3 Charles A. Beckham, Jr. Mr. Beckham is a Partner with Haynes and Boone, L.L.P. in Houston, Texas. He has more than thirty years experience helping a broad spectrum of clients with bankruptcy and insolvency problems. After graduating from the University of Texas at Austin with a B.B.A. and St. Mary s University School of Law, Mr. Beckham clerked for United States District Judge Halbert O. Woodward in Lubbock, Texas. Following his clerkship, he worked at Kemp Smith Duncan and Hammond in El Paso, Texas for almost twenty years and joined Haynes and Boone, L.L.P. in Mr. Beckham has handled a variety of transactions including his current representation of the Agent for the DIP Lenders in the ATP Oil and Gas Corporation Chapter 11 and recent representation of Grupo Mexico, the corporate parent of ASARCO, LLC in the successful confirmation of the parent s Plan of Reorganization. He also has represented numerous debtors and creditors in energy cases and in cases with cross-border bankruptcy and insolvency issues in Mexico. PHILLIPS Senior Economist and Policy Advisor Federal Reserve Bank of Dallas, San Antonio Branch Dr. Phillips joined the Federal Reserve Bank of Dallas in January His areas of concentration include regional economics and economic forecasting. Dr. Phillips has published numerous articles on economic topics in Dallas Fed publications and academic journals. Research Papers in Economics, which tracks publications in economics, ranks Phillips in the top five percent of economists across the world in terms of the number of distinct publications. He is a contributing member of the Western Blue Chip Economic Forecasting Group, where he has been the most accurate out of eight Texas forecasters for nine out of the past sixteen years. His research and analysis have been covered in media such as CNN, The News Hour with Jim Lehrer, USA Today, Business Week, the Wall Street Journal, The New York Times, MSNBC and in media throughout Texas. In August, 1996, Dr. Phillips was transferred to the San Antonio branch in an effort to improve the regional economic coverage of the Dallas office and to better serve the needs of the South Texas community. Dr. Phillips teaches courses in managerial economics and quantitative analysis in the Executive MBA program at UTSA. She is the presiding judge in the Sherman and Texarkana Divisions of the Eastern District. Judge Rhoades has served on the Bankruptcy Judges Advisory Group from 2009 to 2012, and is currently serving on the Rules Committee of the Judicial Council of the Fifth Circuit. Craig is a seasoned litigator who has served as lead counsel in complex, high-stakes business disputes in courts and arbitrations around the country. Craig s experience is broad based and has included a wide variety of business disputes. 30 Leslie H. Southwick United States Court of Appeals Fifth Circuit Leslie H. Southwick was appointed a judge on the U.S. Court of Appeals for the Fifth Circuit on 29 October His chambers are in Jackson, Mississippi. Southwick was born in Edinburg, Texas in He has resided in Mississippi since He graduated cum laude with a B.A. degree from Rice University in 1972, and earned a J.D. from the University of Texas in He clerked for Presiding Judge John F. Onion, Jr., of the Texas Court of Criminal Appeals, and then for Judge Charles Clark of the U.S. Court of Appeals in Jackson, Mississippi. Southwick was an associate in the Jackson law firm of Brunini, Grantham, Grower and Hewes from 1977 to 1983, and a partner from 1983 to From , and then from 1998 to the present, he has been an adjunct professor at the Mississippi College School of Law. He was a visiting professor from January - October In 1989, Southwick left private practice to become a Deputy Assistant Attorney General in the Civil Division of the U.S. Department of Justice in Washington, serving until In 1994, he was elected one of the first ten judges on the Mississippi Court of Appeals. He walked 250 miles through the district as part of his campaign, and won anyway. He then tried to walk his way to the Mississippi Supreme Court in 1996, but he was defeated after going only 200 miles. He remained a member of the Court of Appeals from January 1995 through December Southwick, who was a JAG and a lieutenant colonel in the Mississippi National Guard, was mobilized and served on active duty with the Army from August 2004 until January For all of 2005, he served in Iraq, first as the Deputy Staff Judge Advocate and then as the Staff Judge Advocate for the 155th Brigade Combat Team. In June 2006, President George W. Bush nominated Southwick to be a U.S. District Judge in Mississippi. Though reported favorably by the Senate Judiciary Committee in September 2006, he and a dozen other district court nominees never received a floor vote before adjournment in December. The nominations were returned to the President. He was the first nominee for a Mississippi district court judgeship never to be confirmed. The next nominee was the second. In January 2007, President Bush nominated Southwick to be a judge on the Fifth Circuit Court of Appeals. He was the only judicial nominee to be subjected to a filibuster in the 110 th Congress. Cloture was voted and confirmation occurred in October Southwick was the first Fifth Circuit judge from Mississippi to be confirmed by the Senate after the 1992 retirement of Charles Clark, making him the Mississippi replacement of the judge for whom he once clerked. Judge Southwick is married to the former Sharon Polasek, and they have two adult children, Philip and Cathy. They are members of St. Richard Catholic Church in Jackson.
