4 Authority Triathlon Australia (TA) is recognised by the Australian Sports Commission (ASC) as the National Sporting Organisation (NSO) for the multi-endurance sports of triathlon, duathlon and aquathlon, and similarly by the International Triathlon Union (ITU) as the National Federation (NF) of those sports in Australia. TA is a founding member of the ITU and has resolved to adopt the rules and procedures of those sports as laid down by the ITU. The TA National Technical Committee (NTC) has been charged with ensuring that the technical aspects of triathlon, duathlon and aquathlon are of the highest quality, with particular emphasis on the safety of each competitor and the fairness of each event. To this end, the NTC has to date developed management criteria for events of two or more segments comprising two or more of the disciplines of swimming, bicycling and running to be conducted in a safe, efficient, effective and fair manner to standardised race procedures and rules. Successfully meeting these criteria results in an event being designated as 'sanctioned' thus creating direct benefits to the event and its participants. Authority to sanction and enforce race rules at national and international level events is retained exclusively by TA, but initial sanctioning is to be conducted and clearances gained from state and territory civil authorities by state and territory associations in which those events are staged, and recommendations made to TA as to the suitability or otherwise of the events for sanctioning. Final sanctioning endorsement of national and international level events by the NSO/NF provides assurance at the national and international levels that the event is planned and structured to be safe and fair. The TA NTC maintains and administers the TA Technical Officials Development and Training Program. Fully accredited by the ASC under the National Officiating Accreditation Scheme and also accredited by the International Triathlon Union. Level 1 and Level 2 trainings are delegated to the State/Territory Associations with material provided by the NTC. NTO/ITO Level 1 officials are administered directly by the NTC. ITO L2 and above are administered and delivered by the International Triathlon Union (ITU). TA Technical Official Development and Training Policy V3.0 July 2013 Page 4
5 TA Level 1 Technical Official Training Program The Level 1 Technical Official Training Program is designed to provide an understanding of Triathlon Australia Race Completion Rules and Officiating Principles for any individual that has an interest in triathlon. Level 1 Competencies After completing the necessary training including a FOP assessment, a Level 1 Official will: Adhere to the technical officials Code of Behaviour Dress as per the technical officials uniform guidelines Identify and work to the technical officials hierarchy, roles and responsibilities Apply the TA (RCR) to make accurate and consistent decisions at TA sanctioned events Utilise effective communication skills when officiating Officiate effectively at club level and regional based competitions Report any potential safety problems to a more senior official Prepare for an event mentally, physically. Participate in pre & post-race briefings Prepare and submit written paperwork, where required, to the CRO or RR of the event. Level 1 Training and Tasks Day 1 Sports specific theory session (TA Race Competition rules) Open book exam (TA Race Competition Rules) Sign Officials Code of Behaviour & Agreement Day 2 Practical session and Field of Play assessment at a sanctioned event Reaccreditation Re-accreditation is at the discretion of State/Territory Technical Committee (a sub-committee of the State Territory Association). 6 TA Level 2 Technical Official Training Program The Level 2 Technical Official Training Program is designed to prepare competent Level 1 Officials to be able to officiate up to the Technical Delegate/Race Referee level at Triathlon Australia sanctioned events. Level 2 Prerequisites Level 2 Technical Official, selection decision by State/Territory Association, based on the following criteria: Qualified as a Level 1 Technical Official Active as a Technical Official for at least 12 months Practical experience and ability in all technical areas Assisted in conducting a Level 1 Accreditation course Acted as Assistant TD/RR at events Participated in Level 2 seminar Maintain TA Membership Level 2 Competencies This program is designed to provide qualified officials with the skills to officiate: As a Race Referee or Technical Delegate at sanctioned events hosted by STTA Demonstrate an advanced knowledge of the Triathlon Australia Race Competition Rules to make accurate and consistent decisions Continually improve own officiating skills, including mental skill requirements Identify and implement the race sanctioning process to mitigate for the risks of officiating in competition TA Technical Official Development and Training Policy V3.0 July 2013 Page 6
7 Carry out post race administrative functions including reporting, protests and appeals processes Work effectively with a wide range people (Event Staff, Officials, Athletes) to enhance on and off field relationships Demonstrate leadership qualities via the utilisation of management and negotiation skills Demonstrate a basic knowledge of the ITU Race Rules Level 2 Training and Tasks Day 1 1. Sports specific workshop session (Advanced Officiating) 2. Open book exam (ITU Race Rules) 3. Homework (Advanced Offiiciating) 4. Sign Officials Code of Behaviour & Agreement Day 2 Practical session and Field of Play assessment at a sanctioned event(s) Ongoing FOP assessment and feedback during and at the end of each season from State Tech Committee Self reflection after events to assess performance and progress Reaccreditation Re-accreditation is at the discretion of State/Territory Technical Committee (a sub-committee of the State Territory Association). Minimum requirements: Ideally require a season based activity of a minimum of 3 events per annum and a minimum of 1 event as a Technical Delegate or Race Referee at local events. 8 TA NTO / ITU ITO Level 1 Technical Official Training Program The NTO/ITO L1 Technical Officials Training Program is a twenty four month national program "book ended" with one x 2 day/1 night seminar and mentoring support from a range of officials at various events. Candidates must participate in a NTO/ITO L1 Officials seminar, be appropriately assessed prior to and during events in the Field of Play at a minimum State Level Championship. A fully qualified NTO/ITO L1 will be eligible to fulfil roles as: 1. Technical Delegate at National events 2. Race Referee/CRO/CTO (e.g. Chief Swim) at Multisport Continental Championships, Continent Cup, Multisport Series Events 3. As Assistant Technical Official at World Championship Series, Multisport Championships, World Cup, Triathlon Continental Championships. NTO/ITO Level 1 Competencies At the completion of the training program, NTO/ITO Level 1 officials will have the following competencies: 1. Officiate effectively as a Race Referee or Technical Delegate at sanctioned events to minimum State Championship Level 2. Officiate effectively as a Technical Official at ITU events (see above) 3. Demonstrate a thorough knowledge of the TA and ITU Race Competition Rules including: TA Technical Official Development and Training Policy V3.0 July 2013 Page 8
9 3.1. current trends, practices & philosophies 3.2. Deliver accurate and consistent decisions 4. Display a senior level of officiating skills, including 4.1. mental skill requirements 4.2. excellent communication skills 4.3. effective conflict resolution 5. Identify and implement an advanced level of the race sanctioning process to mitigate for the risks of officiating at National level competition 6. Carry out a superior level of post race administrative functions to suit National level competition including: 6.1. Reporting (pre and post event) 6.2. protests and appeals processes, 6.3. timing results review & approvals 7. Work effectively and efficiently with all stake holders (Event Staff, Senior Officials, Elite Athletes, general public) to enhance on and off field relationships 8. Demonstrate high level of leadership qualities via the utilisation of management, communication, team work and negotiation skills NTO/ITO L1 Training and Tasks Day 1-2 Theory Session Exam (take home, due 4 weeks after Theory Session) Day 3+ Practical session and assessment at sanctioned event(s) Ongoing FOP assessment and feedback during and at the end of each season from National Technical Committee Self reflection after events to assess performance and progress Reaccreditation Re-accreditation process at discretion of TA Technical and Events Manager and the NTC Chair following review of assessments, required annually based on activity. Minimum of 3 events, 1 event being State or National level competition in the position TD or RR. Every 4 years the official must attend a seminar of the appropriate level. Otherwise the TO may remain active* by dropping out of the system, or remain inactive. Returning to the active status will need to comply with the evaluation conditions. *Remaining active means to officiate at least one ITU event per calendar year.
