The digital revolution is creating a digital culture. There are cultural shifts away from ownership and towards access and sharing; from income as a priority, to fulfilment and quality of life; from workforces to armies of freelancers; and from command and control to bottom up innovation, especially from city and community level. The new digital culture also drives future economic growth and jobs, not just in technology but in whole new markets such as green growth systems. However whilst London is a global hub of this new openness generated by the digital revolution, Italy has a more hierarchical system and young Italians move in increasing numbers to the UK, especially to London, seeking greater mobility and opportunities. It has become urgent to create open systems in Italy, UK and the EU overall that are attractive prospects to stay in, but for this we need to understand the factors that push and pull workers between our countries, or that keep them stuck where they are. How can our countries learn from each other and harness the energy and people flows of the new digital culture for a mutual political and economic renaissance? What vision do Italy and the UK share for a digital future or are we both just adapting on-the-fly to the consequences of a digital age that is evolving around us? 3 Workshop 2 How can politics become more inclusive? More and more people are disenchanted with the mainstream parties and politics. New movements and insurgent parties are on the rise. These include right wing populists, traditional left wing radical parties like Syriza; social movements like Podemos that can quickly coalesce into a party; and new ways of organising politics online. Some of these forces are constructive; others are much more about destroying an order and a set of institutions, whilst others are about seeking a different way of doing politics. In many cases these parties are emerging rapidly, because they feel the established mainstream polices the boundaries of political thought, not letting in the rhetorical opponents of target issues such as EU, of migration or of austerity. Political systems need to respond to legitimate demands and fears of voters which cannot find their expression in incumbent parties - but how can politics become more inclusive and where should the boundaries be? How can current political systems be reinvented to respond to the younger generations for whom 'doing politics' and 'getting involved' is different? The UK and Italy both see insurgent new parties, but how do the underlying social realities that fuel them differ? Catherine Fieschi, Director, Counterpoint Bill Emmott, Chairman, The Wake Up Foundation Workshop 3 - How do we reconcile demographic change and cohesion with the need for economic growth? Italy suffers from a flat economy and flat demography not having grown for the last 15 years. Moreover, it is close to the threshold of non-renewal where deaths are not replaced by births to Italians and recent immigrants. The UK however is growing economically but this stems more from immigration-led population growth, with GDP per capita remaining unimpressive. On top of this, different underlying rigidities in both countries are reducing social mobility, which greatly exacerbates the increasingly acute problem of rising inequality, especially within countries. New models for innovation are needed that can marry new value creation and social cohesion. How can an investment-led growth better allocate resources from those who conserve capital to those who can innovate with it? How can we foster more sustainable economies and invest in social innovation to relieve welfare pressures? What are the models of economic and social innovation that can allow growth and equality; immigration and social cohesion? Prof Mariana Mazzucato, Professor in the Economics of Innovation at the Science Policy Research Unit (SPRU) University of Sussex Ferdinando Giugliano, Economics Correspondent, Financial Times Workshop 4 - Actor or spectator: Europe and international threats. The EU has been rocked by new conflicts on its doorstep. On one hand the targeted sanctions against Russia (costing the EU about 40 billion) lay plain the need for an overall strategy, and a constructive place for Russia in the overall European security system. Moreover the alliance is divided by the degree to which some member states accommodate Russia whilst others stand up to it. To the south, the EU is divided on how to tackle the threat posed by a disintegrating Libya that is fertile ground for an Isis base just a stone s throw from Italy. The unstable southern border then fuels an increase in immigration. Energy is a common thread in both these contexts can it be
4 part of the solution? Overall, what are the respective attitudes, ambitions and pretentions of the UK and Italy with regards their place in the world? How do they face the threats such as terrorism, nearby conflict and domestic radicalisation? The proximity of conflicts or destabilising forces to any member state engenders an increasing territorialisation of politics within the EU. What are the biggest and most important challenges and what can we realistically do about it?
