2 Speaker Bios Eric Waage Eric Waage is the Director of Emergency Management for Hennepin County, Minnesota, a Twin Cities metro jurisdiction of 1.2 million people. His responsibilities include planning and managing countywide disaster readiness, response and recovery efforts. Current department initiatives include enhancing weather and hydrological forecast and hazard modeling; forging public-private partnerships to improve emergency services, including public warning; and working with schools to reduce vulnerability to hazardous weather and other emergencies. Waage assisted as Air Operations Coordinator for the New York State Emergency Operations Center during Hurricane Sandy, and provided logistics planning assistance at the Alabama Emergency Operations Center in the wake of the 2011 tornado outbreak. Lieutenant Colonel Waage retired from military service in A recurring focus during his military career was disaster response in roles ranging from wildfire suppression as a helicopter pilot to the Command of a special weapon of mass destruction detection team. He also had a special assignment attached to the Drug Enforcement Administration s Organized Crime Drug Enforcement Task Force in Minneapolis. During the Iraq War, he was Commander of an Army Aviation Support Battalion operating throughout central and southern Iraq. Waage holds a Masters in Strategic Studies from the United States Army War College at Carlisle Barracks, Pennsylvania. Ashly Rice Ashly Rice has been employed at Mall of America since 2006, beginning her career as a part of the Risk Assessment and Mitigation (RAM) unit, MOA s behavior detection specialists within the Security Department. Overseeing the RAM unit, Ashly played an integral part in the continued development of the program until 2012 when she transitioned to the manager in charge of Emergency Management. Ashly holds a degree in Law Enforcement and a Bachelors of Science degree in Security Management. Ashly has spoken for a number of universities and organizations on topics such as behavior detection, private security, proactive security measures for shopping malls, and emergency operations. Mall of America is North America s largest entertainment and retail complex that attracts over 42 million visitors each year. As the Emergency Operations Manager, her focus is Emergency Action Planning, which includes the lockdown procedures for over 500 tenants, security communications, and access control. Colonel Stef Horvath COL Stef Horvath is currently the J-6/CIO for the MN Army National Guard. She has overall responsibility for Command, Control, Communications and Computers for the Minnesota Army National Guard. She serves as the primary staff advisor and authoritative expert to the Adjutant General, staff elements, and command officials on matters pertaining to information management/services, information technology (IT), communications, information assurance, printing, publishing, records management, and visual information. She started her IT career as a legacy.asp web programmer/sql Database Administrator until her first deployment as the signal officer for Infantry Battalion during its deployment to Kosovo, Her subsequent assignments continued in IT and radio communications as a signal officer supporting units at higher echelons.

3 In 2008, COL Horvath was selected as the Division G-6 officer for the 34 th Infantry Division. In this position, COL Horvath was the lead signal officer supporting all communication and IT systems for a 2-star Commanding General and the Division Headquarters. From February 2009 to February 2010, the 34 th Infantry Division deployed to Iraq and assumed command of Multi-National Division South responsible for operations in the southern nine provinces of Iraq. As the Division G-6, COL Horvath was responsible for all data and voice communication networks in this area of operations from Baghdad to Basrah, supporting nine subordinate Brigades and Provincial Reconstruction Teams (PRTs). Upon returning from deployment, COL Horvath became the deputy J-6 until selected as the J-6 in October In 2013, Commissioner Carolyn Parnell selected COL Horvath to cochair the State of MN s Information Security Governance committee. COL Horvath has an undergraduate degree from NDSU and a Master s in Strategic Studies from the US Army War College. She is the recipient of several military awards to include the Bronze Star and Meritorious Service Medal. Colonel Mike Wickman Colonel Mike Wickman, 49, was raised in Minneapolis, Minnesota and attended college at the University of Saint Thomas earning a Bachelor of Administration degree in International Affairs in He enlisted in the Army in 1989 as an armored crewman. In 1990 he entered Officer Candidate School at Fort Benning, Georgia and was commissioned as an Armor Officer 1 June, Immediately after graduation, he attended the Armor Officer Basic Course and Airborne School. Colonel Wickman served in the Armor branch for the next 4 years including assignments as tank platoon leader, mortar platoon leader, executive officer. In 1994 he was branch qualified Intelligence and served as the J2 for Task Force Timberwolf in Guatemala and Assistant G2, 34th Infantry Division. In 1995 he was assigned to 1st Battalion 94th Armor as battalion S-2, S-4, tank company commander and battalion XO. Colonel Wickman then transferred to 1st Brigade 34th Infantry Division where he served as the S3 from 2001 through In October 2005 he was re-assigned to FA as the S3 and deployed in support of Operation Iraqi Freedom. Upon his return he was promoted and assigned as the Chief of Current Operations division of Joint Force Headquarters Minnesota. In 2008 he was re-assigned as the Executive Officer for 1st Brigade 34th Infantry and two years later assigned as the Deputy Commander and deployed in support of Operation Enduring Freedom. His most recent assignment is the J5, Chief of Strategic Plans and Policies division of Joint Force Headquarters Minnesota. His military education includes the Armor Officer Basic Course, Armor Officer Advanced Course, Military Intelligence Transition Course, Combined Arms Service Staff School, the Command and General Staff Officer Course and the Army War College. Colonel Wickman has been awarded the Bronze Star with one oak leaf cluster, Meritorious Service Medal, Army Commendation Medal with 2 oak leaf clusters, Army Achievement Medal with 2 oak leaf clusters, Army Reserve Components Achievement Medal, Global War on Terrorism Service Medal, Iraqi Campaign Medal, National Defense Service Medal, Humanitarian Service Medal, Armed Forces Reserve Medal, and the Army Service Medal, Medal for Merit, Commendation Medal with gold star, State Active Duty Ribbon with 3 gold stars. Colonel Wickman is married to the former Cherie Benson. Cherie is Chief Operating Officer for the Department of Neurosurgery at the University of Minnesota.
