1 CITY OF MARYLAND HEIGHTS OFFICE OF THE CHIEF OF POLICE Index as: BOI Commander, VIP Visit Responsibilities Communications, VIP Security Motorcades Presidential Visits Responsibility, Special Event Commander Secret Service Special Event Operations Plan Traffic, Motorcades Traffic, Special Events VIP Security Cancels: May 1, 2002 Eliminates: March 15, PURPOSE VIP/ DIGNITARY VISITS AND SPECIAL EVENT PLANS The purpose of this General Order is to establish policy and procedure for special events and visits by dignitaries to include the President of the United States, a Presidential candidate, the Governor or other high-ranking government officials to the City of for Maryland Heights. The City of Maryland Heights has entertained a visit by an incumbent President in the past as well as a Town Hall Meeting during a Presidential campaign. During past Presidential campaigns, Presidential motorcades have traversed the City of Maryland Heights and it can be expected that such visits and motorcades will continue in the future POLICY It is the policy of the Maryland Heights Police Department to provide an appropriate level of police protection during special events and to provide, upon request, protection for dignitaries, VIPs, and other persons against whom a significant threat is perceived. Such protection also may involve assisting or receiving assistance from other agencies. Since each event presents a different set of circumstances, the procedures established below are general in nature and are subject to those modifications necessary to meet the needs of the immediate event. Not all special events require a Special Event Permit. Procedures for Special Event Permits are outlined in General Order AUTHORITY AND RESPONSIBILITY A. The Chief of Police has the final authority for the Department plan covering special events and VIP/Dignitary security details. The Community Response Unit (CRU/D Platoon) Commander will be the principal Coordinator for all matters involving 1

2 protective security. For each detail, the CRU Commander will either appoint a Coordinator, or assume the role. The Coordinator, in consultation with the Chief of Police and CRU Commander, will determine all personnel needs. B. Other special events, determined by the Chief of Police, may require special law enforcement actions. The Chief of Police may designate a command rank officer to coordinate the Departments response. C. Should the special event escalate into a critical incident, the Maryland Heights Emergency Operations Plan will be enacted DIGNITARY / VIP PROTECTION OPERATIONS PLAN A. The CRU Commander or the delegated Coordinator will, when applicable, coordinate the security detail with the United States Secret Service or similar agency. The Commander will also coordinate the detail with the St. Louis County Police Department s Tactical Operations Unit when doing so is deemed appropriate or necessary for the successful completion of the event. Additional staffing assistance may be requested from the St. Louis County and Municipal Mobile Response Team (MRT). B. During the organizational phase of the event, the CRU Commander or coordinator will conduct a comprehensive study of the event planned to identify possible problems which could result. All known or perceived threats against the protected individual must be evaluated. The Department s personnel resources and the availability of equipment must be determined and/or modified by manipulating the duty schedule, obtaining needed equipment from other Bureaus or agencies, etc. C. The CRU Commander will ensure a Department Special Order is published detailing the dates, times, command authority, restrictions and specific duties of affected personnel. D. Personnel Resource Considerations 1. Does the Bureau of Field Operations have a sufficient number of officers scheduled to provide adequate protection during the event? 2. Is the cancellation of leave days necessary to obtain adequate availability of patrol officers; should officers be drawn from other shifts? 3. Will officers be needed from other Bureaus of the Department? 4. Will additional dispatchers be needed to handle the increased radio transmissions? 5. Are personnel from other City departments such as the Street Department needed? 2

3 E. Equipment Resource Considerations 1. The type of vehicles(s) needed for dignitary conveyance to include police motorcycle escort and motorcycle operation restrictions; 2. Issuance of personal body armor to dignitary or other visiting personnel; 3. Assignment of a sufficient number of marked BFO vehicles and portable radios to the detail; 4. Liaison with St. Louis County Tactical Operations for special weapons support. F. Communications The Coordinator will determine equipment needs for communications. Mobile radios capable of operating on joint agency channels may be used and/or a designated a special channel. Operational plans will be provided to the communications center in advance, and communications personnel will be briefed of any anticipated duties. G. Travel routes and alternatives The Coordinator will plan staffing for primary and alternate travel routes. The US Secret Service or other governing agency will usually determine these routes. Prior to the arrival of the VIP / Dignitary, the travel route will be secured and possible threat points will be identified. The travel plan will include an escape route and route to the appropriate medical facility. Drivers should be thoroughly familiar with the travel route prior to the scheduled escort. H. Intelligence In addition to the travel route, all locations accessible to the VIP / Dignitary should be searched be in advance. Protective Security Personnel should be thoroughly familiar with the facilities that the VIP/ Dignitary will occupy. The Coordinator will research possible hostile persons or groups that may present a threat to the operation. I. Advanced inspections of route and site facilities: 1. The route will be checked immediately prior to passage by the dignitary s motorcade. If prudent, any vehicle of questionable origin or purpose will be removed from the route path by the current contracted tow company. 2. Consideration will be given to advanced building or site inspection. If bomb sweeps are deemed appropriate, Police Canine trained to conduct bombsite sweeps will be contacted. 3. The Commander will have a detailed diagram prepared of any facilities which the dignitary/vip may visit during the event. The diagrams will indicate fixed security posts, entry and exit routes, secured and unsecured areas, etc. 3

4 J. Coordination With Other Agencies The Department will coordinate operations with the United States Secret Service, Federal Bureau of Investigations, Missouri State Highway Patrol, and/or any other agency involved in the security detail. Protective Security Personnel will notify other department employees of pertinent information and any assigned duties. The Coordinator will also identify and coordinate with local medical facilities, emergency medical services etc., if necessary. 1. DePaul and Mercy Hospitals are designated as the principal emergency care facilities for all detail related needs. In the event that the protection detail involves a high level political figure, DePaul and Mercy Hospitals are to be advised of the times of the event and persons involved prior to the detail at the direction of the Secret Service. 2. The Fire Chiefs of the affected Fire Protection Districts will be notified of the time of the detail to assure availability of emergency medical service personnel. The Commander may request that an ambulance accompany the detail or be held out of routine service so as to be immediately available during the event. 3. If prior coordination with a medical evacuation helicopter is deemed appropriate, the Commander will contact Arch Air Medical Services. Tentative landing sites will be identified and provided to Arch Air Medical, dependent upon the travel route and facilities being utilized during the event. The tentative helicopter landing sites will be shown on the route maps. K. Identification. As determined by the Coordinator, personnel working the detail should wear tags or pins identifying themselves to other law enforcement personnel SPECIAL EVENTS A. The Commander or the delegated supervisor will, when applicable, coordinate the event detail with other Bureaus within the Police Department as necessary, as well as with other departments within the City, such as the Fire Department and the Street Department. When applicable, the Commander will also coordinate the detail with other governmental agencies, such as the St. Louis County Police Department s Tactical Operations Unit or the St. Louis County Highway Department. B. During the organizational phase of the special event, the Commander will conduct a comprehensive study of the event planned to identify the objectives of the event and to recognize possible problems that could result such as traffic, control and direction, crowd control, and crime problems that might occur. General Order should be referred to for Traffic Direction and Control procedures. The department s personnel resources and the availability of equipment must be determined and/or modified by manipulating the duty schedule, obtaining needed equipment from other Bureaus or agencies, etc. 4

The Special Event Commander will follow the general plan as detailed in for VIP visits where applicable AFTER ACTION REPORT An after action report will be submitted to the Chief of Police by the assigned Commander upon completion of the event. The report will contain lessons learned and suggestions for corrective actions when needed.
