3 Aviation Training Regulations in Europe In an attempt to address variations in structures and operations developed in European aviation systems Joint Aviation Authorities (JAA) 1 have drawn up comprehensive and detailed aviation requirements referred to as the Joint Aviation Requirements (JAR). JAR-FCL was the code developed for all categories of pilot and flight engineer licenses and was intended to permit use of licenses and ratings without further formality in any participating JAA member state. With effect from 1st July 2009 the JAA ceased all work on the development, amendment, and standardization of JAR-FCL. Such responsibilities within the EU and JAA States have been assigned to the European Aviation Safety Agency (EASA) and new requirements (on aircrew, air operations and third country operators) have been published including: - a Cover Regulation, - Annexes containing Implementing Rules, - Acceptable Means of Compliance (AMC) and Guidance Material (GM), - Certification Specifications (e.g. for the qualification of flight simulation training devices, or on flight time limitations). The first two (Cover Regulation & the following four Annexes) have been published in the Official Journal of the European Union at 03/11/2011 as Commission Regulation (EU) 1178/2011 laying down technical requirements and administrative procedures related to civil aviation aircrew. Annex I Part-FCL (flight crew licensing) Annex II Conditions for the conversion of existing national licenses and ratings for aeroplanes and helicopters Annex III Conditions for the acceptance of licenses issued by or on behalf of third countries Annex IV Part-MED (Medical). The remaining annexes (Part-Cabin Crew, Part-Authority Requirements for Aircrew and Part-Organisation Requirements for Aircrew) have been published in 2012 accompanied by an amendment to Commission Regulation (EU) No 1178/2011. This amendment (Commission Regulation (EU) No 290/2012) introduced additional transition measures deferring the applicability of certain Implementing Rules to a later date. Acceptable Means of Compliance (AMC), Guidance Material (GM) and Certification Specifications (CS) are published on the EASA website, as Decisions. As these need to take into account any changes made to the Cover Regulation and Implementing Rules by the EASA Committee, European Parliament and Council, the Decisions are published shortly after the date when their corresponding regulations have been published in the Official Journal. These are available in English only. AMC for Commission Regulation (EU) 1178/2011 has also been published. 1 JAA is a representation body of national CAAs from the 27 EU states and 11 non EU states for the harmonization of European policies and regulations on airworthiness, operations, maintenance, crew licensing and certification/design standards for all classes of aircraft. 4 In which countries do the new European rules apply? The membership of the JAA included many more countries than the membership of the European Union. The new European legislation for pilot licensing is legally binding on all Members of the European Union. The European former JAA Member States that are not EU members have decided to sign agreements with the European Commission / EASA that will bind them to comply with and administer the European rules for pilot licensing as if they were members of the EU. It follows that the new rules will apply to the same countries as those for former JAR-FCL, excepting any non-eu State that does not enter into an agreement. The full set of participating States (EU and non-eu) is sometimes referred to as the EASA Member States. One important change is that EU Member States that had not achieved mutual recognition status under JAR FCL will have the new licenses that they issue under Part-FCL recognised by the other States. All States will be audited by EASA standardisation teams. Page 4

5 Introduction to Eurowings Aviation Training Courses & Services Since 2006, Eurowings has been an approved training body (Registered Facility) by the Hellenic Civil Aviation Authority (HCAA) for the provision of training services (both theoretical knowledge and flight training) leading to PPL(A) for single engine piston aeroplanes (SEP(A) Class) and respective Night VFR qualification. The company has already filed an application to HCAA for its transition to an Approved Training Organisation (ATO) in accordance with the new EU/EASA regulations. In addition this leaflet presents Eurowings Structured Hours Building Program assisting PPL(A) holders to gain flying experience. Although this program is not part of formal pilot training as specified by EASA rulemaking, it facilitates the acquisition of skills and flying experience of the trainees required for the continuation of their studies for professional pilot licenses (CPL/ATPL). Eurowings modular training approach offers the possibility to students (within certain limits) to select the courses in a desired sequence providing at the same time them with a greater flexibility to proceed from one stage of their studies to another at their own pace, better plan their financial resources and spread their training over a greater time period if they wish. For example, students can first select to enroll to Eurowings PPL(A) Theoretical Knowledge Training Course and then proceed to their Flight Training and Night Rating at a later stage. Once they finish their PPL(A) training, students can gain additional flying experience through Eurowings Structured Hours Building Program (SHBP) and continue with their CPL/ATPL training and ratings in one of Eurowings cooperating organisations in Greece or other EASA member countries. If required, administration and financial management with all participating bodies as well as accommodation arrangements throughout student s training life cycle can be undertaken by Eurowings to ensure a one stop shop service for the student. Theoretical knowledge courses (widely known as ground schools ) aim to introduce students to theoretical principles in the subjects included in the course syllabus of the respective Training Program (TRP) and include a combination of distance learning (e- Learning) and classroom instruction elements (workshops). Theoretical training duration depends largely on student's effort but normally requires a 2-month period of full time study. Theoretical subjects are normally covered by trainees according to a study plan proposed by Eurowings. e-learning is mainly performed with the use of Eurowings e-learning platform (Information & Training Support System (ITSS) whereby students can study at their preferred location and their own pace theory subjects using training content such as theory Page 5

6 notes, reference documents, sample examination questions with answers and explanations etc. available in Greek and English languages. Internal on line selfassessment progress and examination tests, as well as continuous communication of students with Theoretical Knowledge Instructors (TKIs) through ITSS and s, allow evaluation of student s progress and provision of guidelines to him/her for further reading as required. The student is expected to achieve the minimum pass grade of 80% for successful completion of each Progress and Internal Examination Test in each of the 9 subjects included in the LAPL(A)/PPL(A) syllabus. Classroom instruction is conducted in the form of one or more workshops organised by Eurowings to resolve any issues related to students theory studies and prepare them for the HCAA examinations. The purpose of these workshops is not the instruction of all or any theory subjects because students should have covered syllabus of every subject by self-study before attending the workhop. Flight instruction in Eurowings Training Programs is conducted exclusively in Greece with the use of the company owned Reims - Cessna 172 Superhawk 180 HP aeroplane and other 2 or 4 seater trainers. Messologhi Airfield in Western Greece, used as the main training base, is ideal for intensified training, providing a 800 m asphalt runway, briefing/lecture spaces and hangar while still within a short flying distance with national/ international airports such as those of Zakinthos, Kefallinia and International Kerkira Airport with 24 hour service, modern infrastructures and possibility for night training. During flight training Eurowings Flight Instructors (FIs) teach students theoretical and practical principles associated with the execution of air exercises. The latter usually combine to form flying lessons implemented within different training flight modules (e.g. aircraft control, aerodrome circuit, maneuvering flights etc.) which in turn structure the stages of flight training (such as PRE SOLO relating to training before the student is authorised to fly alone and POST SOLO which begins with student s first solo flight and lasts till the end of his/her flight training. Flight exercises to cover EASA PART FCL LAPL/PPL requirements can be normally fulfilled within a period of five to six weeks for students prepared for regular flying activity (usually 9-10 hours per week) but can take as long as two years for those only flying once per week. Flight training notes included in the ITSS, summarizing theory issues and important topics related flight exercises are also used to ensure student s proper preparation before the flight. When flight training is spread over a longer period lack of continuity usually results in the student requiring a larger number of hours to complete his/her training. Night rating requires an additional five hours of flight training. The skill test is additional to the hours quoted for each course. 8 Pre Entry and Admission Requirements Students may be accepted for admission in a Eurowings Training Program (TRP) or in any of the theoretical knowledge or flight instruction courses associated with the above training program. Whenever the term program is used hereinafter it refers to Eurowings TRP or any of the theoretical knowledge or flight instruction courses which student selects to enrol, unless specifically otherwise stated. Overseas Students requiring Student Visa are normally initially accepted for the Theoretical Knowledge Training Courses (TKTCs) of the respective TRP. After assessment of their performance they may be accepted for the Flight Training Courses and visa support documents for their extended stay in Greece are issued accordingly. At the date of admission in a Eurowings TRP, applicants must have completed: EITHER The minimum age for the issue of the license sought minus the minimum time period specified by Eurowings for the completion of the respective training program OR The minimum age for FIRST SOLO flights specified by Part FCL for the respective license (in case of ab initio training) Minimum age and Minimum time period for the completion of a TRP are specified in the presentation of the respective TRP. Applicants for enrolment in a Eurowings TRP shall meet the following general admission requirements. Any additional specific admission requirements applied to a specific TRP are mentioned in the presentation of the respective TRP. - fill the official Application Form provided by the Eurowings - fill and sign the Declaration Form provided by the Eurowings in which they declare that: a) Information provided in the application for enrollment in the selected training program and/or training service is complete, accurate and true and supporting documents submitted with the above application are valid. b) the applicant fully acknowledges and agrees on terms and cost of the offered training program and/or training service and personal data collection and management from you as required for the selected training program / service. c) the applicant declares that he/she have the academic knowledge and experience as well as the knowledge of English language as required for the successful completion of the selected training program and/or training service. d) applicant s condition of health is such that allows the issue of at least a Class 2 Medical Certificate which may be required for the completion of the selected training program and/or training service. - submit the following supporting documentation (photocopies) together with their application: a) their Identity Card or Passport. In case of Passport, pages submitted shall include those with applicant's personal information, the issuing authority as well as dates of issue and expiration. b) documentation on academic qualifications (e.g. certificates, transcripts of lessons, examination results) enabling Eurowings to assess applicant s theoretical knowledge background. c) any documentation on applicant s prior theoretical knowledge and/or flight training relevant to the license or rating sought. d) 2 colour photos. e) a valid visa (if required for the legal stay of the foreign applicant in Greece). In case the applicant is accepted for enrolment, he/she shall sign Eurowings Standard Training Contract or Letter of Offer Approval and pay required deposit before his/her enrolment is finalized unless other arrangements have been agreed with Eurowings. Training aircrafts including single engine, complex and multi engine 4 seater Cessnas, widely recognised for their training suitability and flight performance and safety characteristics. Experienced ground and flight instructors with fluency in English language. A complete training scheme providing graduates with licenses and ratings required by airlines for recruitment of First Officers. The ability of each student and any financing body (if applicable) to monitor student s progress throughout his training life cycle through Eurowings Web platform. Page 9

LAPL(A) holder can act as Pilot In Command (PIC) on single-engine piston aeroplanes-land with a maximum certified take-off mass of 2000 kg or less, carrying a maximum of 3 passengers, such that there are never more than 4 persons on board of the aircraft. The amount of credit given to LAPL(A) holders shall be decided by the Eurowings ATO HT on the basis of a pre-entry flight test of the student provided that the following requirements are met: - student receives at least 10 hours of flight instruction including at least 4 hours of supervised solo and at least 2 hours of solo crosscountry flight time. - student has a flight time of at least 15 hours on aeroplanes (including instruction) after the issue of his/her LAPL(A). PPL(A) holders can act without remuneration as Pilot In Command (PIC) or co-pilot on aeroplanes engaged in non-commercial operations. The holder of a PPL(A) with instructor or examiner privileges may receive remuneration for: (1) the provision of flight instruction for the LAPL(A) or PPL(A); (2) the conduct of skill tests and proficiency checks for these licenses; (3) the ratings and certificates attached to these licenses. Revision or explanation of the following subjects (covered in LAPL(A)/PPL(A) syllabus): (1) night VMC minima; (2) rules about airspace control at night and facilities available; (3) rules about aerodrome ground, runway, landing site and obstruction lighting; (4) aircraft navigation lights and collision avoidance rules; (5) physiological aspects of night vision and orientation; (6) dangers of disorientation at night; (7) dangers of weather deterioration at night; (8) instrument systems or functions and errors; (9) instrument lighting and emergency cockpit lighting systems; (10) map marking for use under cockpit lighting; (11) practical navigation principles; (12) radio navigation principles; (13) planning and use of safety altitude; (14) danger from icing conditions, avoidance and escape manoeuvres. Combination of e-learning) and classroom instruction. No less than 5 hours of flight time on single engine piston aeroplanes. At least 3 hours of dual flight instruction during which at least 1 hour of cross-country navigation with at least one dual cross-country flight of at least 50 km. Flight time to cover at least 5 solo take-offs and 5 solo fullstop landings. General provisions for crediting of previous flight time and theoretical knowledge of students in accordance with Eurowings Training Manual. Successful completion of NR(A) TRP leads to a certificate of satisfactory completion which can be used for pilot s license endorsement allowing night VFR flights. 13 License Conversion Services LICENSE/RATING THEORETICAL TRAINING FLIGHT TRAINING License Conversion Services EW- PPL(A)-SEP- LCS ICAO / EASA PPL(A) License Conversion Services ANNEX III of Commission Regulation (EU) No 1178/2011 Eurowings provides as necessary theoretical knowledge and refresher training services to PPL(A) holders whose license has been issued in compliance with the requirements of Annex 1 to the Chicago Convention by a third country for its conversion into a Part-FCL PPL(A). In accordance with ANNEX III: CONDITIONS FOR THE ACCEPTANCE OF LICENCES ISSUED BY OR ON BEHALF OF THIRD COUNTRIES to Part FCL the license holder is required to comply with the following minimum requirements, for the relevant aircraft category: (a) pass a written examination in Air Law and Human Performance; (b) pass the PPL(A) skill test in accordance with Part-FCL; (c) fulfil the requirements for the issue of the relevant class or type rating, in accordance with Subpart H; (d) hold at least a Class 2 medical certificate, issued in accordance with Part-Medical; (e) demonstrate that he/she has acquired language proficiency in accordance with FCL.055; (f) have completed at least 100 hours of flight time as a pilot. The exact type and extent of services to be offered depend on license holder s needs and shall be determined and agreed between Eurowings and the interested pilot prior to their provision. Refresher Training Services LICENSE/RATING THEORETICAL TRAINING FLIGHT TRAINING Refresher Training Services EW-SEP- RFTS LAPL(A)/PPL(A) Refresher Training Services FCL.140.A Refresher Training involves at least 1 flight hour of the license holder with a Eurowings Flight Instructor (FI) during which topics of the Practical Skill Test of the respective license shall be examined and assessed. Depending on license holder s performance, further flight training may be proposed to him/her before a Refresher Training Completion Certificate (RTCC) is issued. Standards and level of expected performance are the same as those applying to final evaluation check of students for the respective license. Furthermore, on request by license holders, all or part of their flights to meet pilot recency requirement in order to exercise their privileges of their license may be performed with one of Eurowings FIs. Within the context of these services, a number of flights shall be performed with the license holder as Pilot in Command (PIC) and Eurowings FI on board, providing the license holder with information and guidance as required or simply acting as safety pilot during the flight. Any issues regarding license holder s performance and means of improvement are discussed during the post-flight briefing. Page 13

14 Eurowings Structured Hour Building Program (SHBP) This Program is designed to assist PPL(A) holders in developing their flying skills from a private pilot standard to that required by a commercial pilot. It is equally useful for private pilots who do not wish to continue their studies at a higher level but are interested in improving their skills beyond the PPL(A) level. During SHBP, the PPL(A) holder is directed and assessed by a Eurowings Flight Instructor for consolidation of existing skills as well as learning new ones, acting as his mentor throughout the program. Indicatively, such skills include pre-flight planning, general aircraft handling, accuracy, time management, navigation including VOR & ADF tracking, flight by sole reference to instruments, fuel management, etc. Through pilot s monitored preparation and assessment process (typically progress checks every 5 hours) it is possible to adapt the program to meet the varied requirements of individual pilots and provide a personalized training package. The program is realized in Greece and coordinated by Eurowings. Training notes on examined topics are available to program participants through Eurowings e-learning platform (ITSS) for their better preparation before the flights. Completion of Eurowings SHBP provides PPL(A) holders with required flying experience to enrol to the CPL(A) modular courses offered by Eurowings training partners in Greece and abroad. Such courses could be combined with ME training and theoretical knowledge instruction to meet the ATPL(A) syllabus requirements. Further Information Eurowings believes in a personalized approach to pilot training, particularly when such training leads to professional qualifications and requires a significant investment. Selection of training locations, training resources (e.g. distant learning options or simulators), accommodation arrangements, etc. can significantly differentiate both quality of services and training cost.
