1 Belgium: Discrimination on the basis of race and national origin Part A of this document outlines provisions of the Constitution of Belgium that address discrimination on the basis of race and national origin (in French, Dutch, German and English versions of the Constitution). THE CONSTITUTION OF BELGIUM Articles 10, 11, and 191 of the Constitution of Belgium contain protections against discrimination on the basis of race and national origin. 1. Les Belges sont égaux devant la loi; seuls ils sont admissibles aux emplois civils et militaires, sauf les exceptions qui peuvent être établies par une loi pour des cas particuliers. L'égalité des femmes et des hommes est garantie. ii. Article 11 La jouissance des droits et libertés reconnus aux Belges doit être assurée sans discrimination. A cette fin, la loi et le décret

Article 191 Tout étranger qui se trouve sur le territoire de la Belgique jouit de la protection accordée aux personnes et aux biens, sauf les exceptions établies par la loi. 2. Die Gleichheit von Frauen und Männern ist gewährleistet. Der Genuß der den Belgiern zuerkannten Rechte und Freiheiten muß ohne Diskriminierung gesichert werden. Zu diesem Zweck gewährleisten das Gesetz und das Dekret insbesondere die Rechte und Freiheiten der ideologischen und philosophischen Minderheiten. b. Belgians are equal before the law; they alone are eligible for civil and military service, but for the exceptions that can be created by a law for particular cases. Equality between women and men is guaranteed. Enjoyment of the rights and freedoms recognized for Belgians must be provided without discrimination. To this end, laws and federate laws guarantee among others the rights and freedoms of ideological and philosophical minorities. b.
