11 Mixed use of network by public passenger trains and freight trains ProRail is the non discriminatory and transparant capacity and traffic control manager 50% of freight trains on Betuweroute, rest of the Dutch network 8% of trains are freight trains, rest is passenger trains Dutch law garantuees minimum frequency level for market segments ProRail coordinates time table design with all railway undertakings and allocates capacity.
