5 Welcome Welcome to the latest edition of Helping Hands A Parenting Resource Directory created by the Philadelphia Department of Human Services (DHS). Parents play a vital role in the development and growth of their children, and this directory has been improved to offer you information on how to find parenting education resources in your neighborhood. All parents and caregivers can benefit from the kind of information, advice, and support offered by the programs listed in this directory. Helping Hands reflects many of the programs offered by DHS and our service providers. We dedicated a section of this parenting resource to the Parenting Collaborative, a network of parenting education programs funded by DHS as part of its effort to expand and enhance community-based services for families and children with a special focus on parents who are working towards reunification with their children. We included the Father s Directory in Helping Hands because we understand the importance fathers play in the lives of their children. DHS has traditionally been viewed as the last resort for families in trouble. We are proud of our work in helping children and families overcome abuse, neglect, and delinquency. But we are just as proud of our growing efforts to positively impact communities by supporting activities and programs that encourage good parenting. These programs help Philadelphia families ensure a healthy and supportive environment for children to grow and thrive. Another way to receive information on parenting education is through DHS Parent Action Network, which can be reached by calling 215-PARENTS. 44 Parenting Collaborative The Parenting Collaborative is a network of parenting skills enhancement programs provided by more than 70 community based agencies throughout the city. These DHS-funded programs are specifically designed for biological parents who are seeking the return of their children from foster care and for families at high risk of involvement with the child protection system, including teen parents, parents of delinquent youth and parents affected by substance abuse, mental illness, mental retardation, homelessness and incarceration. Fathers are also a primary target population. While these programs vary in order to best meet the needs of the specific community and population served, each utilizes an evidence-based parenting curriculum. All of the programs are designed to support parents and caregivers in developing and enhancing their parenting skills, improving their understanding of child development, trying alternative approaches to child-rearing, and learning techniques to reduce the stress that can undermine parental functioning. All of the programs of the Parenting Collaborative are included in the general listings in the front of the book. A list of the Parenting Collaborative providers is also included on the next page, along with the page numbers where information about their specific programs can be found. 95 The Achieving Reunification Center (ARC) is a "one-stop" center designed to assist parents in overcoming barriers toward family reunification. All services are guided by child welfare, public benefits and workforce policies. ARC brings systems together to help parents achieve positive outcomes. A project of the Philadelphia Department of Human Services and the Philadelphia Workforce Development Center, ARC partners with a combination of DHS resources and behavioral health and public assistance systems; the ARC programs and services include: Technology-based (ABE/GED/ESL) Workforce Development Parent Coaches/Mentors Behavioral Health Services Housing & Financial Counseling Fatherhood Support Through the ARC, all families with children in out-ofhome placement have resources to achieve reunification through the provision of appropriate support services that ensure the child s safety and strengthen the The Achieving Reunification Center
