6 New Proposal Critical Elements Job Market Need Use Quantitative Data: BLS, TWC, postings in professional journals, student placement rates Use Qualitative Data: Letters from potential employers, analyses of market trends, information about emerging fields Establish a picture of demand and supply by integrating job market and existing programs data Consider local/regional, state, and national need 6

7 New Proposal Critical Elements Existing Programs Show that other programs cannot meet current/future need for workers Consider enrollment and graduation data for existing programs Demonstrate that existing programs are at/near full capacity Show how proposed program fills a niche others do not 7

8 New Proposal Critical Elements Student Demand Show that students would enroll in the program Consider enrollments in related/feeder programs Are other state programs at capacity, as demonstrated by their inability to accept most qualified candidates? Student surveys use good data collection methods and show your work 8

9 New Proposal Critical Elements Faculty Productivity Create a table listing each core faculty member Give number of peer-reviewed publications or accomplishments during most recent five years Give number and amount of external grants 9

10 New Proposal Critical Elements Five Year Costs and Funding Sources Summary Use the Formula Funding Estimation Tool to estimate the state funds generated by student enrollment Be sure to explain the nature of Other funding sources, such as grants and gifts Total funds must exceed total costs over first five years 10

Better methodology for establishing / reviewing workforce need Fuller utilization of external consultants Consideration of how proposed program fits into strategic plan for graduate education Staff developing ways to improve review of proposals for new graduate programs Staff working with GEAC in the development of a state plan for graduate education 12

13 Existing Graduate Program Review Review of all graduate programs every seven years, as required by TAC, Rule 5.52 Doctoral programs must use at least two national external consultants, Master s programs must use at least one national external consultant One point of contact per institution Schedules can be adjusted as necessary Institutional response should address all major findings of consultants Staff provides a brief response, ed to the Provost About 350 reviews currently in the system About 200 currently assigned to staff 13
