1 Form 61-FEA Application for CASR Approval Refer to: CASR 61 Division 61.U.1 and CASR IMPORTANT INFORMATION 1: This form is used to make application for a CASR approval which authorises the privileges of a CASR Part 61 Flight Examiner Rating. 2: Refer to Section I of this form for essential information pertaining to this application. 3: Applicants must meet the qualifications and experience requirements for the specific flight test endorsement being sought as detailed in CASR , , , and also the experience requirements detailed in Section two of the CASA Flight Examiner Handbook. Individuals must meet fitness and propriety requirements as deemed by CASA (CASR ). 4. Applicants must provide documentary evidence of relevant experience and qualifications appropriate to the flight test endorsement sought. See Section E of this form and also Section 2 of the CASA Flight Examiner Handbook. 5: Applicants must provide an aviation experience resume to support this application. (CASR ). CASR APPROVAL PROCESS PRIVILEGES OF A FLIGHT EXAMINER RATING The process for obtaining a CASR approval which permits the privileges of a Flight Examiner Rating and the specified Flight Examiner Endorsement is described below: Step 1 Step 2 Step 3 Successfully conduct a relevant proficiency check, flight review or skills check with CASA (for the underpinning qualification of the examiner endorsement privilege e.g. Instrument Rating proficiency check). In accordance with CASR and as described in Section two of the CASA Flight Examiner Handbook, CASA has listed the minimum experience levels for each examiner endorsement in the following tables. Where an applicant is unable to meet the minimum experience requirements the following procedures apply: Airline / CAR 217 Applicants - The HOO/HOTC should discuss any proposed alternate, but equivalent experience with the oversighting Certificate Management Team (CMT). The CMT will liaise with the Manager Flying Standards Branch (FSB) to ensure a consistent approach by CASA to Flight Examiner entry requirements. The equivalent experience safety case must be submitted in Section F for a formal assessment. General Aviation Applicants - The applicant will liaise with the Manager Flying Standards Branch and if requested provide additional information for consideration by CASA. Indicate by placing a check in the applicable boxes for the qualifications and recency requirements that must be held/ met for the flight test endorsement(s) training requested. 4 Private Pilot Licence Flight Test Endorsement Hold qualifications equivalent to those required to be Head of Operations of a Part 141 or Part 142 flight training organisation providing training for RPL and PPL (excluding an Examiner Rating). Have held a Grade 1 training endorsement on their flight instructor rating, in the category of aircraft for which the endorsement is being sought, for at least 1 year immediately preceding the request for training. Have accrued at least 1500 hours total flight time. Have conducted at least 100 hours of flight instruction for the issue of a PPL, in the category of aircraft for which the endorsement is being sought, in the previous 12 months. Commercial Pilot Licence Flight Test Endorsement Hold a current flight instructor rating with a Grade 1 training endorsement. Have held a Grade 1 training endorsement on their flight instructor rating, in the category of aircraft for which the endorsement is being sought, for at least 3 years immediately preceding the request for training. Have experience in conducting flight tests for the RPL and PPL. Have at least 2000 hours total flight time. Have conducted a minimum of 100 hours of flight instruction for CPL, in the category of aircraft for which the endorsement is being sought, in the previous 12 months. Have accrued at least 500 hours of flight instruction conducting training for the commercial pilot licence in post PPL sequences in the category of aircraft for which the endorsement is being sought in the last five years. Have accrued at least 250 hours flight time in commercial operations other than flying training. Air Transport Pilot Licence Flight Test Endorsement Have at least 1000 hours as pilot in command in the relevant aircraft category in multi-crew operations, in turbine powered aircraft. Have experience in conducting instrument rating flight tests (where applicable). Have experience conducting type rating training in the relevant aircraft category. Have experience conducting training in a multi-crew environment. For example MCC training. Multi-Engine Aeroplane Class Rating Flight Test Endorsement Have held a flight instructor rating with a class rating training endorsement (multi-engine aeroplane class) for at least three years immediately preceding the request for training. Have at least 500 hours as pilot in command of multi-engine aeroplanes. Have at least 250 hours flight time training applicants for the multi-engine aeroplane class rating in the three years immediately preceding the request for training for the endorsement. Type Rating Flight Test Endorsement Have held a current pilot instructor rating (of the relevant category) for one year immediately preceding the application. For Aeroplanes - Have at least 250 hours as pilot in command of the specified type. For Helicopters - Have at least 150 hours as pilot in command of the specified type. Holds the relevant type rating training endorsement. Have at least 50 hours flight time training applicants for the specified aircraft type rating in the three years immediately preceding the request for training for the Flight Test endorsement for a particular aircraft type, (or) trained at least 5 applicants (in a complete type rating training syllabus) in the three years immediately preceding the request for training for the Flight Test endorsement for a particular aircraft type. 5 Night VFR Rating Flight Test Endorsement Have held a flight instructor rating with NVFR rating training endorsement in the category of aircraft for which the endorsement is being sought, for at least three years immediately preceding the request for training. Have a minimum of 100 hours of flight time at night under the VFR. Have 50 hours of instructional flight time at night under the VFR (which may be part of the 100 hours of flight time at night under the VFR). Instrument Rating Flight Test Endorsement Have held a pilot instructor rating with an instrument rating training endorsement (or equivalent) in the category of aircraft for which the endorsement is being sought, for at least three years immediately preceding the request for training. Hold a current instrument rating, in the category of aircraft for which the endorsement is being sought, with at least four proficiency checks. The four proficiency checks must have been undertaken in the four years immediately preceding the request for training. Have 100 hours of instrument time as pilot in command which may include up to 20 hours instrument time in a flight simulation training device. Have conducted at least 500 hours of instruction under the IFR for an instrument rating which may include 200 hours instructing a flight simulation training device. Where flight testing will occur in a multi-engine aircraft, at least 200 hours flight time (of the 500 hours mentioned above) conducting training for an instrument rating in multi-engine aircraft. Night Vision Imaging System Flight Test Endorsement Have held a flight instructor rating with night vision imaging system rating training endorsement for at least three years immediately preceding the request for training. Have a minimum of 200 hours of flight time utilising night vision goggles or equivalent. Have at least 50 hours of instructional flight time utilising night vision goggles or equivalent. Flight Instructor Rating Flight Test Endorsement Non Training and Checking Organisation Applicants Have held a current Grade 1 Training endorsement (or CAR 5 equivalent) for at least five years immediately preceding the application. Have extensive experience as an ATO / Flight Examiner. Have at least 3000 hours total flight time. Have 500 hours flight time conducting instructor rating training of which 100 hours must be accrued in the 12 months immediately preceding the application Simulator instructor requester must: Have relevant training and check pilot experience. Have extensive experience in training simulator instructors. Have held a simulator instructor rating (or equivalent) for three years immediately preceding the request for training for the endorsement. Training and Checking Organisation Applicants Have held a Flight Instructor Rating for at least five years immediately preceding the application. Have at least 3000 hours total flight time. 6 Low Level Rating Flight Test Endorsement Have held a flight instructor rating with low-level rating training endorsement (or equivalent) for at least three years immediately preceding the request for training. Have a minimum of 100 hours of flight time in low-level operations. Have at least 50 hours of instructional flight time in low-level operations. Aerial Application Rating Flight Test Endorsement Have held a flight instructor rating with aerial application rating training endorsement (or equivalent) for at least three years immediately preceding the request for training. Have a minimum of 100 hours of flight time in aerial application operations. Have at least 50 hours of instructional flight time in aerial application operations. Section F: Equivalent Experience Safety Case - If an item is unchecked in section E Only complete this section after contacting the CMT and/or Flying Standards Branch, and the applicant does not hold the minimum entry requirements. The information below must detail how the applicant has an alternate, but equivalent level of experience to each specific attribute (each row) in the relevant table above. 8 IMPORTANT INFORMATION PERTAINING TO THE CASR PART 61 FLIGHT EXAMINER RATING BACKGROUND DURING THE EARLY TRANSITION PERIOD With the commencement of CASR Part 61 on the 1 st of September 2014, a new rating termed the Flight Examiner Rating has been introduced. The effective privileges of this rating are not dissimilar to the privileges afforded to the holder of a delegation under regulation 5.19(3) or 5.41(4) of the CAR The requirements for grant of a Flight Examiner Rating and the associated examiner endorsements are defined in CASR and CASR These requirements for grant include, amongst other things, that: a) the applicant must have completed a course of training that is conducted by CASA, which includes the content mentioned in the Part 61 Manual of Standards, and b) has successfully completed an interview conducted by CASA (for the Examiner Rating). During the early stages of the three year transition period, CASA Flying Standards Branch (FSB) will continue to develop a comprehensive course which meets the requirements for the grant of the CASR Part 61 Flight Examiner Rating. Successfully completing the CASA Flight Examiner Rating course will be required for all Flight Examiner Rating applicants, including those associated within a CAR 217. To ensure a training outcome which has relevance and adds value to all industry sectors, the continued development of the CASA Flight Examiner course(s) will: a) Involve highly experienced CAR 217 Flight Training Examiners (e.g. Boeing and Airbus Type Rating Examiners) and highly experienced General Aviation Examiners (FTEs), in the course development and delivery. This will ensure value and applicability to all industry sectors, b) Involve key industry stakeholders through the establishment of a working group, ensuring a consultative approach as the course is further developed, c) Involve the research, identification and integration of other National Aviation Authority best practice, d) Involve experienced educators, with postgraduate tertiary qualifications in the instructional design, and e) Apply competency based training and assessment principles. HOW CAN I EXERCISE THE PRIVILEGES OF A CASR PART 61 FLIGHT EXAMINER RATING? During the continued development of the CASA Flight Examiner Rating course, CASR Part 61 Flight Examiner Ratings or endorsements will not be issued by CASA (other than those transitioning). Alternatively, an approval as described within CASR (3) and CASR shall be issued to applicants where CASA is satisfied they hold the necessary knowledge, skills and attitudes (competency) to conduct the relevant flight tests and/or proficiency checks in accordance with the regulations. The CASR approval pathway provides no disruption to industry capability whilst the CASA Flight Examiner Rating course is further developed during early transition. That is, the privileges of the CASR approval are equivalent to those of the Examiner Rating. HOW DO I CONVERT MY CASR PART APPROVAL TO A PART 61 FLIGHT EXAMINER RATING? Once the CASA Flight Examiner Rating Course is fully developed and the holder of a CASR Part approval (for this purpose) wishes to transition to the CASR Part 61 Flight Examiner Rating, the holder must meet all requirements for grant of that rating as described in CASR and The applicant will be afforded recognition of the specific (relative to the individual) CASR approval process undergone, meaning on most occasions, the gap will be a requirement to successfully complete specified modules within the CASA Flight Examiner Rating course and a CASR Part 61 Flight Test as described in the CASA Flight Examiner Handbook. Equivalent experience means the applicant (normally associated with training and checking organisation) is able to clearly demonstrate, that they hold a level of experience that affords CASA an equal level of confidence that they have an ability to affect a safe outcome and accurate flight test decisions. Equivalent experience must be demonstrated for each individual attribute (row item) in the experience requirements. Where experience requirements are for a specified type, a similar type (manufacturer s model) may be considered. Where experience in an activity is specified, a likewise activity may be considered.
