In particolare le attività di assistenza tecnica potranno riguardare le seguenti aree: expenditure policy, public debt management and revenue administration. Gli incarichi per lo svolgimento delle attività di assistenza tecnica potranno prevedere missioni nei paesi membri del Fondo, di durata variabile da due-quattro settimane fino ad uno/due anni (per le missioni residenti) o la partecipazione a seminari e workshop. E indispensabile un ottima conoscenza della lingua inglese sia parlata che scritta. 2 International Monetary Fund Fiscal Affairs Department The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is interested in identifying experts in the areas of expenditure policy, public debt management, and revenue administration for its roster of fiscal experts. Background FAD provides technical assistance (TA) in a number of fiscal areas in response to requests from IMF member countries. The TA takes several forms: FAD missions to the country, which might either focus on a broad diagnostic of the current state of policy and management in a particular fiscal area, or might focus on more specific issues. Such missions are headed by an FAD staff member from IMF headquarters in Washington, D.C., leading a team of 3 to 4 persons. Usually 1 or 2 of the mission members are drawn from FAD s roster of fiscal experts. During a diagnostic mission, an extensive written report containing detailed recommendations is prepared for the country authorities and subsequently reviewed at IMF headquarters. Experts are required to work closely with key staff in relevant ministries and agencies, and close coordination with TA being provided by other donors and TA providers is often necessary. Follow-up assistance may be provided in the form of shorter review visits conducted by smaller teams, fiscal experts from the roster making a series of 2 to 4 week visits over the course of a year or two, and/or long-term fiscal expert assignments of 1 to 2 years duration. Fiscal experts on FAD s roster may participate in FAD s work in either of these ways, depending upon their skills and availability. In addition, FAD delivers occasional regional seminars and workshops for senior and mid-level officials on various fiscal topics; fiscal experts frequently participate as part of the faculty of such seminars. To identify experts, FAD maintains a fiscal expert roster which comprises a large number of people from around the world that have been evaluated and considered by FAD staff to posses the required knowledge, experience, and expertise relevant to FAD s work. 3 2 Qualifications For its roster of fiscal experts, FAD is interested in identifying experts in the areas of expenditure policy, public debt management, and revenue administration that meet the following general and subject area qualifications. General qualifications TA experts should have extensive operational experience in one of the subject areas stemming from senior government positions, academic life, or consulting. International exposure and familiarity with best international practice are key assets. Experts should have good analytical skills, well-developed written and oral communication, and fluency in English. The ability to conduct technical discussions and to write reports in English to a high standard and under tight deadlines are essential. Subject area qualifications Expenditure policy. Applicants must have extensive experience on expenditure policy issues with specific expertise in one or more of the following areas: short-term expenditure rationalization, expenditure efficiency, poverty and social impact analysis (PSIA), and policy reforms in the areas of pensions, health, education, government wages and employment, government subsidies, and fiscal risk assessments for public investment and public-private partnership (PPP) projects. Public debt management. Qualifications and experience required for a public debt management expert include: Extensive hands-on experience of working in a modern sovereign debt management unit, preferably with experience of the specific issues and challenges surrounding development of debt management capacity in emerging and lower-income countries. Ability to assist in developing a strategic approach to debt management and advise on implementation of strategic priorities. Extensive knowledge of best international practice in establishing institutional frameworks for modern debt management operations and in managing risks. Knowledge of best practice in developing legal frameworks for debt management. Ability to assist countries in the integration of cash and debt management as well as the broader need to integrate debt management operations within an overall public financial management system. Knowledge of debt management IT systems for recording and management purposes and linkages to other public financial management systems.

General qualifications TA experts should have extensive operational experience in one of the subject areas stemming from senior government positions, academic life, or consulting.

4 3 Understanding of modern payment and settlement operations and the inter-action with other institutions such as fiscal agents (central banks), central depositories, international clearing systems, etc. Revenue administration. Experts should have extensive experience in senior positions in the headquarters office of the tax and/or customs department of their country. In addition, exposure to tax systems outside the expert s home country is a highly-valued asset. Experience in managing major reform and modernization projects, as well as a sound understanding of tax and customs policies and procedures, is a requirement. Specialized expertise in one or more of the following tax administration areas would be desirable: tax collection and payment systems, audit, enforcement, taxpayer services, and taxpayer appeals systems. In customs administration: import/export processing procedures, post-release verification and audit, and enforcement. Candidates should be familiar with best international practices in tax and/or customs administration, and be able to provide guidance on the legislative aspects of revenue administration, as well as on strategic planning and organizational and management issues. A good understanding of the effective use of information technology in modern tax and customs administrations is also important, although it is not expected that FAD s revenue administration experts will be IT experts. Duties and availability Duties. The expert who participates in a diagnostic mission will be expected to: prepare for the mission by reading relevant documents prior to the mission, and in some instances through a pre-briefing at IMF headquarters for 2-3 days, depending upon the location of the expert and the mission site; participate fully in discussions with national authorities in his/her area of expertise; write sections of the draft TA report that is prepared and submitted to the authorities while the TA mission is in the field; and contribute to the team effort as directed by the mission head. Duties after the mission are usually not extensive, but the expert would be expected to respond to s that may request certain limited follow-up work from the expert s home. An expert undertaking a standalone assignment for FAD, either for short periods or on a long-term basis, will be expected to advice and assist the country authorities in specific areas of fiscal policy and management as provided in a detailed terms of reference. While working directly with the authorities, the expert will be required to consult FAD staff at headquarters on substantial developments and issues, and coordinate with and report regularly to FAD staff. For long-term experts, proficiency in the official language of the country of assignment is usually a requirement. Availability. Experts who are full-time civil servants must be released by their authorities for the full duration of a mission (usually for about 2 weeks in a given country), and be provided

5 4 with adequate time to prepare for the mission and to travel to/from the mission site. Advance notice of the need for a specific expert for an FAD TA mission generally falls in the range of 6 to 8 weeks, though circumstances on occasion result in somewhat shorter or longer planning periods. Stand-alone short-term expert assignments are normally 2 to 4 weeks and require usually more than one visit to the country. Long-term expert assignments are of 1 to 2 years duration, and will typically require a somewhat longer planning period than for mission and short-term expert assignments.
