5 ABOUT THE UNIVERSITY Tezpur University was established on 21st January, 1994 as a non-affiliating, unitary type residential institute of higher education. Over a span of 20 years, the university has played a leading role in transforming the scenario of higher education in the entire North-Eastern region through innovative, employment driven and inter-disciplinary academic programmes with transparent and scientific evaluation system and strong work ethics. The University campus is situated amidst greenery at Napaam, about 15 kilometers east of the town of Tezpur. The University offers various undergraduate, postgraduate, PG diploma and Ph.D. programmes under four schools: those of Management Sciences; Science & Technology; Humanities & Social Sciences and Engineering. The faculty, the research scholars and the students from different parts of the country and also from premier national institutes have given the University a truly national character. Apart from fulfilling the traditional role of a University, that is, to create and disseminate new knowledge in diverse fields, it has been striving to keep pace with the developments that are taking place in a rapidly changing world. The University has all along been trying to provide its facilities for carrying out meaningful and socially relevant research. The Departments and individual faculty members are awarded prestigious research projects from funding agencies like ONGC, DST, DBT, DAE, UGC, AICTE, MS & PI, ICSSR, DRDO, CSIR, ISRO, NSC, MNCE, World Bank etc. and highly coveted National and International Fellowships. About CODL The Centre for Open and Distance Learning (CODL) was established in 2011 with the aim of disseminating knowledge and imparting quality education through open and distance learning mode. The Centre offers various post- graduate, undergraduate, diploma and certificate programmes in emerging areas of science, technology & engineering, social sciences, management and humanities with flexible system to cater to the needs of the learners who otherwise cannot avail the regular mode of education. The basic focus of the Centre is to prepare human resources of the region and the country by making them skilled and employable. Vision To grow into a leading centre for human resource development through distance and open learning system. Mission To provide quality higher education at door step through flexible and open learning mode without barriers and in conformity with national priority and societal needs. Objectives 1. 6 UTILITIES AND SERVICES The University has the following facilities and services for the students and research scholars. University Library The University has a Central Library with a rapidly increasing collection of books, periodicals and journals. The library has the INFLIBNET connectivity to facilitate access to other libraries. Most of the necessary books are available. Besides the Central Library, the Departments also have their Departmental Libraries. The catalogue of books and journals is available for users for online access on the campus network. The learners enrolled for any ODL programme may study in the University library. Computing Facilities The University has elaborate computing facilities accessible to the students. There is a modern state-of-the-art Central Computer Centre for use by the students and research scholars of Tezpur University in addition to the Departmental computer laboratories. Apart from a large number of PCs and several servers, all connected to the campus LAN, the Centre also has a 4-processor SGI ALTIX-350 server. There are also high quality laser printers, scanners, multimedia accessories, etc. Various software systems are available that run in environments such as UNIX/LINUX, MS-Windows-2000/NT/XP, and Novell Intra Netware. The campus LAN is connected to the Internet through its 512 kbps SCPC VSAT station of the ERNET. Wireless LAN has also been set-up to extend the LAN connectivity to the Hostels and the residential areas. Tezpur University Alumni Association (TUAA) TUAA was formed in 2000 to create a network of the alumni of the University. Instruction Methodology The medium of instruction / examination in the University at all levels is English except for the language courses. In framing the courses, care has been taken to see that they are NOT burdened with formal lectures only. There is adequate provision for seminars, tutorials, case studies, guided field work, etc., whatever necessary, to promote the habit of independent thinking. To relate theoretical knowledge to the practical field, proper measures are taken to conduct case studies and guided field works. Academic Calendar The university strictly adheres to a well planned academic calendar specifying the schedule for academic activities. 13 Academic Session The Academic Session for the programmes under Distance Education will commence twice a year usually in January and August, respectively. All the programmes under the Centre of Open and Distance Learning (CODL) may not be offered in each of the sessions. Academic Programme An Academic Programme, or simply, a Programme shall consist of a set of Courses. Completion of the set of courses by a learner prescribed for a programme shall lead to the award of a Degree or a Diploma to the learner concerned. Course A course is a unit of instruction or segment of a subject area under any discipline. Each programme shall consist of a set of courses. Credit Each course offered shall carry a specified credit depending upon the quantum of work involved in the course. A one Credit course shall imply the quantum of work done corresponding to 30 study hours. Credits Earned The total credits earned by a learner on a programme is the sum of the credits specified for the courses completed by the learner securing pass grades. Credit Requirement Each degree programme shall have a minimum specified credit requirement. The minimum credit requirements shall also be specified separately for different categories of courses. In this case, the broad guidelines of the Distance Education Council (DEC) shall be followed. A learner will need to earn the minimum specified credit (s) for each category of courses to be eligible for the award of the degree/diploma. Letter Grades and Grade Point A Letter Grade signifies the level of standard of qualitative/quantitative academic achievement, which a learner attains in a particular course/research work. Each of the letter grades shall represent a Grade Point as tabulated below. The letter grades A+ to D shall be considered as Pass grades and F shall be considered as Fail grade. Letter grades will be awarded following relative grading method. 14 Semester Grade Point Average (SGPA): It is the weighted average of grade points secured bythe learner in the credit courses taken and is given by the expression: SGPA = 1 C t n i= 1 C G i i where n is the number of credit courses registered and passed by the learner during the semester, G i is the grade point secured by the learner in the i th course with a credit value of C i and C t is given by: n C t = C i While working out the SGPA, the course(s) with I grade will not be taken into account. 15 ADMISSION Admission notice Notice for admission into the different academic programmes of the open and distance learning programmes of the University shall be issued by the Director, Centre for Open and Distance Learning through newspaper and other relevant media at least two months ahead of the date fixed for the commencement of the academic year. The same shall also be put up in the official website Admission procedure The applications for admission in prescribed forms only, duly filled in and completed in all respects, must reach the Director, Centre for Open and Distance Learning on or before the last date specified for the purpose. Minimum admission requirement for various degree/diploma programmes Based on the suggestions of the Academic Council and recommendation of the Board of Management, the qualification for admission into various degree/diploma programmes of the University shall be fixed from time to time. The changes shall be incorporated in the Prospectus. Simultaneous enrolment in programmes of CODL A learner already enrolled for a programme at the CODL may, if s/he so desires, apply for enrolment into a different programme provided s/he possesses the requisite qualification. Reservation of Seats Wherever applicable the relevant Govt. of India rules on reservation shall be adhered to. Screening and selection of candidates for admission to different degree/diploma programmes and admission Candidates for some of the programmes may be required to take an eligibility entrance test on the notified dates. Other eligible candidates will be required to get themselves admitted on the notified dates by paying the prescribed fees. Fees The fees and other charges payable by the candidates shall be decided by the Academic Council from time to time and incorporated in the Prospectus. Learners Roll Number A learner admitted to an academic programme shall be allotted a Roll Number at the time of admission which will be used for the entire duration of the programme. 1. A four character code representing the programme the learner is admitted to; the first two characters shall represent the distance mode (DE) and the last two shall represent the specific programme admitted to, followed by 2. last two digits of the year of admission, followed by a three digit serial number to identify the learner within his/her class. 16 SEMESTER ENROLLMENT AND COURSE REGISTRATION Enrollment At the beginning of every semester a learner shall enroll himself/herself by filling-in the prescribed Enrollment cum Course Registration Form and paying the prescribed fee for the purpose. Enrollment cum Course Registration Form can be filled up both online and offline. Forms along with prospectus will be available in the Centre for Open and Distance Learning and designated centres on payment of a prescribed fee. Enrollment cum Registration Card may also be filled online in the website. In that case, printout of the filled- in form and the fees in the form of demand draft in favour of The Registrar, Tezpur University and payable at the Bank to be specified, may be sent to the Director. Course Registration The learner shall register for the course for each semester by filling-in the registration card available in the website. Re-registration If a learner cannot complete the programme within the stipulated time, s/he may be allowed to go for re-registration on fulfillment of certain conditions and payment of prescribed fees. In such a case, the learner will apply for re-registration to the Director explaining the reason. The learner should apply for re-registration within three months of expiry of earlier registration. If allowed, the credits already earned by the learner shall be credited to him/her. SELF LEARNING MATERIALS (SLM) Self-learning materials in the form of printed books, audio and video CD (and online materials wherever possible) shall be delivered at the doorstep of the learner. The same shall also be made available in the website. The SLMs with necessary guidelines/instructions for all the courses of a semester shall be dispatched immediately after the admission process is over. Assignments shall be sent at an appropriate time within a semester. The system of evaluation shall be as follows: a. The evaluation shall always have two components: EVALUATION i. Semester end/term examination: 70%to 80% of the total weightage. ii. Continuous evaluation: 20% to 30% of the total weightage, made on the basis of written assignments and submitted to the Centre at Tezpur University. Learners shall submit assignment(s) for each of the courses of a programme. An assignment may contain multiple tasks/questions. b. If a programme has a practical component, the weightage of the theory and practical shall be as follows: Theory 75% and practical 25%. Submission of assignments Learners will be required to submit an assignment within the stipulated time failing which, his/her grade/marks may be affected. CODL,TEZPUR UNIVERSITY 16
17 CONDUCT OF EXAMINATIONS Semester end examination a. The examination will be conducted by the examination wing of the Centre for Open and Distance Learning. It will be held at different/identified centres. The evaluation will be done at the CODL, Tezpur University. b. The duration of theory examination shall be generally restricted to 3(three) hours. c. Results of the semester end/term examinations will be available in the study centres and also in the university website. d. Relative grading shall be followed for the award of the letter grades as provided in Clause (of the Academic Regulations, see sections on SGPA and CGPA). e. At the initial stage semester-end examinations may be conducted centrally at the end of the semester as per Academic Calendar. f. The schedule of examinations shall be issued by the Centre for Open and Distance Learning at least 30 (thirty) days ahead of the examinations. Practical Examination a. The concerned course teacher(s) identified the concerned department and appointed by the CODL shall conduct the practical examinations. b. The practical examinations shall be conducted generally before the semester-end theory examinations. Custody of answer scripts The evaluated answer scripts shall be finally kept in the custody of the Controller of Examinations, TU. Grade Card and Transcript a. After the declaration of the results of a semester, the Controller of Examinations, TU shall issue a Grade Card. The Grade Card shall contain the grades obtained in different courses registered by him/her, the SGPA, CGPA and the total credits earned so far. b. The Grade card can be collected in person and shall also be sent to the learners by post and will also be available on the website. Eligibility for Award of Degree/Diploma For a learner to be eligible for award of a degree/diploma for the programme, he/ she shall satisfy the following: a. Must obtain a pass grade in each Course of the prgramme (see section 3.5). b. Must earn the minimum credits under the various categories of courses as specified in the curriculum structure of the programme. c. Must secure the minimum CGPA prescribed for a programme. 21 HOW TO APPLY Offline Procedure : Eligible candidates seeking admission into different distance education programmes at Tezpur University are required to fill in the CODL, Tezpur University (TU) application form. Prospectus may be collected from the Centre (TU) or from the Study Centres by paying Rs. 200/- (Rs. 100/- for ST/SC candidates) from 26th May, 2014 onwards. Form may also be downloaded from the website. Filled in downloaded application forms must be accompanied by a separate demand draft worth Rs. 200/- (Rs. 100/- for ST/SC candidates) drawn in favour of The Registrar, Tezpur University payable at Tezpur. All filled in forms along with demand draft of prescribed programme fee and attested copies of relevant marksheets and certificates are to be sent to The Director, Centre for Open and Distance Learning, Tezpur University, Napaam, Sonitpur: or may be submitted at the Study Centres latest by 25 th July, Programme fee must be submitted by a separate bank draft. It may be noted that Tezpur University is located outside Tezpur town area; some private courier services may not deliver mails to the University on time. Applications received after the last date will not be considered in any circumstances. Online Procedure : For filling up the online application form go to the following UR This application is of self explanatory type. Just follow the steps as instructed. After filling up the online form, take a printout of the same, paste one passport size photograph and send it with a demand draft worth Rs. 200/- (Rs.100/-for ST/SC candidates) in favour of the Registrar, Tezpur University payable at Tezpur. Programme fee must be submitted by a separate bank draft. Learners are advised to send all documents through Speed Post to avoid delay. The selected candidates will have to submit attested copies of all mark sheets and certificates at the time of admission. However, in exceptional cases verification can be done at the Study Centres at a later date to be notified by the Centres. Reservation of seats Wherever applicable, the relevant Govt. of India rules on reservation shall be adhered to. Seats are reserved for SC/ST and Persons with Disabilities (PWD) as per central government rules. Admission Candidates can get themselves admitted to the concerned programme by paying all fees as per schedule. The candidate s presence at the Study Centre for Course Registration and Verification of testimonial is essential. The time of verification of testimonials will be fixed by respective Study centres. Provisional Admission Candidates who have appeared/are appearing in the qualifying examination before the date of admission in the year 2014 may be admitted provisionally under the following conditions: CODL,TEZPUR UNIVERSITY 21

Candidates should have passed all the earlier examinations held for the same degree without any carryover of subject and satisfying the academic minimum eligibility criteria specified for the concerned academic programme. 2. All academic works including theory and practical of qualifying examinations should be completed before the admission. 3. Candidates must produce the evidence of passing the qualifying examination with requisite qualification on or before 30/10/2014 failing which he/she will be debarred from appearing at the semester end examination.
