4 For most tug pilots opting to apply for the EASA LAPL(A) they will only need to: 1. Get copies of their licence s medical and ratings pages certified by a flying school s CFI. 2. Complete one form - SRG Submit the above with their log book and 47 to the CAA. [ 71 or 79 for PPL holders.] Sailplane licence (LAPL(S) or SPL) is a separate licence.

9 LAPL(Aeroplanes) or PPL(Aeroplanes) LAPL(A) is valid in Europe. PPL(A) worldwide. PPL requires at least Class 2 medical, LAPL at least LAPL Medical probably cheaper and lasts longer depending on age. LAPL max T/O mass 2,000 kg and 4 occupants PPL unrestricted but may be subject to type and class ratings for larger a/c. PPL Instructors & Examiners can be paid. LAPL(A) can fly SEP(Land) and/or TMG only.

10 PPL(A) - can also add seaplanes, multi-engine and specific heavier types needing type ratings. PPL(A) Needs Radio Navigation Aids skills demonstration to satisfaction of a CFI see handout. (GNSS, VOR, ADF, VHF/DF, Transponders and DME in scope.) IR (and EIR) only on PPL. Old IMCR now IR(Restricted) seems to be either. LAPL: easier rolling revalidation. Require LAPL by 2015, PPL by 2014

12 PPL and LAPL holders requiring a radio licence must have valid Language Proficiency in English at transition. Level 6 does not expire and can be awarded by RBS on form SRG1199. Free if submitted with conversion form otherwise may be charged 20.

13 Prior to the 8th April 2015, convert their UK issued licence to a Part-FCL licence. Have qualified to tow through a BGA gliding club. Logbook evidence of 30 hours as PIC and 60 take-offs and landings in aeroplanes, or in TMG as appropriate, completed after the issue of the UK licence. Logbook evidence of at least 10 flights as PIC towing a sailplane in an Aeroplane at a BGA Club. The Sailplane Towing Rating will be restricted to Aeroplanes only. Show logbook evidence of at least 10 flights as PIC towing a sailplane in a TMG at a BGA Club. The Sailplane Towing Rating will be restricted to TMGs only.

14 If you already have sailplane towing rating on either a TMG or Aeroplane then to add the other: Be qualified to fly the other class of aircraft. Successfully complete at least 3 dual training flights covering the full towing syllabus. Have the qualification added to licence by the CAA (for a modest fee). CTP at a BGA club deemed to be an instructor until April 2015.

15 LAPL: New variant other than that used for skills test must undergo differences or familiarisation training with an instructor and have it signed off by same in log book. Differences training involves flying with an instructor; familiarisation training may be a briefing or RTFM. Differences training required for: wobbly props, retractables, turbos/superchargers, tail wheels, EFIS, SLPC & pressurised cabins. Sea and MEP are separate ratings. (Electronic Flight Instrument System & Single Power Lever Controls.)

16 By day unless night rating held. In VMC (>1,000 vertically from cloud and 1,500 m horizontally above 3,000 ) unless an instrument qualification held. This is a reduction in privileges for current UK PPLs, which permit flight near cloud as long as adequate flight visibility is maintained, down to that of the NPPL.

17 Day: cannot carry passengers unless 3 flights in same class in last 90 days as PIC. (Aeroplanes, TMGs and sailplanes are all different classes.) Night: 1 flight at night in last 90 days as PIC unless IR held.

18 In last 24 months 12 hours as PIC including 12 take-offs and landings AND 1 hour refresher training with an instructor OR a proficiency check with an examiner OR perform the additional hours to meet the 12 under the supervision of an instructor (dual or solo). TMG and SEP hours both count towards total if have both qualifications. Microlight hours do not count towards total.

19 12 hours in final 12 months of 24 month validity including 6 hrs PIC and 12 flights including 1 hour with instructor or pass test. TMG and SEP hours both count towards total if have both qualifications. Microlight hours do not count towards total.

20 A minimum of 5 tows during the last 24 months. If not met - complete the missing tows under the supervision of an instructor.

22 If a JAA licence does not include words Valid for United Kingdom registered aircraft then your licence is already deemed to be an EASA licence and you will receive a lifetime EASA licence when it is renewed at the end of it s 5 year life. If JAA licence is marked Valid for United Kingdom registered aircraft then treated as a UK PPL. Holders of JAA licences should note that on the calendar expiry of the licence the SRG1104 form must be submitted as this form contains the required information for re-issue as an EASA licence. You will need to add a towing rating before 8 th April ! ( ) after that date! Don t forget Language Proficiency before renewal!

23 Current SSEP rating with 6 hrs + as PIC. Need Language proficiency for FRTOL. LAPL or higher medical. If have SLMG rating meeting recency requirements, or log book evidence of differences training, then TMG privileges can be included. SEP and TMG hours cross-count for recency. Cost 47 including 6 courier fee.

26 Don t forget to add your radio licence details in section 4 of form. Submit Language Proficiency 6 form with application if not already claimed. SRG1199. Unless you have done something the level 4 you were awarded automatically, and shown on your licence as Language Proficiency: English, some years ago has expired.

28 Get a CFI to certify in your log book your competence in using radio aids if applying for PPL. (Not required LAPL) Get CFI/head-of-training at an ATO to certify copies of your Certificate of Revalidation & Medical Certificate per Note 1. (Later slide.) Ensure you have valid Language Proficiency level 6. Need to send your log book with evidence of ten aerotows since you are applying for a new rating keep a copy! 36 Sailplanes: Licences required from 8 th April TMGs, uniquely, can be flown on either an aeroplane or sailplane licence. Easier to keep current if on aeroplane licence never need to fly one! PPL(A) and LAPL(A) holders with SEP privileges can also fly microlights subject to differences training. (ANO). Hours on microlights do not count towards recency. EASA licences permit flying Annex II aircraft.

37 Future tug pilots (with 30 hours and 60 flights as PIC) will have to be trained at an ATO by a Flying Instructor. Theory plus 10 instructional tows (5+ dual) plus 5 aerotow flights in a sailplane (unless LAPL(S) or SPL held). Rating is specific to SEP or TMG class. To add other class 3 training flights with FI. 5 tows in last 24 months to remain current, otherwise do them under supervision of instructor.

38 EASA is very prescriptive about the format of a log book and the way entries are made. P1 becomes PIC or SPIC or PICUS P2 becomes Dual or Co-pilot (only if required) Multiple flights < 30 minutes apart may be a single entry. Recommend acquire EASA compliant log book and learn to fill it in correctly.

39 Flight in IMC (this does not mean in cloud necessarily). Instrument Ratings (IR) still valid. If you have an IMCR before April 2014 (soon to be April 2019) this will be carried forward as a Restricted IR or IRR(A). After 2019 who knows? Proposal for an EASA EIR (En-route Instrument Rating) expected to be law next year. Proposal for modular IR training to make it more accessible expected to be law next year.

40 Approved Training Organisations. (ATO). Air Operator Certificates for gliding (AOC) Standardised European Rules of the Air (early December 2014). Special Operations. First draft included draconian rules for aero towing but EASA now backpedalling rapidly. (E.g. requirement for glider pilot to wear a headset with boom microphone.) Also covers carrying reporters and competitions.

42 Licensing for Tug Pilots - Handout V2 Where can I find the law? The main European legislation for pilot licensing is 'Commission Regulation 1178/2011' as amended. This is supplemented by EASA published Acceptable Means of Compliance (AMCs) and Guidance Material (GM) that is in two parts, medical and the rest. They can be found on the EASA web site: UK law is in the latest Air Navigation Order, also published in CAP393. The CAA has attempted to simplify things by producing a guide which combines Commission Regulations, EASA requirements and the UK law into a single document, CAP804 'Flight Crew Licensing: Mandatory Requirements, Policy and Guidance'. Most people will start with CAP804. Where is the official Licensing Guidance? CAA web site under 'Personal licences and Training' then 'Information on the EASA Transition', near the bottom of the page. What Information do the BGA provide? BGA has published guidance on the Sailplane Towing in advance of it being in the autumn edition of CAP804 at: How Much Will it Cost? The CAA has made a Licence Fee Calculator available at: howworking=true Probably 71. Where is the Application Form? Form SRG1104 can be found on the CAA web site. Search in Google. 1 of 4

43 Demonstrating use of Radio Navigation Aids For EASA PPL applicants only: pilots holding UK PPLs or JAA PPLs containing the phrase 'Valid for United Kingdom registered aircraft', require an entry in their log book, made by a CFI, to the effect that they have demonstrated the use of radio navigation aids to the Chief Flying Instructor's satisfaction. This is because the unrestricted JAA PPL and the EASA PPL include training and testing on this subject that is not in the UK and restricted JAA PPLs. The EASA syllabus for this subject is reproduced below. One school (Panshanger) said that in practice, since the only nearby radio aid to them is a VOR, that the student had to correctly tune in, identify and track to and/or from it for a few minutes keeping within half-scale deflection on the instrument and also fly straight and level and do a 180 turn on a full panel of instruments in line with items e) and f) of Standards Document 19, also below. EASA Radio Navigation Aids Syllabus for PPL(A) Exercise 18c: Radio navigation: (A) use of GNSS: (a) selection of waypoints; (b) to or from indications and orientation; (c) error messages. (B) use of VHF omni range: (a) availability, AIP and frequencies; (b) selection and identification; (c) OBS; (d) to or from indications and orientation; (e) CDI; (f) determination of radial; (g) intercepting and maintaining a radial; (h) VOR passage; (i) obtaining a fix from two VORs. (C) use of ADF equipment: NDBs: (a) availability, AIP and frequencies; (b) selection and identification; (c) orientation relative to the beacon; (d) homing. (D) use of VHF/DF: (a) availability, AIP, frequencies; (b) R/T procedures and ATC liaison; (c) obtaining a QDM and homing. (E) use of en-route or terminal radar: (a) availability and AIP; (b) procedures and ATC liaison; (c) pilot s responsibilities; (d) secondary surveillance radar: (1) transponders; (2) code selection; (3) interrogation and reply. (F) use of DME: 2 of 4

44 (a) station selection and identification; (b) modes of operation: distance, groundspeed and time to run. Standards Document 19 e) Use of radio navigation aids: Select and identify appropriate radio and navigation aids as required or nominated by Examiner. Locate and record the aeroplane position by using radio navigation equipment when required by the Examiner. Intercept and maintain given tracks or radials using the navigation aids nominate. (f) Basic instrument flying (180 turn in simulated IMC): Demonstrate competence at manoeuvring the aircraft by sole reference to flight instruments. Use an appropriate technique of instrument scanning and cross check to maintain flight within prescribes limits. Establish a rate one turn through 180 using the direction indicator. TMG Ratings at Conversion The published conversion criteria (CAP 804) suggest that you must have a current TMG or SLMG rating on your existing licence to get a TMG rating on conversion. The following to the BGA from the CAA in May 2013 indicates that if you have been flying TMGs on an aeroplane rating, after receiving differences training, that will be sufficient. (from Cliff Whittaker, CAA) Dear Andy I am not quite sure what it is you are asking. Under Part-FCL a sailplane licence (LAPL(S) or SPL) is required to fly a sailplane or powered sailplane - an aeroplane licence will not be valid. However, the Touring Motor Glider (TMG) privileges may be added to both sailplane and aeroplane licences. Part-FCL licences become mandatory for all EASA aircraft from 8th April Non-EASA aircraft that are within class ratings/privileges may continue to be flown using either national or Part-FCL licences. As far as we have been able to determine, the only non-easa motor gliders in the UK are the Fournier series and the Scheibe SF25 series; all of which are TMGs. It follows that, with effect from 8th April 2015, there will be no powered sailplanes with retractable propellers available in the UK that may be flown using the national SLMG rating - so the SLMG rating will only be valid for the Fournier and SF25 TMGs. As the ANO renders Part-FCL licences valid for class rating privileges, any holder of a Part-FCL sailplane or aeroplane licence that includes TMG privileges will be able to fly the Fournier and Scheibe TMGs using their Part-FCL licences. Anyone intending to fly EASA powered sailplanes with retractable propellers will have to hold a Part- FCL sailplane licence. It seems therefore that the SLMG rating will be largely rendered redundant within the next 2 years. 3 of 4

45 For a pilot with an aeroplane licence with SEP (or SSEA) and SLMG privileges, the conversion rules already published mean that - If the pilot provides evidence of SEP currency and of having flown SLMGs with retractable powerplant and TMGs, he will be eligible for a sailplane licence with TMG privileges and an aeroplane licence with SEP and TMG privileges. If the pilot provides evidence of SEP currency and only TMG flying, he will be eligible for an aeroplane licence with SEP and TMG privileges. (He could also have a sailplane licence limited to TMG only, but there would be no reason to do so as the aeroplane licence provides the same privilege). If the pilot provides evidence of SEP currency and of having flown SLMGs with retractable engines only (and not TMGs), he will be eligible for an aeroplane licence with SEP privileges and a sailplane licence (without TMG privileges). To obtain TMG privileges on the aeroplane or sailplane licence he would have to comply with the Part-FCL requirements for extending the licence to TMGs. The EASA system is that pilots must hold separate licences for each aircraft category. I do not see any particular problem here.
