Change in Health Status If you have issued a LAPL medical certificate to an individual they subsequently attend your surgery with a new medical condition or requesting fitness advice following a change in fit status, you should assess whether they are fit to fly. If in doubt, advise the individual that they are unfit must have an assessment by an AME before returning to flying. Record Keeping The records of LAPL assessments must be kept for a period of 10 years after the expiry of the certificate. 2 Initial Assessment If you are approached by a patient registered with your practice to issue a LAPL medical certificate, you should check their medical history before agreeing to proceed. If you find a record of any of the following (or similar) then you must advise the patient that they require a medical examination by an AeroMedical Examiner (AME). Please note: if the applicant has previously held a CAA medical certificate informs you that they have been made unfit at any time, you must refer the applicant to an AME. Decreased visual acuity in either eye below 6/9 despite any correction Visual field defect Need for hearing aid(s) Angina/coronary artery disease Cardiac arrhythmia, including AF Cardiac valve replacement Recurrent fainting Implanted cardiac device Heart failure Chronic lung disease Pneumothorax Organ transplant Cerebral disorder Epilepsy Sedative medication Antidepressant medication Psychotic disorder Alcohol/substance misuse Personality disorder Learning difficulties Malignant disease Diabetes requiring medication Endocrine disorder Sleep disorder Major surgery The applicant may then request that you provide copies of relevant medical reports/information for assessment by an AME or at an Aeromedical Centre (AeMC). For more detailed information see If you are able to proceed with the application: 1. Go through the completed form with the applicant. 2. either a) If this is a first application for a LAPL certificate or if >50 years a general examination is required, to include: Pulse BP Urinalysis Visual acuity/fields Conversational hearing ability Colour vision (only if applicant is applying for a night rating) or, b) If this is a revalidation, renewal or if <50 years, an examination is not required unless clinically indicated. 3. Complete the assessment/ examination form If the findings of your assessment meet the requirements stated in the Guidance for UK GPs on LAPL Medical Assessments then you may issue a LAPL medical certificate. If your assessment reveals a finding that requires referral, inform the applicant they must see an examination with an AME or AeMC. 5 CONVERSION APPLICATION FOR THE GRANT OF A PART FCL SAILPLANE PILOT LICENCE OR LIGHT AIRCRAFT LICENCE (SAILPLANE) GUIDANCE NOTES AND FORM Each numbered box below refers to a corresponding part of the Conversion Application Form attached to this this guidance. The detail is important. An incorrectly submitted application form or a missing piece of required information or a missing copy of a document will unfortunately result in the application being returned unprocessed. 1. APPLICANTS PERSONAL PARTICULARS If you hold or have held a CAA licence, /or CAA Medical Certificate, you may know your personal CAA reference number. By quoting it on the form, you will assist the application process. As noted in section 1 of the form, a certified & clearly readable (ie high quality) copy of your valid Passport, EEA/EU National ID Card or Full EU Photographic Driving Licence that clearly identifies your personal details picture must accompany your application as proof of identification. APPLICANTS MEDICAL FITNESS A Part FCL licence can only be issued to an applicant who holds a valid medical certificate. The requirements for the LAPL(S) SPL differ. See below. LAPL(S) Applicants The NPPL GP endorsed medical declaration is an entirely UK based declaration of fitness. It is not a medical certificate. It has no status in the Aircrew Regulation cannot be used to support a licence issued under the EASA Regulations. LAPL(S) applicants must hold as a minimum a LAPL medical certificate issued by a General Medical Practitioner (GMP or GP in UK language) or an Aero Medical Examiner (AME). GMP s (GP s) use an online form which when submitted electronically to the CAA provides the only registration necessary by the GMP (GP). A certified copy of the certificate must be enclosed with the application. Please do not submit originals.
6 SPL Applicants An SPL applicant must hold either an EASA Class 1 or 2 medical certificate issued by an Aero Medical Examiner (AME). JAA Class 1 or 2 certificates are considered to be equivalent to EASA medical certificates. A certified copy of the certificate must be enclosed with the application. Please do not submit originals. Medical Certificate Validity Period Although excessively long turnaround times for applications are not expected, to ensure that a LAPL, Class 1 or Class 2 medical certificate remains valid throughout any application process, it is suggested that the medical certificate has at least 2 months validity remaining when you submit your application form. Non-UK Issued Medical Certificate Please ensure that if your medical certificate is issued outside the UK that the associated records are held by the UK CAA. If in doubt, please contact the CAA. 4. APPLICANTS EXISTING & VALID QUALIFICATION STATUS The conversion report submitted by the CAA to EASA provides the basis for conversion from BGA Gliding Certificate Endorsements to Part-FCL requirements. You should tick on the application form the listed BGA CAA qualifications that you hold The minimum requirement for conversion to either a LAPL(S) or an SPL is a Bronze Endorsement plus either the Cross Country Endorsement or, if the Bronze endorsement was achieved prior to the cross country endorsement being established within the BGA in April 1996, an FAI verified Silver Distance as issued by the BGA or other National authority. The Gliding Certificate, Bronze endorsement, Cross Country Endorsement Silver Distance are all recorded by the BGA. Certified copies of CAA class rating instructor examiner certificates must be included with your application form. Cloud Flying Endorsement this BGA endorsement recorded by the BGA is available free of charge if a completed BGA Cloud Flying Endorsement application is submitted with the conversion application. This BGA endorsement may be helpful once the EASA Sailplane Cloud Flying Rating becomes available. The BGA application form is at; Aerobatics Endorsement pilots who hold any of the BGA aerobatics badges are automatically entitled to deemed to hold this endorsement. Assistant Instructor self-explanatory. The BGA records instructor rating issue validity. Full Instructor self-explanatory. The BGA records instructor rating issue validity. MGIR this applies to those who hold a BGA Motor Glider Instructor Rating as recorded by the BGA. Instructor Coach this applies to those who have been formally approved by their CFI s to coach instructors at clubs as recorded by the BGA Flight Examiner this applies to those applicants who have completed the BGA Flight Examiner stardisation process as recorded by the BGA Flight Instructor Examiner - this applies to those applicants who have completed the BGA Flight Instructor Examiner stardisation process as recorded by the BGA CAA Ratings or Authorisations please tick the valid CAA issued ratings or authorisations held by the applicant. Copies should be submitted where applicable under section 5.

APPLICANTS CONVERSION REQUIREMENT AND BGA RECOMMENDATION TO THE CAA This is the bit where you let us know whether you would like a LAPL(S) or SPL based on your existing BGA qualifications other experience, what additional ratings, certificates authorisations you require. Please note that when a rating, certificate or authorisation is added to a LAPL(S) or SPL, the privileges in each case may only be exercised if the relevant recency, revalidation other requirements that are associated with the licence, rating, certificate or authorisation are satisfied. The requirements will be published in the CAA s CAP 804. You declare that you are aware of those requirements when you sign at the bottom of this section. Please note that the more you can apply for at this stage, the less it will cost you in future when you need to add further elements through additional applications. Carefully read each of the following descriptions conversion application requirements before ticking the relevant box on the form. Please note that in some cases, copies of certain documents are required. Please ensure that these are certified on the reverse as described in 1 above. Regarding logbook evidence, it is sufficient to provide a certified legible copy of a summary of experience on a logbook page or pages showing the required totals. In all cases, please also complete the summary that is included as part of the application form on page 5. The following matrix describes each of the items the associated requirements that need to be in place on conversion. Read each one carefully before deciding whether to leave the item un-ticked or to tick the box on the application form as being required. Flight Radio Telephony Operators Licence (FRTOL) PLEASE READ VERY CAREFULLY Description This is the Flight Radio Telephony Operators Licence that under Part- FCL is part of the licence. It is not matory for you to hold an FRTOL, but please read these notes carefully. If you do not want FRTOL privileges on the licence, do not tick the box. If you want to convert existing FRTOL privileges, you should tick the box. The CAA will check their database to ensure you hold an FRTOL with level 6 English language proficiency. They will then add FRTOL to your new licence privileges. If you don t hold level 6 English language proficiency, CAA will reject your application. If you are not sure whether you hold level 6 English language proficiency, the CAA can supply you with the information. You should telephone the CAA on If you do not tick the box or the CAA does not have a record of you attaining a demonstrated level 6 English proficiency, you risk losing any existing FRTOL privileges. Full details are in CAA Information Notice 2012/208 & the BGA s website FAQ s The English Language proficiency application form is CAA SRG The completed SRG 1199 can be submitted with this application at no additional cost.
8 Licence Required Sailplane Pilot Licence or Light Aircraft Pilot Licence (Sailplanes) Description Conversion Application Requirements These are the new licences, one of which must be held by pilots if they want to fly EASA sailplanes after April Applicants need to be sure which medical certificate they hold before selecting either the SPL or LAPL(S) Hold; The BGA Bronze Endorsement And The BGA Cross Country Endorsement. However, if the applicant does not hold a BGA Cross Country Endorsement because it did not exist at the time they completed their BGA Bronze Endorsement, ie prior to April 1996, the applicant must hold a valid FAI Silver Distance, for example as verified & issued by the BGA. The BGA Bronze Endorsement the BGA Cross Country Endorsement the Silver Distance are recorded by the BGA. If the Silver Distance where required (see above) was issued by an organisation other than the BGA, please provide a certified copy of the certificate with the application. Class Required Sailplanes/Powered Sailplanes If you intend to continue to fly sailplanes with an SPL or a LAPL(S), you will need to have the privilege added to your licence. This privilege includes self-sustaining (or turbo) sailplanes where additionally requested as a launch method, self-launching powered sailplanes (but does not include TMG privileges) (Self-launching sailplanes are sailplanes where the engine or propeller is extended used for self-launching but have the characteristics of a sailplane. An example is a DG400). Touring Motor Glider (TMG) Description Conversion Application Requirements If you intend to continue to fly Touring Motor Gliders with an SPL or a LAPL(S), you will need to have the privilege added to your licence (A Touring Motor Glider (TMG) is a specific class of sailplane having an integrally mounted, non-retractable engine a non- retractable propeller. It shall be capable of take-off climbing under its own power according to the Flight Manual. Examples include the various Falke derivatives, Grob 109, Dimona, etc.) Provide certified evidence (licence current revalidation certificate) of holding (i) a valid SLMG or TMG rating, or (ii) SEP (l) Rating together with SLMG differences training.

Provide certified logbook evidence of 20 winch or car launches as Pilot in Comm If you wish to get airborne as pilot in comm in a sailplane by aerotow launch, you will need to hold an Aerotow Launch qualification on your LAPL(S) or SPL Provide certified logbook evidence of 12 aerotow launches as Pilot in Comm Self Launch Description Conversion Application Requirements If you wish to get airborne as pilot in comm of a self-launching sailplane, you will need to hold a Self Launch qualification on your LAPL(S) or SPL Provide certified evidence of holding a valid SLMG or TMG rating or SEP (l) Rating together with SLMG differences training. Bungee Launch Description Conversion Application Requirements If you wish to get airborne in a sailplane as pilot in comm by bungee launch, you will need to hold a Bungee Launch qualification on your LAPL(S) or SPL. Provide certified logbook evidence of 3 bungee launches as Pilot in Comm Additional Ratings required: (note a Sailplane Cloud Flying Rating has not yet been established in European law is therefore currently unavailable) Aerobatic Rating Description Conversion Application Requirements If you wish to use your LAPL(S) or SPL to fly aerobatics as pilot in comm of a sailplane or TMG, you will need an aerobatic rating. You will need to either; Have received the theoretical knowledge specified in AMC No 1 to FCL.800 (see Note 1); ; Hold a BGA Aerobatics Badge as demonstrated by BGA records (therefore no evidence to be submitted). Or submit certified evidence of;

The CAA is paid a fee by the BGA for each LAPL(S) or SPL recommended by the BGA. The total conversion fee payable by applicants aged 22 over at the time of application is 84. The total conversion fee payable by applicants aged 21 under at the time of application is 42. 31 Application for EASA Part-FCL Pilot Licence - Conversion of an Existing National or JAR-FCL Licence Issued by the United Kingdom GUIDANCE NOTES Having a clear application form pilot s log will enable L&TS to issue licences ratings more efficiently, with less risk of errors or rejections with subsequent delays to your application. Please note that failure to submit a correctly completed application form with the required supporting documents will lead to the formal rejection of your application. In this instance we will issue you with a 30 day notice to meet the outsting requirements. 32 CAP 804 Part I Flight Crew Licensing: Matory Requirements, Policy Guidance 1 Light Aircraft Pilots Licence (LAPL) Guidance LIGHT AIRCRAFT PILOTS LICENCE (LAPL) IS MY LICENCE VALID FOR MY FLIGHT? A DIFFERENT KIND OF LICENCE The requirements that apply to the Light Aircraft Pilots Licence (LAPL) are significantly different from those that apply to other pilot licences. This document provides a quick guide for LAPL holders. In case of doubt, reference should be made to Part-FCL CAP 804. MEDICAL CERTIFICATE In all cases, to use the privileges of an LAPL, you must hold a valid Part-MED LAPL Medical Certificate; or a Class 1 or Class 2 Medical Certificate issued in accordance with Part-MED (or JAR-FCL 3). A UK NPPL Medical Declaration or other national medical is not an acceptable alternative. PRIVILEGES AND CONDITIONS - WHICH AIRCRAFT CAN I FLY WITH MY LAPL? All Light Aircraft Pilot Licences - LAPL FCL.105 LAPL Privileges conditions (a) General. The privileges of the holder of an LAPL are to act without remuneration as PIC in noncommercial operations on the appropriate aircraft category. (b) Conditions. Applicants for the LAPL(S) shall have fulfilled the requirements for the relevant aircraft category, when applicable, for the class of sailplane or powered sailplane used in the skill test. FCL.105.S LAPL(S) Privileges conditions (a) The privileges of the holder of an LAPL for sailplanes are to act as PIC on sailplanes powered sailplanes. In order to exercise the privileges on a TMG, the holder shall comply with the requirements in FCL.135.S. (b) Holders of an LAPL(S) shall only carry passengers after they have completed, after the issuance of the licence, 10 hours of flight time or 30 launches as PIC on sailplanes or powered sailplanes. NOTE: The holder of an LAPL(S) may fly Sailplanes Powered Sailplanes (i.e. Self Launching Motor Gliders excluding Touring Motor Gliders (TMG)). The licence holder is not entitled to fly Touring Motor Gliders unless the TMG is included in the licence. Non EASA sailplanes Under the ANO, no licence is required for a private flight in a non EASA sailplane. 3 Requirements An applicant for a Part FCL Licence, Rating or Certificate must satisfy the General Requirements applicable to all Part FCL licences as set out in Section 4, Part A. 34 FCL.135.S Extension of Privileges FCL.140.S Recency Requirements For convenience the text of these requirements is reproduced below, edited for clarity as described in the Foreword. In case of doubt, reference should be made to the EASA Aircrew Regulation (Regulation 1178/2011). Part MED stipulates that applicants for holders of the LAPL shall hold a valid Class 1, Class 2 or LAPL medical certificate. FCL.100 LAPL(S) Minimum age Applicants for the LAPL for Sailplanes LAPL(S) shall be at least 16 years of age; FCL.105 FCL.105.S LAPL(S) Privileges conditions As above. FCL.110 LAPL(S) Crediting for the same aircraft category (a) Applicants for an LAPL(S) who have held another licence for sailplanes shall be fully credited towards the requirements of the LAPL(S). (b) Without prejudice to the paragraph above, if the licence has lapsed, the applicant shall have to pass a skill test in accordance with FCL.125 for the issue of an LAPL(S) in sailplanes. FCL.110.S LAPL(S) Experience requirements crediting (a) Applicants for an LAPL(S) shall have completed at least 15 hours of flight instruction in sailplanes, or powered sailplanes, including at least: (1) 10 hours of dual flight instruction; (2) 2 hours of supervised solo flight time; (3) 45 launches lings; (4) 1 solo cross country flight of at least 50 km (27 NM) or 1 dual cross country flight of at least 100 km (55 NM). (b) Of the 15 hours required in (a), a maximum of 7 hours may be completed in a TMG. (c) Crediting. Applicants with prior experience as PIC may be credited towards the requirements in (a). The amount of credit shall be decided by the ATO where the pilot undergoes the training course, on the basis of a pre entry flight test, but shall in any case: (1) not exceed the total flight time as PIC; (2) not exceed 50% of the hours required in (a); (3) not include the requirements in (a)(2) to (a)(4). FCL.115 LAPL(S) Training course Applicants for an LAPL(S) shall complete a training course within an ATO. The course shall include theoretical knowledge flight instruction appropriate to the privileges given. FCL.120 LAPL(S) Theoretical knowledge examination Applicants for an LAPL(S) shall demonstrate a level of theoretical knowledge appropriate to the privileges granted, through examinations on the following: (a) common subjects: May 2012 Section 4 Part B, Subpart 3 Page 2
35 Air law, Human performance, Meteorology, Communications; (b) specific subjects concerning the different aircraft categories: Principles of flight, Operational procedures, Flight performance planning, Aircraft general knowledge, Navigation. FCL.125 LAPL(S) Skill test (a) Applicants for an LAPL(S) shall demonstrate through the completion of a skill test the ability to perform, as PIC on sailplanes, the relevant procedures manoeuvres with competency appropriate to the privileges granted. (b) Applicants for the skill test shall have received flight instruction on the same class or type of sailplane to be used for the skill test. The privileges will be restricted to the class or type used for the skill test until further extensions are endorsed on the licence, in accordance with this Subpart. (c) Pass marks (1) The skill test shall be divided into different sections, representing all the different phases of flight appropriate to the sailplane flown. (2) Failure in any item of a section will cause the applicant to fail the entire section. If the applicant fails only 1 section, he/she shall repeat only that section. Failure in more than 1 section will cause the applicant to fail the entire test. (3) When the test needs to be repeated in accordance with (2), failure in any section, including those that have been passed on a previous attempt, will cause the applicant to fail the entire test. (4) Failure to achieve a pass in all sections of the test in 2 attempts will require further practical training. FCL.130.S LAPL(S) Launch methods (a) The privileges of the LAPL(S) shall be limited to the launch method included in the skill test. This limitation may be removed when the pilot has completed: (1) in the case of winch launch car launch, a minimum of 10 launches in dual flight instruction, 5 solo launches under supervision; (2) in the case of aero tow or self launch, a minimum of 5 launches in dual flight instruction, 5 solo launches under supervision. In the case of self launch, dual flight instruction may be done in a TMG; (3) in the case of bungee launch, a minimum of 3 launches performed in dual flight instruction or solo under supervision. (b) The completion of the additional training launches shall be entered in the logbook signed by the instructor. (c) In order to maintain their privileges in each launch method, pilots shall complete a minimum of 5 launches during the last 24 months, except for bungee launch, in which case pilots shall have completed only 2 launches. 36 (d) When the pilot does not comply with the requirement in (c), he/she shall perform the additional number of launches flying dual or solo under the supervision of an instructor in order to renew the privileges. FCL.135.S LAPL(S) Extension of privileges to TMG The privileges of an LAPL(S) shall be extended to a TMG when the pilot has completed in an ATO, at least: (a) 6 hours of flight instruction on a TMG, including: (1) 4 hours of dual flight instruction; (2) 1 solo cross country flight of at least 150 km (80 NM), during which 1 full stop ling at an aerodrome different from the aerodrome of departure shall be performed; (b) a skill test to demonstrate an adequate level of practical skill in a TMG. During this skill test, the applicant shall also demonstrate to the examiner an adequate level of theoretical knowledge for the TMG in the following subjects: Principles of flight, Operational procedures, Flight performance planning, Aircraft general knowledge, Navigation. FCL.140.S LAPL(S) Recency requirements (a) Sailplanes powered sailplanes. Holders of an LAPL(S) shall only exercise the privileges of their licence on sailplanes or powered sailplanes when they have completed on sailplanes or powered sailplanes, excluding TMGs, in the last 24 months, at least: (1) 5 hours of flight time as PIC, including 15 launches; (2) 2 training flights with an instructor; (b) TMG Holders of an LAPL(S) shall only exercise the privileges of their licence on a TMG when they have: (1) completed on TMGs in the last 24 months: (i)) at least 12 hours of flight time as PIC, including 12 take offs lings; (ii))refresher training of at least 1 hour total flight time with an instructor. (2) When the holder of the LAPL(S) also has the privileges to fly aeroplanes, the requirements in (1) may be completed on aeroplanes. (c) Holders of an LAPL(S) who do not comply with the requirements in (a) or (b) shall, before they resume the exercise of their privileges: (1) pass a proficiency check with an examiner on a sailplane or a TMG, as appropriate; or (2) perform the additional flight time or take offs lings, flying dual or solo under the supervision of an instructor, in order to fulfil the requirements in (a) or (b). 39 V4 Aug 13 Part 1 Background Detail 1. A bit about the European regulations The European Commission regulations 1178/ /2012 are together known as the Aircrew Regulation. The Aircrew Regulation with the associated Acceptable Means of Compliance Guidance Material sets out the detailed requirements for the new European pilot licence system. Annex I to the regulation is Part-Flight Crew Licensing, known as Part-FCL. These are the requirements that must be met to obtain maintain a European licence, which is known as a Part- FCL licence. There is a temporary derogation to the Aircrew Regulation that allows glider pilots to continue to fly under national rules but this must end on 7 th April From that date, pilots flying EASA sailplanes (including powered sailplanes) Touring Motor Gliders must comply with EASA Flight Crew Licensing requirements. The political decision to adopt European regulation is just that a political decision made by the UK government. The BGA has been engaged with EASA, the UK Department for Transport CAA ever since the Aircrew Regulation was first considered some years ago. The BGA has, along with its colleagues within the European Gliding Union, fought long hard to achieve as proportionate, low complexity low cost an outcome as possible. To ensure that all pilots will have the correct licences, ratings certificates by the 7 th April 2015, the BGA has agreed with the CAA that in early 2013 we will begin the process of conversion from the existing BGA pilot certification system to the EASA Flight Crew Licensing system. 2. Flying non-easa sailplanes Pilots who are planning to fly only non-easa sailplanes, ie those sailplanes that are listed as Annex II sailplanes, will not need a licence. They may continue to fly those aircraft beyond April 2015 at BGA clubs using the traditional BGA pilot certification system established BGA medical stards eg including the NPPL medical stard. But they will not be authorised to fly any EASA sailplane. 3. Sailplane licences under Part-FCL Under Part-FCL there are two sailplane pilot licences available (with exactly the same training syllabus): Sailplane Pilots Licence (SPL). This is an internationally compliant licence that can be used worldwide to fly sailplanes (including self-launching sailplanes Touring Motor Gliders - more about these later) that are registered in Europe is needed if a pilot receives remuneration for flying. The holder of the SPL must hold as a minimum an EASA Class 2 medical certificate (effectively the same as a JAA Class 2 medical). Light Aircraft Pilots Licence for Sailplanes - LAPL(S). This is a licence that can be used throughout Europe to fly sailplanes (including self-launching sailplanes Touring Motor Gliders - more about these later) that are registered in Europe. The holder of the LAPL(S) must hold as a minimum an EASA LAPL medical certificate. 3
40 V4 Aug 13 It will be matory to hold a LAPL(S) or SPL to fly an EASA sailplane in the UK ( elsewhere in Europe) after 7th April In addition to the licence, there are a number of privileges, extensions, certificates, qualifications authorisations that are added to the SPL LAPL(S) by completing training specified experience. Examples include launch type (for example self-launch), Touring Motor Glider, Flight Instructor (Sailplanes) Flight Examiner (Sailplanes). The cloud flying rating has yet to be established at the time of writing as it is still under development by EASA. 4. More about Powered Sailplanes Touring Motor Gliders under Part-FCL The SLMG description does not exist under Part-FCL. Part-FCL obviously includes a number of definitions. It is worth considering sailplanes with engines in some detail; Self-Sustaining ( turbo ) sailplanes. There are no Part-FCL requirements beyond those applicable to any other sailplane. An example is a Ventus CT. These can be flown by anyone with an SPL or LAPL(S) including the relevant launch qualification. Self-Launching sailplanes these are sailplanes where the engine or propeller is extended used for self-launching but have the characteristics of a sailplane. An example is a Nimbus 4DM. These can be flown by anyone with an SPL or LAPL(S) but may be self launched only if the Self Launch qualification is held. Touring Motor Glider this is a specific class of sailplane having an integrally mounted, nonretractable engine a non-retractable propeller. It shall be capable of take-off climbing under its own power according to the Flight Manual. An example is a Grob 109. TMG pilots may fly an EASA TMG using a qualification that is added to a LAPL(S), SPL or LAPL(A), or by holding a TMG Class Rating on a PPL(A)/ CPL / ATPL. 5. Separate Part-FCL Licences for different classes of aircraft under Part-FCL EASA has also developed internationally compliant private pilot licences LAPLs for aeroplanes, helicopters, balloons airships which are held separately from the sailplane licences. 6. Part-FCL Medical Requirements The NPPL GP endorsed medical declaration is an entirely UK based declaration of fitness. It is not a medical certificate. It has no status in the Aircrew Regulation cannot be used to support a licence issued under the EASA Regulations. LAPL(S) applicants must hold as a minimum a LAPL medical certificate issued by a General Medical Practitioner (GMP otherwise known in the UK as a GP) or an Aero Medical Examiner (AME). A GMP (GP) will use an online form which when submitted electronically to the CAA provides the only registration necessary by the GMP (GP). An SPL applicant must hold either an EASA Class 1 or 2 medical certificate issued by an AME. JAA Class 1 or 2 certificates are deemed to be EASA certificates will be changed to EASA certificates on the next renewal by an AME. Medical issues can be complex the BGA is not in a position to provide advice on whether or not a particular medical issue will preclude the issue of a medical certificate. The CAA offers advice at 4
41 V4 Aug 13 If in doubt, any AME can be contacted to advise individuals by arrangement. It is important to note that to be issued with an SPL or a LAPL(S) by the UK CAA, including through this conversion process, your EASA medical certificate records must be held by the UK CAA. If your first JAA or EASA medical certificate was issued outside the UK, it is likely that the CAA does not hold your medical certificate records. In that case you must obtain all your Part-FCL licences from the country that holds your medical records. Or transfer your records to the UK have all your licences issued by the CAA. 7. Cloud Flying under Part-FCL Part-FCL will include a Cloud Flying Rating. At the time of publication, the Part-FCL Cloud Flying Rating is still going through the legislative process is unavailable. Pilots who will in due course apply for a Part FCL Cloud Flying Rating might choose to ensure that they apply for a BGA Cloud Flying Endorsement which may become part of the conversion requirements. Details are in BGA Laws Rules under Pilot Certification. A BGA Cloud Flying Endorsement can be supplied free of charge to any pilot who submits a completed BGA Cloud Flying Endorsement application with their Conversion Application Form. 8. Towing Sailplanes under Part-FCL Part-FCL includes a sailplane towing rating. The UK previously had no requirement for a sailplane towing rating at the time of publication, the Part-FCL requirement to hold a sailplane towing rating is included in the temporary derogation to allow time for pilots to convert to Part-FCL requirements. The conversion requirements include a route for pilots who will have TMG privileges attached to their SPL or LAPL(S) to add the sailplane towing rating to their SPL or LAPL(S). They will then be authorised under Part-FCL to tow sailplanes with TMG. Advice for aeroplane licence holders is provided at 9. Instructing under Part-FCL Under Part-FCL the distinction between Full Assistant Flight Instructors disappears. However, a newly qualified Part-FCL Flight Instructor's privileges are restricted to instructing under the supervision of an unrestricted instructor until they have completed a specified amount of instruction. A restricted instructor may not send a pupil on their first solo or first solo cross-country flights. A Flight Instructor who is remunerated for instructing must hold an SPL 10. Examining under Part-FCL The BGA Pilot Certification system traditionally used Senior Regional Examiners to maintain the overall examining stards, used Regional Examiners to test instructors used instructors with some examining privileges to test for the Bronze. In recent years, the BGA adopted a revised, more mainstream structure that includes BGA Flight Examiners BGA Flight Instructor Examiners. Under Part-FCL, instructors do not have examining privileges. Under Part-FCL, sailplane examiners will be authorised by the CAA following recommendation by the BGA. The following table describes the Part-FCL examiner authorisations privileges; 5

Conversion Report The Aircrew Regulation provides for pilots who have been flying under previous national rules to obtain the new Part-FCL licences under terms that take into account their previous experience. In the case of UK glider pilots this will be on the basis of a national conversion report that has been compiled sent to EASA by the CAA. This report identifies the historic BGA pilot certification system provides details of the conversion requirement to equivalent Part-FCL licences. 2. Additional Conversion Requirement There are a number of differences between BGA Gliding Certificate Endorsements requirements those of Part-FCL. These differences result in a number of conversion requirements that is, evidence that is provided with an individual s application to convert to a Part-FCL Sailplane Pilot Licence or Light Aircraft Pilot Licence (Sailplanes). The detail is identified in the conversion application form guidance supplied alongside the conversion application form. As some pilots may need to gain some additional experience prior to application, it is strongly recommended that this document, the conversion application form conversion application form guidance is read carefully well-ahead of starting the application process. Please use the online FAQ s. 3. The Conversion Process Conversion means changing from BGA Gliding Certificate & Endorsements to Part-FCL requirements, including recency requirements.
