1 Texas Department of Public Safety Texas Division of Emergency Management Event Name Severe Weather and Flooding Event SITREP Date November 5, 2013 Time 1800 Operational Period Report Number #9 Regions Affected DPS Regions Affected Regions 2 & 6 DDCs Active 2 & 6 Current Situation: Widespread significant rainfall expected through Thursday. Drier weather forecast for the weekend. A large scale upper level storm system over the Great Basin will continue to steadily track east over the next several days. This storm system will help push a Pacific front through the West Gulf River Forecast Area (WGRFC), clearing the coast Thursday. The very moist airmass in place over Texas and New Mexico will help set the stage for widespread precipitation. The previously mentioned upper level storm has tapped into Pacific moisture, and is helping stream that moisture over the WGRFC area. At the lower levels, southeasterly winds have helped pump moisture from the Gulf of Mexico into the area, creating a very deep, saturated airmass over the area. Upper level disturbances ahead of the storm system will help trigger showers, with a few thunderstorms, through Wednesday. Precipitation activity will become more focused later Wednesday and Thursday as the Pacific front will provide a well-defined focus for the initiation of precipitation. Through Wednesday, training precipitation could produce significant precipitation from South Central Texas through the DFW Metroplex and the Arkansas-Louisiana-Texas area. As mentioned, activity will become more focused later Wednesday into Thursday, with significant rainfall possible across the southern half of Texas. With such a moist airmass in place, any organized areas of showers and thunderstorms could be very efficient in producing significant rainfall totals across the area. With soil moisture increasing, or in many cases, soils are saturated; significant runoff is likely in the more organized areas of precipitation.

3 Precipitations Forecast Thursday into Friday morning OPERATIONAL PRIORITIES: 1. Protect life and property. 2. Support rapid & effective flood response. 3. Collect and disseminate accurate incident information to improve decision-making. REGION 2: Rain moved out of Region 2 and water began to recede in most areas; however, low-lying areas are still inundated with water. There is still the potential for future flooding along the Coloardo River in Wharton and Colorado Counties that will continue to be monitored. There is also a small chance of moderate flooding in Tyler County along the Neches River. Waterways: The U.S. Corp of Engineers at Town Bluff continues to release water. Lake Toledo Bend and Lake Sam Rayburn have the capacity to store water. No downstream impacts are expected from releases unless there is a rapid rise on these lakes. Numerous bayous and streams are flooding due to heavy runoff. At this time, there are no negative impacts from the bayou or stream flooding. Because of an unexpected rise in the lake level of Dam B, the U.S. Army Corps of Engineers opened flood gates to release water that may cause downstream flooding along the Neches River. Areas such as Barlow Lake Estates, Mont Neches, Sheffield Ferry, and others near this area should continue to monitor their properties for rising waters. Leon County: FM542 is still closed between Oakwood and Highway 7 due to wash out.

4 Orange County: As a result of a tornado touchdown in the Bridge City/Orangefield area, Orange County last week, minor to moderate damage was reported to about 12 homes mostly involving roof damage. There was widespread damage to outbuildings and carports. The worst of the damage is located on S. Patillo Rd. Orange County reported minor flooding in homes in the Vidor area. Damage assessements will be conducted by local officials. REGION 6: DDC 11/23 Waco: Freestone County: Preliminary Damage Assessments (PDAs) will continue. High water rescues: Highway 27 west of Fairfield, 1 adult & 1 child, no injuries; Highway 84 in Teague, at railroad underpass, 1 commercial vehicle driver, no injuries; Highway 84 in Teague, by high school, 1 driver. Temporary repairs are underway for affected roadways. The following roads were reopened: Farm to Market Road (FM) 80; FM 489; FM 27; FM 1451 and FM1848. The following roads remain closed: County Road (CR) 111; CR 255; CR 257 ;CR 510; CR 536; CR 540 and CR 421. The City of Teague reported 4 homes were flooded in the Mimosa Drive area. Fresh water service cut off due to lines being broken when roads washed out in two rural areas. The City of Fairfield reported five homes flooded, no evacuations were performed. City Hall was flooded and closed for half a day to make the space usable. The traffic bridge providing access to primary wastewater treatment facility was partially washed out making it impassable and unusable. City officials are working with the county to discuss the submition of a declaration of disaster. Limestone County: The following roads remain closed: FM937 north and Montgomery Creed (3.5 miles south of SH0164 to 1 mile north of FM3371). Milam County: Farm to Market Road 1445 remains closed. DDC 12 Austin: Austin/Travis County: EOC is open and continues to focus on recovery. Based on the latest National Weather Service (NWS) forecast responding agencies will be closely monitoring the weather and preparing response activities as necessary. A local disaster declaration has been issued. Public Works continues to work on assessing and repairing roadway damage and any impact on area bridges and infrastructure. Debris on curbs is an issue that is being addressed. The Flood Assistance Center (FAC) continues operations. PARD has reported 36 clients in the shelter as of 1300 Hrs. Austin Independent School District (AISD) is picking up children at the FAC and transporting them to their appropriate schools. Due to the resources Parks and Recreation Department (PARD) has committed to the FAC and debris removal, other PARD services are limited at this time. Pets are also at the shelter. FAC has worked with local neighborhood associations to advertise services. FAC continues to stress the need for all City Departments to have respresentatives at the FAC (more bi-lingual representatives are needed).

5 Austin Energy (AE) will coordinate with Code Compliance to determine homes in the affected areas that have no power, and is working to re-energize Onion Creek Subdivision. American Red Cross (ARC) has completed 87% of its damage assessment, which includes locations in the County. They have increased the number of emergency response vehicles (ERV) responding to the incident and is providing 3400 meals a day (lunch and dinner). They continue to stress donations of items NOT NEEDED and instead are requesting donations of cash to recognized relief organizations. City of Austin Public Works reported that they continue to work on assessing and repairing roadway damage and any impact on area bridges and infrastructure. Personnel are working with other partners on debris and large animal carcass removal plans. Burleson Road remains closed. Public Works and Transportation and Natural Resources (TNR) are assisting with large debris and carcass collection, but no calls will be dispatched Sunday after Public Works reports that Caldwell Lane has one lane open. Engineers continue to assess the road. Burleson Road is being repaired and is scheduled to re-open Tuesday. They are investigating a sink hole and assisting Austin Resource Recovery (ARR). Engineers continue to assess other pavement failures on Fallwell Lane, and is open to limited traffic. The bridge located on River Plantation Drive crossing Onion Creek was found to be structurally unsound and has been closed for an undetermined period of time. City of Austin/Travis County Joint Information Center (JIC) reports the media line remains open and available for use. PIO/JIC is maintaining a presence at the Flood Assistance Center and the EOC and held a press conference at noon on Sunday. Emergency management personnel worked with community leaders to inform and encourage impacted residents to take advantage of the services being provided at the FAC. Austin Community Emergency Response Team (CERT) members went into the impacted area Sunday afternoon to provide assistance, remaining on the premises to provide a sense of security for residents as they left their property to go to the FAC to complete related paperwork and obtain the assistance. PIO/JIC surveyed residents for pending questions and will develop and distribute responses to those questions. They are developing a public outreach plan and updating current fact sheet. PIO/JIC are developing a plan to distribute the information flyers using City of Austin employees. Austin/Travis County Health is monitoring infection control and disease surveillance and reports no issues to date. Austin/Travis County Integral Care has two teams on site. Reported administering 20 vaccines this morning and planned to open another clinic this afternoon. Epidemiology staff is working with hospital Emergency Departments (EDs) to start tracking flooding impact using syndromic surveillance, and is exploring a plan to send Rapid Needs Assessment Teams to survey residents regarding immediate needs. They are providing disease surveillance at the shelter, has prepared guidance for re-entry and handling of dead animals, is preparing guidance related to mold, preparing a plan to assist with replacement of lost vital records, and preparing a plan for mosquito control due to standing water. Travis County Damage Assessment Team has completed 87% of their assessment and has reported 37 properties destroyed; 259 with major damage; 267 with minor damage; 113 affected. 0 wet (minor) in the Pflugerville area. At this time, damage assessments have not been conducted in Plover.

6 Travis County Transportation and Natural Resources (TNR) is clearing three roads, Old San Antonio, Twin Creeks and Bluff Springs, continues to assist with the removal of dead animal carcasses and distribution of dumpsters. Caldwell County: EOC closed. Emergency road and bridge repairs were made to County Road (CR) 61, Dove Hill Road, to connect a community of twenty stranded families back to the county road network. Damage assessment is ongoing and a State of Disaster has been declared for Caldwell County. Hays County: Damage Assessment Teams continue to assess damages. The County submitted a Disaster Declaration, a Disaster Summary Outline, and a letter of request for assistance. Williamson County: EOC is closed. Damage Assessment Teams conducting damage assessments, declaration decision expected soon DDC 18-San Antonio: Comal County/City of New Braunfels: The extent of damage is currently being assessed and the county is working on a declaration. Guadalupe County: Guadalupe County reported two homes with water. State Agencies Responding: Texas Department of Public Safety (TXDPS): Providing replacement driver licenses and ID Cards to flood victims at Mobile Disaster Unit located at Dove Springs Recreation Center. Continuing to provide State Trooper assistance as needed in the impacted areas. Texas Department of Transportation (TxDOT): Crews from the TxDOT Austin District assisted Caldwell County crews Monday to make repairs to a washed-out culvert. TxDOT crews continue with clean-up operations in Waco, Austin, San Antonio, Houston and Beaumont. Road closures are being monitored and traffic control maintained. Detailed information on road closures is available at Texas Commission on Environmental Quality (TCEQ): The TCEQ Water Supply Division contacted all water and wastewater systems along the Colorado and San Marcos Rivers. Other than the City of Austin, no systems reported any damages or issues. There have been no reported issues regarding flooding from the Tyler, Beaumont, Houston, Corpus Christi, or San Antonio regional offices. The TCEQ continues to work with the City of Austin regarding the South Austin Regional (SAR) Wastewater Treatment Plant. The SAR was discharging an average flow of about 67 Million Gallons per Day(MGD). The plant is now running on three of the four electrical feeds and should have the fourth by Thursday. This was accomplished without any service interruption to the plant. Land line telephone service to the plant has been restored. The plant received a 5000 gallon hypochlorite delivery on Monday and another was scheduled for Tuesday. Plant personnel were able to walk the sludge line and reclaimed line from Fallwell Lane to the Colorado River and saw no sign of damage to those lines.the TCEQ Austin Regional Office will continue to work with the City of Austin regarding this situation.

7 American Red Cross (ARC): Dove Springs Recreation Center at 5801 Ainez Drive, Austin, remains open. ARC is distributing bulk items including clean up kits, comfort kits, work gloves and water in Austin and the surrounding area. Five ARC Damage Assement Teams began detailed Damage Assessments in Travis, Hays and Caldwell Counties and will be reporting information as it comes in. Preparing to support Hays County JAC. Individuals can go to the JAC where various organizations will be to provide direct assistance. The JAC will be at Barton Jr. High, 4950 Jack C. Hays Trail in Kyle, Tx from 4pm-9pm November 5 th, Monetary donations give to: The American Red Cross of Central Texas or call or go by 2218 Pershing Drive, Austin. Feeding: Southern Baptist Convention (SBC) kitchen is operational at Oak Springs Baptist Church at 6905 S IH35, which is also an Austin Disaster Relief Network (ADRN) donation center. Fixed feeding in Travis County at the Dove Springs Shelter/Assistance Center, and mobile feeding in Travis, Hays, and Caldwell Counties. Planning to begin distributing shelfstable meals in addition to cooked meals to supplement need for additional food in the impacted area. Bulk Distribution: Fixed distribution site at Dove Springs Recreation Center. Mobile distribution in Travis, Hays, and Caldwell Counties. Damage Assessment: Damage Assessment for Travis County almost complete. Damage Assessment continues in Hays and Caldwell Counties and began in Bastrop County. Travis County: 29 destroyed, 235 major, (verified by ARC), 800 others impacted (based on COA estimate of 1100 total. The COA Code Compliance intends to strongly enforce codes for all residences in the 100-yr flood plain which may significantly increase these numbers. Damage assessment will be completed this Tuesday. Williamson County: 3 major (100% complete) Hays County: 26 minor/affected (46% complete) Client Casework: Continuing to see clients at the JAC for Health Services, Casework and Disaster Mental Health. Teams are also on outreach for Health Services and Disaster Mental Health. Shelter Operations: Shelter Name Shelter Location City/County Occupancy Dove Springs Recreation Center Smithville Recreation Center 5801 Ainez Drive Austin/Travis County Royston Street Smithville/Bastrop County 0 Mass Care/Volunteer Operations Active Disasters (VOAD): Texas Search and Rescue (TEXSAR): TEXSAR was demobilized from the search in Caldwell as operations were suspended pending lower water levels. TEXSAR members assisted in both Search and Rescue (SAR) and Incident Management Team (IMT) duties, coordinating resource requests and obtaining technical specialists for specific operational

8 guidance. They remain available to assist if needed. Adventist Community Services (ACS) ACS was set up at the Dove Springs Recreation Center site on Saturday and Sunday, November 2-3, On Saturday they served 263 survivors and on Sunday served 258, for a total of 521. ACS provided them with a prepackaged clothing outfit (including new socks and underwear), a personal care kit, blanket and a sheet. 21 volunteers hours volunteered. Austin Disaster Relief Network (ADRN) ADRN has provided some gift cards to the residents at the Dove Springs Shelter. They have opened a call center, , so any resident that has been victim of these floods in Travis or Williamson Counties can call for assistance. A donations drop off station has been opened at Oak Meadow Baptist Church 6905 South IH 35 for in-kind donations. Monetary Donations give to: Austin Disaster Relief Network or Mail to P.O. Box 3817 Cedar Park or call the hotline at Information Technology Disaster Resource Center (ITDRC) ITDRC has resources on Stand-by for deployment to assist agencies and communities with any Information and Communications Technology (ICT) needs. The Salvation Army(TSA) TSA has delivered a Laundry Unit, for affected residents, to the Dove Springs Recreation Center, Austin which was operational Monday. They will establish operating hours from 9-6 until further notice and will operate this unit as long as needed. TSA Williamson County Canteen continued feeding through Sunday evening. TSA will have gift cards available for distribution this week through the JAC and through the Austin Area Command offices. Monetary donations give to: The Salvation Army Samaritan s Purse Samaritan s Purse is responding to the Onion Creek area. A Disaster Relief Unit has been deployed and program managers are arriving in the Austin area Monday evening. Samaritan s Purse will be working with local VOAD identifying homes and homeowners that need assistance in cleaning out their homes. Brent Graybeal is the contact ( ). Texas Baptist Men (TBM) TBM Command Post and Volunteer housing located at Manchaca Baptist Church. IMT, Feeding Team, Assessors, Mud Out unit, Chaplains, Box Unit, Childcare for the JACenter and Shower/ Laundry Unit on site. Southern Baptist of Texas Convention-Disaster Relief (SBTC) The SBTC is located at the Oak Meadows Baptist Church in Austin. They are Cooking 4,000 meals a day for the ARC, and providing showers for responders. The SBTC is also assisting families with removing personal items, cleaning and sanitizing homes, and preparing them for repair. SBTC continues to assess the needs of residents for assistance. Chaplains offer counseling and are meeting spiritual needs. Shoreline Church Shoreline Church was present and provided gift cards at Dove Springs Recreation Center throughout the weekend. To date they have served 99 heads of household and provided over $3000 in gift cards to clients. One Star Foundation OneStar Foundation has been working with American YouthWorks Texas Conservation Corps to deploy a team of approximately 10 AmeriCorps members and Field Coordinator Megan Helton to Crossroads Church reporting to Paige Webb. The

9 team is currently supporting cleaning and removal operations/registration. They are also assessing need for volunteer management infrastructure. OneStar also sent out a VolunteerTX mass message about the flood response on Friday, November 1st. Those wishing to volunteer should go to for information. The United Way for Greater Austin Accepting monetary donations for flood victims at: United Way for Greater austin at or text UWATX to for a $10 donation. Texas Gulf Coast Region Volunteer Organizations Active in Disaster (TGCR VOAD) The TGCR VOAD is monitoring the event and stands ready to assist if needed. Rescue Bank is ready to respond with pet food. Information Technology Disaster Resource Center (ITDRC) is en route to Austin. Texas VOAD The State level VOAD stands ready to assist with resources and support the local VOAD. FINAL COMMENTS: The Texas Division of Emergency Management continues to monitor this severe weather and flooding event and will publish additional situation reports as conditions warrant. The SOC is at Activation Level III (Increased Readiness Conditions).
