1 ULA Faculty - GIS Leaders Teaching Leadership Carl Anderson, GISP Senior Consultant Spatial Focus, Inc. Carl consults on GIS projects at the Federal, State and Local levels as a senior consultant for Spatial Focus. Prior to that, he was the Assistant Director for GIS for Fulton County Georgia, developing and directing the implementation of enterprise-centric GIS applications for decision support and business improvement for all County departments. He has initiated web based and desktop GIS applications using both Open Source and proprietary software, contributing to and utilizing Open Source projects over the past 20 years. Carl has served on the Georgia URISA chapter's board of directors, is a fellow of the National Speleological Society, serves on the Georgia Speleological Survey's executive committee, has been involved with Southeastern Cave Surveys in both cartographic and archival roles for the past 23 years and has been the primary cartographer for several speleological projects. Carl has served on the URISA Board of Directors and numerous committees. He resides in Sarasota, FL and Washington, DC.
2 Clare Brown, GISP Data Manager and Webmaster New Orleans Regional Planning Commission Clare is the Data Manager and Webmaster for the New Orleans Regional Planning Commission. She has 30 years of professional experience in the application of GIS and mapping to a wide range of disciplines which included mapping the ocean floor, mapping and spatial statistical analysis of malaria in Mali, Africa, managing the mapping and data management of water and sewer utilities in Atlanta, GA and New Orleans, LA and managing transportation enhancement projects in the New Orleans region. Twenty of these years have been in some form of project and program management. Additionally, she has served as treasurer on the Board of Directors for URISA International and has served as conference chair and president of Georgia URISA. She has also served as the GISCorps Team Leader for the Medical Mission Exchange volunteer project. Her career has spanned diverse experiences in academia, private industry and public service. Additionally, Ms. Brown is teaching an Introduction to GIS course at the University of New Orleans. Dianne Haley, GISP/ CEO DMH GIS Consulting and President of Haley-Comben Services Inc. / Calgary, Alberta, Canada Dianne has worked in the field of automated mapping and GIS for 37 years. Until recently she was the Enterprise GIS Services Lead at the Alberta Energy and Utilities Board, responsible for the implementation and coordination of an Enterprise GIS Program. Previously she worked for The City of Calgary for twentyone years, where she was involved in the implementation of GIS throughout the corporation.
3 Dianne has a BSc in Geography (Queen s University), a Certificate in Information Systems Management (University of Calgary), a Certificate in Theoretical and Applied GIS (Simon Fraser University), and an MScGIS (University of Huddersfield). Dianne has served on the URISA Alberta Executive in numerous positions since its inception in She has served on the URISA Board of Directors, as a Board member, Board Secretary and Board President. She has also been involved with numerous committees, including Chapter Relations, Exemplary Systems in Government, Leadership Development, Workshop Development, URISA Leadership Academy, and Past Presidents. Allen Ibaugh, AICP, GISP CEO - Data Transfer Solutions, LLC Allen Ibaugh is the CEO of DTS, a technology business focused on developing and deploying GIS, multimedia (video/software/graphics), and web-based solutions for government and private industry, particularly in the transportation marketplace. Mr. Ibaugh received a BS in Psychology and BA in Geography from Indiana University in In 1995 he graduated with a MS in Urban and Regional Planning and MA in Geography from the University of Iowa with a concentration in Transportation Studies. Mr. Ibaugh leads DTS s transportation and asset management vertical markets for federal, state, regional, local, and private clients. For nearly twenty years, Mr. Ibaugh has been a member of URISA and is currently President-Elect. He is on the Core Committee of GISCorps, URISA's program that provides volunteer GIS expertise around the world. In addition, he is a certified instructor for a number of URISA Certified Workshops. Mr. Ibaugh has published several articles and research papers in the areas of the transportation, GIS, and community impact assessment. Over the years he has presented at several national conferences including GIS-Transportation, ESRI, American Planning Association, American Society of Photogrammetry and Remote Sensing, and URISA, as well as provided workshop facilitation in the areas of Asset Management, GIS-Transportation and Remote Sensing, and Sociocultural Effects/Community Impact Assessment.
4 David Lanter, Ph.D., GISP/Information Management Discipline Leader/CDM Smith Inc. Dave is a senior geospatial software design and engineering project manager, Information Management Discipline Leader and Lead Practitioner. In these roles, he leads GIS and applications development specialists in working together to plan and execute medium to large technology development projects, and facilitates sharing best practices, standard procedures, and quality management principles for conducting successful GIS, information management, and applications development projects. Dave earned his Ph.D. in Geographic Information Processing from the University of South Carolina, Master s degree in GIS Software Design from the State University of New York at Buffalo, and Bachelor s degree in Science Technology and Society (with Honors) from Clark University. Claudia Paskauskas, PMP, GISP, MCSD, 6 Sigma Green Belt / GIS Manager / East Central Florida Regional Planning Council / Altamonte Springs, FL Claudia Paskauskas is the GIS Manager for the East Central Florida Regional Planning Council. She brings over 20 years of IT professional experience working for private and government sectors including GIS, systems design and analysis, systems development and database administration. At the Regional Planning Council, she is the Central Florida GIS Program Manager. CFGIS brings together around 700 professional individuals interested in the best practice of GIS. Her main functions are related to GIS integration for the 10 county area, data development, application requirements, definition and
5 design as well as project development, production and management. Claudia was also responsible for managing the technical aspects of the Central Florida Regional Visioning project best known as How Shall We Grow? that modeled different growth scenarios for that region and had over 20,000 community participants sharing input. The HSWG project was awarded nationally for the Best Use of Technology for Planning Analysis by American Planning Association IT Division, and at the State level for the Best Practices Award and Sustainable Partnership Award by the Council for Sustainable Florida. Claudia has always been active in her field serving different professional groups and supporting various important projects. She serves as the President of Florida URISA and as the Chair for the URISA Leadership Academy. This year Claudia is the GIS-Pro Conference Chair. At URISA national, Claudia was awarded with the Barbara Hirsch Special Service Award in 2008 and Ms. Paskauskas has a bachelor s degree in Computer Science and a master in Human Resources with emphasis in Quality Control Procedures. She is also a Microsoft Certified Professional (MCP), a Microsoft Certified Solution Developer (MCSD), a GIS Professional (GISP), 6 Sigma Green Belt, and a Certified Project Manager Professional (PMP). Hilary Perkins, GISP, AICP Regional Planner East-West Gateway Council of Governments Hilary has over 20 years experience working with GIS in both the public and private sector. She is currently the Comprehensive Planner for the City of Maryland Heights, Missouri. Her previous GIS and planning work in transportation, environmental, urban planning, and community development has provided a variety of leadership and management opportunities on a wide range of projects. She is keenly interested in the use of GIS by the public and community-based organizations for addressing the complex information needs associated with solving regional problems and creating consensus-driven solutions.
6 Hilary is the Past President of the Urban and Regional Information Systems Association (URISA) and is the 'mother'' of the idea which led to the URISA Leadership Academy. She also serves on URISA s Annual Conference Committee and as a Steering Committee member for URISA s newly formed Vanguard Committee. She has received a number of URISA awards including Leadership, Service, and the Barbara A. Hirsch Special Service Award. She is a Certified GIS Professional (GISP), a member of the American Institute of Certified Planners, a member of the Executive Committee of APA s Transportation Planning Division, and a Board Member on TRB ABJ60 Committee on Geographic Information Science & Applications. Rebecca Somers, GISP GIS Management Consultant Somers-St.Claire GIS Management Consultants Rebecca is an executive consultant specializing in GIS management and organization, program review, and strategy development. A GIS leader for more than 20 years, she has helped dozens of organizations successfully develop their GIS programs both as an in-house GIS manager and as a consultant. Rebecca is a prominent GIS management instructor, writer, and speaker in national and international forums. She wrote the GIS Management Strategies column for Geospatial Solutions for 10 years and is finishing a book on GIS Management and Implementation for John Wiley & Sons. She has also served on many industry boards and committees including URISA, ACSM, GISP program development, FGDC, and the Penn State Masters in GIS program. Rebecca holds a Master s degree in GIS.
7 Martha McCart Wells, GISP Director of Consulting Services Spatial Focus, Inc. Martha is an experienced GIS Manager and a founder of Spatial Focus, Inc. She has over 35 years of experience in local government planning and zoning, organizational issues, budgeting, project management, real estate development, transportation planning, and coastal zone management. Prior to founding Spatial Focus, Ms. McCart Wells served as Director of International Projects for American Cadastre, Inc. and GIS Manager for Gwinnett County, GA. Other professional positions have included local government zoning and land use planning, private real estate development, management of development projects, architectural review, zoning compliance, development of comprehensive coastal zone land use management plan, land use, zoning and building permitting functions. She is a past president of URISA, and a GISCorps volunteer. She received her Bachelor s degree in Geography from San Francisco State University, and a Master s degree in Resource and Regional Planning from the University of Massachusetts.
8 Sara Yurman, GISP Director of Information Services Spatial Focus, Inc. Sara Yurman is an experienced GIS Manager and a founder of Spatial Focus, Inc. She has over 20 years of experience in both organizational and technical aspects of geographic information, encompassing government at the local, regional, and state levels. Her activities have included team-building and change management as well as implementations of raster and vector GIS, GPS data integration, system development, and database design. Before the founding of Spatial Focus, Inc. Ms. Yurman was a consultant for American Cadastre, Inc. Prior to that, she worked with a variety of clients on strategic and technical issues, advising clients on profit potential of existing geographic data within their organization. Ms. Yurman received a Bachelor s degree from the California Institute of the Arts and a Master's degree in geography from Georgia State University. Sara was the Conference Chair for the 2011 URISA/NENA Addressing Conference.
