Barrow, Commandant, US Marine Corps, 1980 A utility s response to an outage event is the most important interaction situation between customers and the utility. The response is also an opportunity to be judged by Regulators, Elected Officials and, of course, the media. In recent years utilities have been determined to improve their response restoration efforts and many forums have been created for peers to discuss common difficulties and share best practice strategies. This forum is different in that it is in-depth and specific to logistics. Post-incident reviews and industry surveys have shown, time and again, that maximizing the operational effectiveness of any response and minimizing time to restoration relies ultimately on the efficiency of your logistics. From communications, to crew management, to material resupply, to fuel delivery, to food & lodging, every function of logistics has a direct and immediate effect on restoration. Execute these functions well and power is restored sooner. Drop the ball on any single one, and restoration can grind to a halt. This conference will provide the attendee with proven tools, processes and procedures to improve the response readiness and tactical execution of your logistics functions. The conference will end with a unique session on the logistics of mutual aid response. Many large mutual aid teams travel with their own mechanics, and some even travel with a logistics coordinator. But what if they arrived at your emergency operations center (EOC) with their own food, their own lodging, even their own diesel fuel (and they had enough to share)? The last session will be an open panel discussion about mutual aid to a catastrophic incident. As the receiving utility, what would you like to see your mutual aid teams bring with them? This session will demonstrate how implementing roster management technology for NV Energy s internal workforce was used for crews to be assembled, supported, managed, and deployed quickly. NV Energy also improved their compliance with union rules and their ability to report such compliance. 7 PRE-CONFERENCE WORKSHOP: EMERGENCY RESPONSE FROM DIFFERENT PERSPECTIVES, THE EQUIPMENT MANUFACTURER S AND IAEM MONDAY, AUGUST 10, 2015 OVERVIEW The focus of the presentation will be on response, recovery and the resiliency of the electrical grid prior, during and after a disaster situation. This workshop is meant to be unique and the perspective comes from the electrical product manufacturer s point of view. Municipal inspectors, electrical contractors and utility crews work hand in hand toward a safe re-energizing of electrical systems. Full coverage of equipment evaluation techniques that need to be performed before re-energizing a system will be presented. In addition, microgrids, energy storage and smart grid technologies will be discussed to better understand how they influence the logistical effort and allow for better response today and projected into the future. NEMA s Guide for Evaluating Water Damaged Equipment will be presented. Specific problems in NYC and along the New Jersey Coast revealed some of the detrimental effects of energizing water damaged equipment. Solutions are provided for utilities to recognize and react to the damaged equipment. Mitigation techniques for future events will be covered by the use of specific products, relocation of equipment, use of pre-planning teams and the most effective use of current technology for the grid restoration and resilience. The workshop will wrap up with a presentation on The 17 Mistakes Organizations Make in Creating Their Emergency Plans & How to Correct Them. 8 WORKSHOP INSTRUCTORS Jack Lyons / Northeast Field Representative / National Electrical Manufacturers Association (NEMA) Jack holds a Master Electrician License in Massachusetts, B.Ed. in Occupational Education, A.S. in Engineering Science, working as an Electrical Contractor, Electrical Inspector, and MA Licensed Vocational Instructor. Instructor for Local 7 JATC, Springfield, MA and an OSHA Certified Safety Trainer. Jack is an Inspector member of the International Association of Electrical Inspectors, IAEI Western Mass Chapter and served as the Secretary/Treasurer for the Chapter. Jack sits on the Massachusetts Electrical Code Review Committee, the New York City Electrical Code Advisory Committee, and the New York City Electrical Code Review and Interpretation Committee. Jack has been involved with ad-hoc committee with the NYNJ Port Authority and other Metro transit agencies and Electrical Utilities discussing the response and recovery issue from Super Storm Sandy. Jack has worked on many issues along the coast line of New York and New Jersey involving electrical products and exposure to salt water flooding. Bo Mitchell / Founder / 911Consulting CEM, CPP, CBCP, CHCM, CHSP, CHS-V, CSSM, CSHM, CFC, CIPS, CSC, CAS, TFCT3, CERT, CMC, CHEP Bo Mitchell was Police Commissioner of Wilton, CT for 16 years. He retired in February 2001 to found 911 Consulting which is dedicated to creating emergency plans, training and exercises for organizations like Edison Electric Institute, ISO-NE, GE Headquarters, Health Net, Cablevision, Goodrich, and Western Connecticut State University.
