is authorized to offer the B.B.A. in Marketing online. NSU requests authorization to offer the B.S. in Marketing degree via Internet as a service to the region, to provide convenience for students who now commute, and to provide an opportunity to re-enroll those who have dropped out of the program. NSU and DSU have collaborated to develop a course rotation schedule. Internet delivery supports the system strategic goals (Board Policy 1:21) and the 2010 Education Initiative: Educational Attainment Goal: Increase participation rates; increase retention rates; increase number of graduates. Workforce Development and Quality of Life Goal: Contribute to workforce development by offering programs online and off-campus Education: South Dakota will be first in the nation for the percentage of students going on to college, technical school or advanced training Education: Expand the number of citizens with postsecondary education and training by 20 percent by doubling the number of persons ages 25 and older engaged in postsecondary education. The Executive Director or the Board may request additional information. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? Northern State University requests authorization to deliver the Bachelor of Science in Marketing using distance technology (Internet). This request is in response to market demands. This includes employees at remote sites looking for additional educational opportunities, as well as students at remote sites who would prefer to take online courses rather than commute long distances. Offering the marketing program in an online format will contribute to the development of South Dakota s workforce and will complement the state of South Dakota s increased emphasis on entrepreneurship and economic development. Delivery will be supported with selfsupport tuition revenue. The projections indicate that job growth is expected to occur in several marketing-related fields. These regental institutions offer bachelor degree programs in marketing: Black Hills State University Dakota State University Northern State University University of South Dakota The Board authorized Dakota State University to offer the B.B.A. in Marketing program via Internet (2010 August, Minutes, pp & ). NSU requests authorization to offer the B.S. in Marketing degree via Internet as a service to the region, to provide convenience for students who now commute, and to provide an opportunity to re-enroll those who have dropped out of the program. NSU has collaborated with DSU to develop a 5-year rotation schedule to ensure that students have the opportunity to complete the program in four years. 3

4 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? Northern anticipates that most of the students will be new to the university, although some may be redirected from the campus program because of the flexibility that online courses provide to working adults, students with family obligations, etc. The campus program continues to have strong enrollments, with 38 students in the program in fall We anticipate an increase in new student enrollments due to the demand for online degrees. This does not include the business core, which is taken in combination with general education courses in year 2 and in combination with select courses in the major in year 3. Impact on Existing Programs The University anticipates a minimal impact on existing face-to-face marketing degree courses. 4. Complete the table and explain any special circumstances. Attach a copy of the program as it appears in the current catalog. If any program modifications are requested, attach that form. Explain how the new courses will be delivered. Attach the new course request forms. The curriculum for the B.S. in Marketing is provided in Appendix A. This appendix also includes a summary of which courses are offered via Internet by Northern State University and by the other regental universities. 4

Online development of MIS 325 and ECON 302 is scheduled for spring 2011, with the first offering of each course scheduled for summer Similarly, online development of BADM 459 and BADM 474, two elective courses in the major, is scheduled for spring 2011, with the first offering of each course scheduled for summer Wellness for Life is available from Black Hills State University, Dakota State University, and South Dakota State University in an online format. 5. How will you provide student services comparable to those available for students on the main campus? Northern State University currently offers the B.S. in Banking and Financial Services in an online format, and as a result comparable services have been established (e.g. D2L training and other services). The Admissions Office provides students with the information they need to succeed in an online environment. The Office of Extended Studies follows up with students who have stopped participating in their online courses. The University College will provide academic advising for all general education online courses and the School of Business has established an academic advisor who will coordinate with marketing faculty to ensure that the online marketing majors receive solid academic advising. A combination of , telephone calls, and live chats will be utilized to accomplish this. 5

6 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). Northern State University does not maintain a separate accreditation for the B.S. in Marketing. The University is accredited by the Higher Learning Commission of North Central Association of Schools & Colleges. There are no accreditation issues or costs associated with offering this degree online. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? Explain requests for exceptions to Board policy. If no exceptions are requested, enter None. None 8. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). Complete Appendix B Budget using the system form. A site budget is not provided because the only costs are the stipends required to convert two courses to online format. The required courses already exist because the program is offered on campus. All the courses in the business core, except two, have already been converted to online delivery to satisfy requirements of existing online programs (e.g. Internet delivery of NSU s B.S. in Banking and Financial Services). The two remaining courses in the core will be converted to online delivery in spring 2011, to accommodate existing online programs. An NSU faculty member will be paid a $2,100 stipend per course to convert two additional electives in the major to online format. The stipends will be paid with self-support funds generated from the online delivery of the courses in the major. The marketing courses that have been offered in an online format have had excellent enrollment. 9. Additional Information. (Optional) Limit the number and length of additional attachments.
