5 History of the City During the occupation of the Ottoman Empire to Lebanon, between 1850 and 1910, the old city dwellings were built in an exceptional street formation. This street was composed of two parts called: El Mina el Atica (Old port) and El Mina el Jadida (New port) Both areas converged in a central large construction: the Serail, the Regional Prefecture headquarters. El mina or port served as an important means of supply for the region. The old dwellings were constructed in an identical shape built with natural stone topped with red roof tiles. Their uniformity formed a typical two or three story unit blocks.

9 Jounieh, the City today Today, the buildings are exploited by commercial stores and shops on the street level, while the upper levels are occupied by tenants and land owners. Between 1962 and 1990, dozens of houses were destroyed and were replaced by new constructions non compatible with the neighborhood. In 1995, a ministerial decree classified the old district of Jounieh as a historic landmark. The decree number 8575 dated 3/8/2002 confirmed that a new zoning revision to be set by the Municiaplity of Jounieh and the Urban directory general claiming to the preservation of the historic coastal road.

15 Jounieh, The City Today In 2004, a complete study was proposed by the A.A.A. (Atelier des Architectes Associes) and approved by the Superior Council for Urban planning. The study consisted of the following: -a new construction law for the area, -a detailed planning, -guidelines and directives for restoration and renovation.

16 The Restoration Plan

17 Restoration Plan The objectives of the presented plan: Creation of a pedestrian area to attract tourists, especially during the summer festival. (Jounieh Summer Festival was already launched few years ago) Restoration of old dwellings at street level encouraging investors to open touristic stores. Replacing small industries and garages by stores and boutiques in view of enhancing the socio-economic growth. Cultural heritage awareness campaign: preserving the typical dwellings and transforming the street in an on-going festivities and permanent exhibition area.

18 Restoration Plan The classified zone for restoration in the city of Jounieh is located between the Stadium and the Port Entrance. Surfaces of restored facades: - Frontals (Street side) 4700m2 - Secondary (Seaside or opposite side) 7000m2 - Laterals 8300m2 - Surfaces of tile roofs 2500m2 - Length of roof gutters 5500m.l. - Exterior carpentry and wood work surfaces (floor levels only) 3200m2 - Surface of cobble stone streets 6000m2 Excluding ironmongery and demolition of façades.

29 Plan constraints Most dwellings are owned by the clergy and the Holy order. The tenants are bound by old contracts at a very low lease. As such the cost of rehabilitation was affected by neither the owners nor the tenants. The dubious rigidity of the dwellings especially the affected ironmongery by the corrosive salty sea environment, the erosion of the masonry, the wooden structures wear out and the inclination of some walls. The financial intervention to safeguard the remaining constructions had to be realized by a joint contribution from the Municipality, land owners, tenants and donors.

30 An Extension of the city Restoration Plan

31 Jounieh, Touristic sites Both the existing touristic sites and the commercial areas add up very limited revenues to the city municipality; while hotels, restaurants & beach resorts belong to private owners. The city municipality is in need of a basic monthly income in order to achieve the restoration plans & insure other services and duties. Solution: A joint venture between public & private sectors, in line with the vision set to the city that would engender long-term revenues.

32 Taking the restoration plan a step further It is suggested that the creation of a new cultural touristic Landmark would strengthen the city label/branding & generate profitable outcomes. A project that would: -anchor the City cultural heritage -portray the City social & natural values -create job opportunities for the city inhabitants -generate a sustainable growing income for the city as a cultural touristic site (relying on the commercial center: shops, restaurants, cafes )

33 A village of Hope in the heart of the City

36 The concept is to create an Arts and Crafts Lebanese village whereby its inhabitants formation is artists, musicians, craftsmen, etc. ready to share their skills with their apprentice in studios or workrooms set up. These artists can exhibit their products locally and be prepared for trade and export and can also expect at all times to be visited by a large number of tourists.

38 Project Vision This permanent exhibition and production center can be called Bukra, the village of Hope for it expresses the purpose of people s existence. This project will be manned by: -skilled people to produce and exhibit; -young apprentices to learn skills, express new talents and create one s own working environment; -educators to teach, advise and shed the light on the continuous learning process; -creators to challenge the creative and productive minds;

39 Project Vision -marketers to help attract visitors and establish niches and enhance means of presenting and selling novelties; -technocrats to train and organize; -tourists to generate income from events and exhibitions also to purchase functional items and folks wear, etc. spend agreeable time in a Lebanese rural ambient with an artistic background, enjoy sightseeing and taste typical Lebanese food. -excellent financial control to generate above average return.

40 Project Mission Reinvest in potential craftsmen and artists and revive the old Lebanese traditions crafts and arts through research and innovation. Enhance entrepreneurship in contributing to the economic growth of Jounieh and contribute to Lebanese market trades and exports. Serve the largest number possible of underprivileged and low income people. Create a Lebanese rural ambient village, preserve the Lebanese architecture, and attract tourists and artists from all the over world. Create a Mediterranean cultural tourism network emphasizing on the Arts and Crafts sectors.

41 Why Arts & Crafts? While France is positioned as one of the premier tourist destinations in the world with approximately 77 million foreign visitors annually and with tourism contributing 15 billion Euros to the French economy annually, it has not managed to maximize economically its leading tourism position. A key strategy adopted in a report to the French Senate (Report, No. 250, 2003)was the proposal to include, in a more formal and official sense, the arts and crafts within tourism leading ultimately to the unification of the economic, tourism, and arts and crafts spheres.
