12 The Cloud City is a floating platform meant to perform as a planetary meeting place for people all around the world willing to lay open ecological problems and deal with them not only from the environmental but also from the social and intellectual standpoint. In this cultural center, men and women will be able to exchange their multilateral views in a universal language through a new physical and digital experience. The Cloud can grow, shrink and modify its form and is able to travel inland as well as abroad. It can float above any one given place or be docked on the ground In Buenos Aires, Puerto Madero would be a reccommended spot owing to its convenient placement regarding maintenance, security, anchoring ground and the fact that it can be sighted from afar..

13 Our Cloud is a system of connected floating spheres, lightweight and inflatable, each one with its own net of spheres, thereby enabling them to shrink or expand, just as clouds do; the size, their shape and dimensions depending on local circumstances At the start we propose to create a Cloud with a single sphere, which will be capable of expanding to nine or 24 spheres (provinces), each one measuring 22 meters in diameter.
