5 CAA General Aviation Programme Achievements CAA General Aviation Unit Formed a dedicated GA Unit that uses proportionate risk based regulation to support and encourage a dynamic GA sector Proactive engagement with EASA to benefit GA EASA taking a New Approach to GA UK as champion of proportionate and better regulation of GA taking a leading role in EASA change Head of GA Unit chairs EASA NAA GA Roadmap group and one of six strong EASA GA Task Force CAA technical experts on working groups to drive change Established the GA Programme Delivers the CAA and Government future vision for GA oversight - influenced by the Government's Red Tape Challenge CAA continuing to invest in the programme New GA Programme Manager has conducted a review and re-baseline of the programme to develop a plan which is realistic and achievable GA Programme Projects where the main beneficiary is the GA Community 5

10 National Projects Delivered GA Policy Framework Developed Framework to deliver a better, transparent and more proportionate approach to the regulation of GA Final Policy to be published in November 2014 The framework has already allowed the first paid passenger flight in a Spitfire 10
11 All GA National Projects Delivered Provided the framework to delegate airworthiness oversight to GA Allowed pilot controlled runway lighting at licensed aerodromes Removed the need for aircraft owners to renew their permission for aircraft to carry military markings Allow aircraft owners to choose whether to use EN228 Mogas fuel in their aircraft where approved Relaxed the rules for handheld radios to be used in aircraft Deregulated all small single seat microlights less than 300Kg Allowed US / Canadian approved modifications to be installed in a non-easa aircraft in the UK without separate UK approval 11
12 Gyroplanes National Projects Delivered Since 2012 the following has been achieved through close working with the gyro community Removal of the over flight restrictions on type-approved gyroplanes Delegated some gyroplane regulation to other organisations Introduction of self fly hire of gyroplanes via clubs Improved training and testing standards 12
13 Licensing National Projects Delivered Reduced the Instrument Rating training requirement from full screens fitted to the aircraft to a pilot worn vision limiting device Made national pilot licenses valid for life Reduced the number of Private Pilot Licence exam questions by a third Conducted a review of the process undertaken to obtain a Private Pilot Licence in the UK Worked with industry to review the private pilot licence training syllabus to remove legacy requirements and ensure it is relevant for today s world. This now needs to be agreed with EASA and implemented. 13
14 Balloons All GA EU & International Projects Delivered Early implementation of EASA rules allowed increased the number of cost sharing participants permitted private pilots to carry out introductory flights (on behalf of an organisation) Established rules to permit the holders of third country licence to take part in EU competitions and flying displays* Designation of any powered sailplane as a Touring Motor Glider (TMG)* Increased the upper age limit for pilots of commercial balloon flights under EASA rule from 65 to 70 years of age* (no current age limit under UK law) Rationalised the revalidation requirements for balloon group ratings to permit revalidation on the largest balloon the pilot intends to fly *EU regulation effective from April
15 Training & Licensing EU & International Projects Delivered Published more licence conversions than any other member state enabling UK licence holders to get maximum credit for EASA licences Deferred the mandatory requirements for Registered Training Facilities to become Approved Training Organisations (ATOs) from April 15 to April 18 Reduced the audit frequency for ATOs providing private pilot training Enabled the continued use of revalidation examiner privileges - allowed authorised instructors to sign licences to revalidate SEP and TMG ratings by experience Allowed training for En-Route Instrument Rating (EIR) in a twin-engine aeroplane to be credited for Single-Engine EIR Allowed credits for similar types of aircraft ratings to also apply for instructor ratings Allowed an examiner to test a student to whom he has given instruction* Made seaplane rating revalidations more proportionate* *EU regulation effective from April
16 All GA All GA Finance & Governance Projects Delivered Established the General and Business Aviation Strategic Forum and General Aviation Partnership group to ensure collaborative working and appropriate governance Allowed maintenance organisations to list categories of aircraft rather than individual types providing a financial saving of 1600 per aircraft type for GA Airspace Projects Delivered Delivered a new proportionate policy for instrument approaches at aerodromes without instrument runways and/or approach control (CAP1122) Worked with NATS to amend pilot charts to reduce the amount of clutter Established the Future Airspace Strategy VFR Implementation Group (FASVIG) 16

19 GA Air Navigation Order Review GA ANO Review is underway A review of all areas of the Air Navigation Order that affect GA Will consult on all areas where we can deregulate, delegate or improve GA Create the legal basis to address elements of the ANO linked to the GA Programme Key Dates Public consultation on initial concepts - late Mar 2015 Second public consultation on specific proposals complete - end Sep 2015 Changes to the ANO to come into force - Oct 2016 Will make use of the Exemption process to bring benefits to the GA Community as soon as possible Challenge Panel External challenge is provided by a Challenge Panel representing the GA Community and chaired by Julian Scarfe (RTC member) CAA and DfT working closely throughout the process 19

26 EU & International Projects Culture change in EASA to focus on General Aviation EASA Safety Conference 2014 focus was GA EASA Safety Road Map many projects where UK GA can benefit CAA has huge influence in EASA CAA representation at 84 out of 99 EASA groups Example of an EASA Project which would benefit the UK: Specification for Standard Changes & Standard Repairs Proposal would allow an aircraft to be modified without a design approval Positive impact on the operation of general aviation aircraft in Europe Would encourage the installation of safety equipment Proposal was released on 6 th October 14 with comments to be submitted by 6 th January 15 26

29 GA Programme Communications Since 1 st June 2014 Communications have been based on events A GA Unit update is provided and held on the website Additional press releases as required Moving Forwards Communications will focus on benefits to the GA Community provided by the CAA Maintaining a realistic plan enables communications to be planned Communications required for each project is assessed Some projects will have their own communication plans 29
