2 MEE in a nutshell The Ministry of Employment and the Economy (MEE) has a wide scope of activities and know-how: employment, business development and start-ups, energy, innovation and technology, regional development and mining issues. MEE comprises more than 30 organisations. See more: MEE implements development co-operation based on the Finnish Development Policy Programme by the Ministry of Foreign Affairs, as regards MEE s own areas of responsibility and know-how. 3 Basis for Development Policy Co-operation in action MEE aims for a win-win situation between the aims of development co-operation and those of export promotion. Only well-functioning businesses and industries can ensure economic growth, create new jobs and satisfy the demand for goods and services. This nurtures stability and prosperity while combating poverty. MEE also aims to give administrative support to governments in developing countries to improve their policies. MEE underlines the ownership of the developing countries and the importance of demand orientation in all of its development co-operation. 4 MEE Group agencies, institutions and organizations implementing development co-operation GTK: Minerals for development GTK: The Geological Survey of Finland (GTK) -- established in produces and disseminates geological information for industry and society to promote systematic and sustainable use of crustal resources and the national geological endowment. GTK serves as Finland s national geoscientific information centre and participates actively in international research and project work. Businesses in developing countries: MINERALS SECTOR: design of modern institutional models, good governance issues, building of information infrastructures, information systems, geological mapping, training and education, mining and environmental issues, assessment and feasibility of mineral potential, small-scale mining, airborne geophysical surveys, development of geoscience laboratories, and production of test services (minerals processing, mineralogy, isotope geology, soil science, geophysics). WATER SUPPLY AND SANITATION: land use, conservation and environmental management related to groundwater, groundwater in bedrock structures, and water quality. Countries: 50 countries in all continents. GTK serves as Finland s national geoscientific information centre and participates actively in international research and project work. ENVIRONMENT: baseline studies (ground, marine, airborne and earth observation techniques), mining and environmental issues, site assessments, radioactive waste disposal, laboratory design and test services, ecotourism development. 4

Tekes promotes a broadbased view on innovation: besides funding technological breakthroughs, Tekes emphasises the significance of servicerelated, design, business, and social innovations. Tekes supports and funds wide-ranging innovation activities in research communities. Businesses in developing countries funding for high-level research using the Bottom of the Pyramid approach funding for companies operating in Finland to enable their international growth by developing their business models, strategy and products to meet the demands of developing markets. 8
9 MEE Group agencies, institutions and organizations implementing development co-operation Export credit guarantees for Finnish exports to emerging markets and the developing world: Finnvera Finnvera is a specialised financing company and the Official Export Credit Agency of Finland (ECA). With the Finnvera guarantee, the exporter can cover its risks related to the export transaction. Finnvera cover makes an export transaction attractive to the Finnish company s client. The Finnvera guarantee offers: cover for the exporter against risk associated with the buyer or the buyer s country cover for the investor or financier against risks associated with foreign investments cover for the lender against risks associated with a foreign borrower or the borrower s country. Finnvera provides domestic financing for start-ups and growth, and for the further internationalisation of Finnish small and medium enterprises (SMEs). Finnvera enhances the operating potential and competitiveness of Finnish enterprises by offering loans, domestic guarantees, venture capital investments and export credit guarantees. 10 developing infrastructure in rural areas developing waste management Finnvera can offer guarantees for projects carried out in countries throughout the developing world on a case-by-case basis. Business development services and support for growth companies are combined with services supporting employment and the development of expertise. Regional Employment and Economic Development Offices (TE Offices) have a broad range of services at their disposal. The network of TE Offices is nationwide. Key services for private customers include: Employment services and various support services promoting employment Vocational guidance and career planning Regional TE Offices have a broad range of services at their disposal. Education and vocational information services, labour market training Services for employers include: Recruitment services for finding employees Training and organisational development services The Ministry of Employment and the Economy systematically develops various web services that customers can use independently, regardless of time and place. 11
