12 The Cloud City is a floating platform meant to perform as a planetary meeting place for people all around the world willing to lay open ecological problems and deal with them not only from the environmental but also from the social and intellectual standpoint. In this cultural center, men and women will be able to exchange their multilateral views in a universal language through a new physical and digital experience. The Cloud can grow, shrink and modify its form and is able to travel inland as well as abroad. It can float above any one given place or be docked on the ground In Buenos Aires, Puerto Madero would be a reccommended spot owing to its convenient placement regarding maintenance, security, anchoring ground and the fact that it can be sighted from afar..
13 Our Cloud is a system of connected floating spheres, lightweight and inflatable, each one with its own net of spheres, thereby enabling them to shrink or expand, just as clouds do; the size, their shape and dimensions depending on local circumstances At the start we propose to create a Cloud with a single sphere, which will be capable of expanding to nine or 24 spheres (provinces), each one measuring 22 meters in diameter. A mixture of air and helium plus a balanced relation between volume and weight will enable the sphere to lift up 25 persons at one time. In a similar way, open air movie cycles and cultural events dealing with science, theatre, music and experimental art will be scheduled for a wide audience. Hence, the Cloud will contribute to the country`s culture by bringing to the general public such landmarks.

Such a unique urban lookout floating above the city would offer a unique digital and physical experience.
22 The Cloud combines a range of new advanced methods of alternative energy, including lightweight solar panels that not only collect direct sunlight but also concentrate sun rays through a partial mirrored surface in a solar cell placed at a focal point, thereby maximizing efficiency. Thanks to its lightweight construction (Hyperlink to Aerogel) energy is saved due to a lower degradation of the environment since there is less material to be used and degraded. Each sphere is built with ETFE foil, a material reputed for its highest ecological standard. It can bear 400 times its own weight, it is self-cleaning and completely recyclable and lasts for more than 20 years. It has been used in many building structures, including the Eden Project and the Aquarium in Beijing.
