2 About The Diplomatic Academy of the Caribbean The Diplomatic Academy of the Caribbean is a new and innovative training centre in Modern Diplomacy for Diplomats and other professionals in the Caribbean and beyond. Modern international relations and diplomacy exist within a continuously evolving platform of change. In order to be most effective, the instrument of diplomacy requires continuous updating via ongoing learning, training and development. While the basics of diplomacy remain, namely the pursuit of foreign policy objectives and state interests, this activity today occurs beyond the national level, into the realm of regional and global interests and objectives. The Academy meets a clearly felt need, in the absence of any proper training and learning facility regionally, to offer programmes in diplomacy at various levels and on diverse subjects relevant to the 21st century socio-political and economic environment. The result of a cooperative arrangement between the Government of the Republic of Trinidad & Tobago, via its Ministry of Foreign Affairs, and The University of the West Indies through its Institute of International Relations, The Diplomatic Academy will be initially established on a two-year project basis but will continue to exist as long as there is a demand for such a training facility. The Diplomatic Academy of the Caribbean, the first of its kind, reaches out to a cross-section of target groups and beneficiaries, involved in one way or another in international cooperation, negotiations and transactions - in the CARICOM region and beyond. The Academy will pursue partnerships with a number of prominent and renowned diplomatic academies and schools of international affairs from various parts of the world. While it is an integral part of The University of the West Indies (UWI) and its Institute of International Relations (IIR), The Diplomatic Academy of the Caribbean has a separate identity, mandate, programme, staffing and budget.
3 Dates Module 5 on Intelligence, Statecraft and Multi-dimensional Security in the Caribbean will be held on: Monday 8th of September to Friday 12th of September, 2014 Duration This training module is conceived as a short, intensive and hands-on training. Training will be provided on a full day basis from 9.00 a.m. to 4.30 p.m. Location Training takes place at: The Institute of International Relations The University of the West Indies St. Augustine Trinidad and Tobago Secure parking is provided. Participants are expected to dress in business attire.
4 Target Group A cross-section of National and Regional Government Officials, Diplomats, Business & NGO Representatives from the wider Caribbean, Selected Officials of International Organisations & UN Agencies. Methodology This module is focused on the field of international relations and diplomacy, theory and practice, provided through in-class training. Hands-on practical exercises will be provided and discussion with the experts and among participants will be encouraged. Completion Requirement and Certificate A certificate from the Diplomatic Academy of the Caribbean will be awarded upon satisfactory completion of a given written or oral assignment at the end of each module.
5 Background National Security Intelligence is witnessing a paradigm shift in the 21st century. New transnational security challenges have appeared along with the realization that security issues are interconnected around the globe. It includes terrorism, nuclear proliferation, chemical weapons, cyber-attacks, migrations and climate change threats to security. Innovations in technology and the development of the cyberspace have tremendously modified the way intelligence security specialists must work and have made the landscape of intelligence, statecraft and multidimensional security more complex. Learning Objective This module examines the role of intelligence in international affairs, and in support of diplomatic activities. It examines the structure and functions of Intelligence in the context of the global 21st century threat environment as it pertains to the Caribbean region and beyond. The purpose of this module is to acquaint diplomats with the work of intelligence services in liberal democracies, and the opportunities and constraints associated with intelligence activities aimed at countering threats, reducing vulnerabilities and safeguarding the safety and well -being of citizens. Course Content Principles of Intelligence Intelligence and Diplomacy 21 st Century cross-border global threats and new technologies The Five Eyes and the European Union services Regional intelligence capabilities, esp. Cuba, Venezuela, Mexico The Intelligence Cycle from collection to dissemination. Intelligence Analysis: Strategic, Tactical, Operational, Intelligence and policy, ethics and law, accountability Public-Private information sharing and privatized intelligence functions Intelligence-Law Enforcement coordination Aviation security: Passenger pre-screening, airport security Maritime and Port security Globalization and technology developments
6 Experts The Diplomatic Academy of the Caribbean invites a number of prominent international and regional experts, each with high academic qualifications and an outstanding record of practical experience in modern diplomacy, to lead the modules. Angela Gendron is a Senior Fellow at the Canadian Centre of Intelligence and Security Studies (CCISS), The Norman Paterson School of International Affairs, Carleton University, Ottawa, Canada and a Visiting Fellow at the Centre for Intelligence and Security Studies at Buckingham University, Buckingham, England. Her current activities as a researcher, teacher and trainer relate to her former professional career as a British crown servant working in the areas of intelligence and security at the Ministry of Defence in the UK. Her broad research interests cover Intelligence Studies, terrorism and counter-terrorism, Islamic radicalization, critical infrastructure protection, and ethical issues pertaining to national security policy and operations. Her work aims to build knowledge and capacity on the ethics, psychology, organization and culture of various aspects of intelligence and security including Islamist terrorism, intelligence analysis, intelligence in peace support operations, and intelligence-led critical infrastructure protection policy and practice. Martin Rudner is a Professor Emeritus and Distinguished Research Professor at Carleton University. Prior to his retirement in July, 2007, he served as a Professor at the Norman Paterson School of International Affairs and was founding Director of the Canadian Centre of Intelligence and Security Studies at Carleton. Professor Rudner is author of over ninety books and scholarly articles dealing with Southeast Asia, international affairs, and security and intelligence studies. He has organized and contributed to numerous academic and governmental conferences, seminars and programs, and has served as commentator and analyst on international security affairs for Canadian and international electronic and print media. He has consulted and lectured on security and counter-terrorism issues to various departments and agencies of the Government of Canada and other international authorities. Professor Rudner served on the Advisory Panel for the Policy Review component of the Arar Commission of Inquiry under Mr Justice Dennis O Connor. He is a member of the Editorial Advisory Board of the International Journal of Intelligence and CounterIntelligence. Language The course will be conducted in English. Participants are expected to be proficient or have a good working knowledge of the English language.

Participants can be self-funded or sponsored by their employer/organisation. Participants must prepare their own travel and accommodation arrangements.
8 Logistics in Trinidad & Tobago Participants are expected to make their own travel, accommodation, visa and insurance arrangements prior to attending the Module. Participants are strongly encouraged to book accommodation at the University Inn. Located on the edge of the St. Augustine campus; the University Inn is a Boutique Bed & Breakfast that offers visitors to the campus comfort, a relaxed atmosphere and convenience. Upon request, a directory of hotels and guest houses in St. Augustine vicinity or in Port of Spain can be made available to you. Cancellation Policy We try to be as fair as possible with cancellations and refunds as we understand cancellations are sometimes unavoidable. Arrangements can be made to attend another training module or you may wish to send a replacement participants to attend in your place. If, for any reason, you have to cancel an agreed registration, this must be notified to us in writing by post or no later than 2 weeks before the start of the Module. A cancellation fee of 10% will apply.
