2 1. GENERAL INFORMATION 1.1 Description This engineering specification shall apply to all solid-state single phase and poly phase electric meters used in revenue metering applications. These electric meters are referred to as the Meter in the Specification City of Palo Alto (CPA) reserves the right to modify the Specification and to approve deviations from all or part of the Specification Any product exceptions must be approved in writing by CPA The supplier is responsible and accountable for the detailed design and construction of the meter The supplier must have a minimum of 5 years of field experience with quoted meter. 2. SCOPE 2.1 General The specification provides the minimum functional and performance requirements for the meter. All requirements in the specification are intended to assure the expected life cycles, security, accuracy, reliability and minimum maintenance requirement of the meter. Some requirements are specified to maintain the compatibility and interchangeability of the meter. 2.2 Standards The meter shall comply with American National Standards Institute (ANSI) standards and other standards listed in Appendix - I, Applicable Standards, except those modified by this specification. If conflicts exist, the requirements of this specification will supersede those of ANSI and other standards. 3. PERFORMANCE 3.1 Service Life The meter, excluding replaceable battery, shall have a minimum service life of 16 years from the manufacturer s shipping date, or 15 years from the installation METER SPECIFICATIONS PAGE # 2 MAY 1997

3 date, whichever is longer. During the service life period, the meter shall continue to operate in full compliance with this specification Reliability The annual failure rate, excluding user induced failures, shall not exceed 0.75% throughout the service life of the meter. The failure rate is the ratio of the number of Failed Meters of a specific type to the number of installed meters of the same type. 4. WARRANTIES 4.1 Standard Warranty As a minimum, the supplier shall provide a standard warranty of three years from the delivery date of the meter. As an option, the supplier may provide a longer standard warranty or different coverage options beyond the three year standard warranty period. CPA will consider this when evaluating the bids. 4.2 Workmanship and Material Supplier shall warrant that the meter and all parts thereof furnished by supplier, whether or not manufactured by supplier, shall be of the kind and quality described by this specification will be free of defects in workmanship, material, design, and quality, and shall be fit for its intended purpose. 4.3 Performance Supplier shall warrant that when the meter is placed in operation or used, it will perform in the manner set forth by this specification. 5. METER ACCEPTANCE 5.1 Testing Each meter received by CPA will be tested for various physical and electronic attributes and for metering accuracy at the time of installation on the customer s premises. 5.2 Acceptable Quality Level (AQL) The minimum Acceptable Quality Level (AQL) of each meter shall meet or METER SPECIFICATIONS PAGE # 3 MAY 1997

4 exceed that in Section Acceptance Criteria The meter will be accepted by CPA if all of the following criteria are met: The meter passes a combined inspection for physical and electronic attributes and metering accuracy as defined in Section Physical and Electronic Attributes and Metering Accuracy The meter will be inspected for physical and electronic attributes Installation accuracy tests will be performed on the meter The tests will be performed at full and light loads. The test point loads are shown in Table 1. ACCURACY shall 6.1 The meter shall meet or exceed the accuracy specifications contained in ANSI C12.10 over its entire service life without the need for adjustment. No special Laboratory-type test equipment or test procedures shall be required to assure accuracy of the meter. 6.3 Creep The meter shall not creep. No pulse generation or registration shall occur for any consumption or demand quantity which depends on current while current circuit is open. 7. METERING FUNCTIONS 7.1 FORM The following meter forms shall be available S, 2S, 3S & 4S with same upgrade capabilities as polyphase meters S/8S (These two forms shall be interchangeable.) S S S/15S (These two forms shall be interchangeable.) 7.2 MEASUREMENT 1. The meter shall have the capability of registering KVA. 2. A single-function meter shall be capable of being upgraded to multifunction meters, preferably by software or otherwise by a board upgrade. 3. A multifunction meter shall register KWH, KW, KVA, KVARH and KVAR 4. The meter shall have Time of Use (TOU) OPTION. METER SPECIFICATIONS PAGE # 5 MAY 1997

6 5. TOU and reactive meters must support field installation of internal modem interface. 6. Modem sharing unit capable of handling up to 12 meters sharing one external modem/one phone line, shall be available from the supplier. 7. The meter shall have load profile capability (32 kilobytes minimum). 8. The meter must have Volts range. with 9. Reactive meters shall be upgradable to full 4 quadrant bi-directional metering upto 4 channels of load survey. If needed, option cards are acceptable for this feature. 7.3 ADJUSTMENT Solid-state meters shall not have any utility accessible calibration accuracy adjustment. This implies that the meter must not require accuracy adjustment when its register is changed or replaced. 7.4 OPTIC PORT The meter shall have an ANSI-approved optical port. This shall allow the meter reader to electronically retrieve billing data and reset the demand(s). 7.5 DEMAND Demand meter must be upgradable to TOU via software keys without requiring additional hardware (except for a battery). TOU meters must be upgradable to measure Kwh and Kvarh (basic reactive) via software keys without requiring additional hardware (except for a battery). The meter shall have a programmable demand interval with 3-minute subdemand intervals. The meter shall have bidirectional demand reset. This is, the meter shall be capable of being reset from the optic port and also manually. The demand reset must be sealable. A demand meter shall retain its register readings, internal identification (ID) number, and demand interval during and after a power outage. METER SPECIFICATIONS PAGE # 6 MAY 1997

7 When a TOU or load-profile meter is used as a demand meter, the meter should not require a battery to retain its internal meter ID number, register readings, and programmed demand interval if power outages occur. 7.6 COVER 7.7 KYZ The manufacturer shall have one standard meter cover for all of its meters in one family. All meters with demand capability shall have a sealable manual demand reset. Solid-state meters shall have acrylic or polycarbonate covers with optic ports. All mechanical single-phase KWH meters shall have glass covers. The meter test mode shall not be accessible from the cover except through the Optical Port via software. KYZ option boards shall be available and shall be easy to install (field install). Single-function KYZ option boards shall have software scaled KWH output. Multifunction bidirectional meters shall have software scaled KWH and KVARH delivered and received, KYZ outputs. 7.8 CERTIFIED TESTS The manufacturer shall supply certified tests and nameplate data. 7.9 PROBE READ The current meter reading computers with probe capabilities should be able to read the meter optically. An optical coupling device/probe that can be attached for interfacing purposes to either the meter s cover (while the cover is on the meter) or to the meter s face (while the meter does not have a cover on); shall be available from the supplier and the meter shall support said optical coupling device/probe SOFTWARE The manufacturer s software should run on the standard laptop used by the metering personnel. Reprogramming of meter must be software protected via City of Palo Alto unique password. Metering personnel must be able to edit the meter register readings via the METER SPECIFICATIONS PAGE # 7 MAY 1997

8 manufacturer s software which shall be City of Palo Alto password protected. Programmable meters shall have two ID fields not exceeding 18 digits each. The internal ID number shall be factory programmed into the first ID field. The internal ID number shall be the manufacturer s serial number that is stamped on the meter nameplate. Leading zeroes shall be used if the serial number has less digits than the programmable ID number field. Access to reprogram this field must be available at the time of installation. The second ID shall be factory programmed with default zeroes. This ID number field will be site specific and will be reprogrammed at the time of installation. The test mode shall be software accessible via the Optical Port. Program development, programming and reading of the meters must be performed with a DOS based software application DISPLAY MODES Each electronic meter shall have three displays: normal, alternate, and test. All register ID numbers and codes shall be software assigned by City of Palo Alto and shall be displayed next to the contents of its register. The next three subsections outline the required registers. A) Normal Display Mode mode. The following registers, if applicable, shall be available in the normal display 1. On-peak KWH (delivered) 2. Total KVA C) Test Display Mode The meter test mode should not be accessible without removing the front cover except through the Optical Port via software, and the meter shall remain in test mode (even if power is cycled) until switch is unlocked. The meter shall have programmable test interval with the following display registers when in the test mode: 1. Time remaining in test interval 2. Number of test pulses accumulated since start of test interval 3. KWH since start of the test mode 4. Maximum KW since start of test mode The demand reset will reset this KW to zero 5. All LCD display While the meter is in its mode, the billing registers shall remain unchanged; that is, they shall not accumulate energy or demand. If software is used to access the test mode, the meter shall revert to its normal billing mode after three test intervals. The meter shall have a test interval of one minute. A hardware switch shall be available to leave the meter indefinitely in its test mode. This switch shall only be accessible by removing the meter cover. All meters with optic ports shall have KWH test pulses accessible from their optic ports. Multifunction meters shall also have KVARH test pulse outputs via the optic ports Diagnostic Warnings Meters shall have the following diagnostics, if applicable, that are software retrievable: 1. 12 7.13 Display Panel 2. Phase angle relationships (in units of degrees) between the current and voltage of each element. 3. Low battery 4. Received energy (unidirectional only) 5. Demand threshold 6. Warnings and errors resulting from a meter health check of its electronics, such as the microprocessor 7. All other error codes and warnings. A) Error Display In the event of an error, the meter display shall freeze in its normal display mode, displaying its error code if any of the following occurs: 1. Potential circuit failure 2. Any other fatal error deemed necessary by the manufacturer The meter will still continue to accumulate registration where possible. B) Visibility Display should be clearly visible in sunlight. C) Operating Temperature The display shall be capable of operating at temperatures between -30 C and +85 C Battery The battery, if necessary, shall have a minimum operating life of two years. 8. DOCUMENTATION The manufacturer shall supply adequate hardware, software, and maintenance manuals. 9. TEST RESULT RECORD METER SPECIFICATIONS PAGE # 12 MAY 1997

13 Each meter test result record shall have the following results as the meter left the factory: 9.1 Reference standard 9.2 Test date 9.3 Complete barcode 9.4 %FL - The percent registration of the meter when the meter s rated test voltage and test amps are applied to all of its elements simultaneously. 9.5 %LL- The percent registration of the meter when the meter s rated test voltage and ten percent of its test amps are applied to all of its elements simultaneously. 9.6 %PF - The percent registration of the meter when the meter s rated test voltage and test amps are applied to all of its elements simultaneously, and the currents lag the voltages by 60 degrees (0.5 power factor.) 9.7 %AF - The percent registration of the meter when the meter s rated test voltage is applied to all of its elements, and test amps are applied to its A element only. 9.8 %BF - The percent registration of the meter when the meter s rated test voltage is applied to all of its elements, and test amps are applied to its B element only. 9.9 %CF - The percent registration of the meter when the meter s rated test voltage is applied to all of its elements, and test amps are applied to its C element only. All test results shall have two digits to the right of the decimal. 10. PRODUCT AND VENDOR EVALUATION A multiplier resulting from a Product and Vendor Evaluation, performed at the end of the year, will be applied to blanket bids. This evaluation includes categories such as accuracy at the time of receipt and accuracy in the field, software use, vendor support, and timely delivery. 11. BAR CODING Meters shall be supplied with a 3-of-9 bar code label permanently affixed to the front of the meter. The bar code information shall follow the format established by American Electric Power Company (AEP) and the information specified in 8.1, Bar Code Layout METER SPECIFICATIONS PAGE # 13 MAY 1997

14 and Content, and in 8.3, Company Bar Code Extension 12. SHIPPING REQUIREMENTS Meters shall be shipped properly protected from being damaged during handling, storage and shipping. Meters shall be packaged 4 to a box and pelletized with 16 or 24 boxes per pallet. Where appropriate 1 meter per box is acceptable.
