The University intends to request authorization to deliver the program in Sioux Falls. BHSU will also examine other locations to determine if there is student demand and industry support. An associate degree in human services would support State initiatives: 2010 Education: Increase the number of graduates from Board of Regents' associate degree programs by 10 percent Education: Double the number of persons ages 25 and older engaged in postsecondary education. 2 2 South Dakota Board of Regents Intent to Plan for an Associate Degree in Human Services UNIVERSITY: Black Hills State University DEGREE(S) AND TITLE OF PROGRAM: Associate of Science in Human Services INTENDED DATE OF IMPLEMENTATION: Fall 2009 University Approval To the Board and the Executive Director: I certify that I have read this intent to plan, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the general nature of the proposed program? What is the expected demand for graduates in South Dakota? What is the need for the proposed program? Black Hills State University requests authorization to develop a proposal for an Associate of Science in Human Services. The program will be designed to prepare students for entry-level positions such as case worker, employment councilor, aid worker, and welfare services worker. The degree will be articulated with the University s B.S. in Human Services. The University intends to request authorization to deliver the degree off-campus. The University does not intend to request new State resources. The program would be implemented with internal redirections and self-support tuition. An A.S. in Human Services supports the State s 2010 Education initiative: Increase the number of graduates from Board of Regents' associate degree programs by 10 percent. Increase the number of graduates from bachelor degree programs by 20 percent. (The degree will prepare students for bachelor s programs.) Double the number of persons ages 25 and older engaged in postsecondary education. (Many off-campus students are age 25 and older.) This program will provide training in areas identified by the National Association of Human Services. These included caseworker, child protective services, employment councilors, welfare services aides and workers, foster care, county social services worker, and drug rehabilitation. This training would fit the needs of employers in these fields and others.

3 3 2. What is the relationship of the proposed program to the University s mission as provided in South Dakota statute and Board of Regents Policy? SDCL Names, location, and purposes of schools Degrees authorized by Board of Regents. The primary purpose of Northern State University, at Aberdeen in Brown County, and Black Hills State University, at Spearfish in Lawrence County, is the preparation of elementary and secondary teachers, and a secondary purpose is to offer pre-professional, one-year and twoyear terminal and junior college programs. Four-year degrees other than in education and graduate work may be authorized by the Board of Regents. Board of Regents Policy 1:10:4 Black Hills State University Mission Statement The legislature established Black Hills State University as a liberal arts university to meet the needs of the State and region by providing undergraduate and graduate programs. The Board implemented SDCL by authorizing undergraduate and graduate programs in the liberal arts and sciences and in professional education, to promote excellence in teaching and learning, to support research, scholarly and creative activities, and to provide service to the State of South Dakota and the region. Black Hills State University is the only multipurpose university in Western South Dakota. Curriculum Degrees are authorized at the associate, baccalaureate, and master s levels. The proposed program is consistent with the University s mission in statute and Board Policy. 3. Are there any related programs in the regental system? If there are related programs, why should the proposed program be added? If there are no related programs within the system, enter None. None. 4. Are there related programs at public colleges and universities in Minnesota, North Dakota, Montana, and Wyoming? 1 If there are related programs in these states list below under each state and explain why the proposed program is needed in South Dakota. Minnesota University of Minnesota Continuing Education programs in Minneapolis and Duluth have an Associate of Science in Human Services. Because this associate degree will mainly serve students who are attending college part-time and they will normally commute to classes, it will be impossible for the population served by this program to attend any of the 1 This question addresses opportunities available through Minnesota Reciprocity and the Western Undergraduate Exchange in adjacent states. 4 4 University of Minnesota programs. North Dakota Yes. Bismarck State College has an Associate in Applied Science degree in Human Services. This degree is more general than the degree proposed by Black Hills State University. Because of the distance between the Black Hills State University main campus and Bismarck, the type of student to be attracted by the new program cannot be served by the Bismarck State College program. Montana - None Wyoming Yes. Central Wyoming Community College, Laramie County Community College, and Western Wyoming Community College all offer Associate Degrees in Human Services. Because this associate degree will mainly serve students who are attending college parttime and who will normally commute to classes, it will be impossible for the population served by this program to attend any of the Wyoming community college programs. 5. Are students expected to be new to the university or redirected from other programs? How many majors are expected in the first years of the program? How many graduates are expected? There will be new students attending the university due to this program. Because of its location, this program will not redirect students from other BHSU programs. Based on figures taken from the existing Human Services program at BHSU, the number of new students in this program will be approximately 30 per fiscal year. 6. Does the university intend to seek authorization to deliver this entire program at any off-campus locations? If yes, enter location(s) and intended start date(s). Does the university intend to seek authorization to deliver this entire program by distance technology? If yes, identify delivery method(s) and intended start date(s). Curriculum Example: Provide (as Appendix A) the curriculum of a similar program at another college or university. The Appendix should provide the required and elective courses in the program. Catalog pages or web materials may be used. Identify the college or university and explain why the program may be used as one model when the proposed program is developed. The Central Wyoming Community College Human Services program curriculum is provided as Appendix A. This program is similar to the program BHSU plans to develop in that it is a general degree serving a broad range of student employment needs. Like the CWCC program, the BHSU program will make it possible for the student to find employment opportunities in a variety of fields ranging from very specific areas such as drug rehabilitation to broad areas such as welfare worker. This will meet the needs of people who are already employed in these areas who would like a degree that would further their professional standing in their field.
