3 GENERAL INFORMATION The Event is being held under the current rules of the Association Official Rulebook and any amendments thereto which became effective after that amendment date. The nature of the Event is defined in the Skate Canada Technical Handbook, 5000 Competitive Program. The Association reserves the right to alter the overall procedures to be followed during any part of the Event, if such alteration is considered to be in the best interest of the skaters or the Association. The Technical Representative, Chief Referee, or Senior Referee present will be the agent of the Association in such an instance. 1. EVENTS The following Events are to be held: Star 1-5 STARSkate Free Skate Sr. Bronze to Gold STARSkate Elements Sr. Bronze to Gold STARSkate Jump event STARSkate Spin event STARSkate Pattern Dance Interpretive Competitive Singles Pre-Juvenile to Senior Competitive Jump Event (Due to there not being a Competitive Spin event, competitive skaters must register for the competitive jump event) Competitive Pattern Dance Pre-Juvenile and Juvenile Adult Free Skate Adult Intrepretive Special Olympic Elements & Free Skate *PLEASE NOTE Skaters that have registered for the 2014 Sectional Competition are ineligible to compete in any STARSkate Events. Skaters may skate up one level in all events. Skaters can only register once in each category (i.e. One Free Skate, One Elements, etc.) and up to a maximum of 4 events. All skaters must enter at least one of the jump/spin events. Skaters registering in Competitive events may NOT register for STARSkate events TESTS - skaters registered in Novice Free Skate may also apply for STARSkate Gold Free Skate. Candidates must have passed their complete Junior Silver Free Skate test. Skaters must pay for both Part 1 and Part 2 ($20.00). If the test is passed, the skater will be credited with both parts of the Free Skate test. 2. SYSTEM OF MARKING The CPC scoring system will be used for all events with the exception of STAR 1, 2, 3, and 4. Skaters in STAR 1, 2 & 3 will receive a ribbon and a report card corresponding to their achievement. STAR 4 Skaters will be ranked and skaters placing 1 st, 2 nd and 3 rd will receive medals. All skaters in STAR 4 will receive a report card showing individual element assessments. WELL BALANCED PROGRAM CRITERIA Well Balanced Program Criteria for all events will be in effect. Please see the Members Only section of the Skate Canada website for details. 4. SCHEDULE OF EVENTS The schedule and entries for the competition will be posted on the Skate Canada Saskatchewan website. All this information will be available as soon as possible after the closing of the entries. 5. ENTRIES Entrants in Events shall be: a) Eligible persons as defined in Skate Canada Rule Book Section 2100 b) Be Associate members in good standing of the Association. Skaters entering multiple events do so with the understanding that there may be conflicts that CANNOT be resolved. ON-LINE REGISTRATION All registrations must be completed online. The registration site can be accessed on the Competition page of the Skate Canada Saskatchewan website at located with the competition information. The first time you use the online registration site, you will be required to create a profile by clicking on Register Now. When entering contact information, please use the skater s name. The Skate Canada Number must be entered as per your Skate Canada card (i.e. 10 digits including all zeros). Information is never shared with third parties. Once you have completed your profile and accepted the waivers, you will receive a confirmation screen. You are now ready to register for the competition, click Sign In. Enter your Skate Canada Number (remember to include the zeros) and your password to complete the sign in. Click on Register and select the competition you wish to register. Click Choose and select the events you wish to register in. Changes to Planned Program Sheets can be made online up until Friday, February 20 th 11:59 CST. Planned Program Sheets will not be accepted on-site. All entries must be received no later than 11:59 CST, Friday, January 23 rd, It is the responsibility of the competitor to ensure that their registration has been completed by the closing date. MUSIC REGISTRATION (Rule 5705) All music used must be in the public domain or covered by the performing rights societies. Competitors, who have music composed especially for their program either wholly or in part, shall be responsible for obtaining a written release from the composer for the use of such music or appropriate clearance from the performing rights societies. For the information of Dance competitors: 2001 Skate Canada Series 8 music will be used for all pattern dance events. Music Requirements ALL SKATERS with the exception of STAR 1 must submit an individual CD when they register at the competition. Only CDs will be accepted. Only one program shall be recorded on each CD. The start of the music shall be recorded on the CD with less than two seconds of lead in. Competitor s name followed by music time (not skating time) shall be clearly printed on one side of the CD. Each CD shall be enclosed in its plastic container, also marked with the skater s name, home club, event and total music time. Competitors must hand in their music at the registration desk at least one hour prior to the start of their event. The Organizing Committee will accept no responsibility against damage but will take every precaution to safeguard each CD. A backup CD is a requirement of each competitor and should be at rink-side during the skater s performance. 8. ACCIDENTS The Association and Committee of the Host Club undertake no responsibility for damages or injuries suffered by the skater. As a condition of and in consideration of their entries in these Championships, all competitors and their parents or guardians shall be deemed to agree to assume all risks or injuries to the competitor s person and property resulting from, or caused by, or connected with the conduct and management of the competitions. An agreement must also be deemed to release any and all claims they may have against the officials, the Association, the Host Club, and their officers. Entries shall be accepted only in accordance with these conditions. 9. REFUNDS No refunds will be issued for any reason after the closing date of entries. 10. REGISTRATION Skaters must register at least 1 hour prior to their scheduled event but no earlier than 45 minutes before the first event of the day. Music must be turned in at the time of registration. Skaters must report to the Ice Captain 30 minutes prior to their scheduled event. 11. FLIGHT SYSTEM If there are a large number of competitors in an event, a flight system will be used at the discretion of the Technical Representative. Flights may be determined by skater s age and home club. 12. EVENT SPECIFICATIONS In normal circumstances, each event offered at the competition will be held for men and women separately. An event at the competition will be held if at least two (2) entries are received for that event. It is permissible for events that do not progress skaters on to a subsequent level of Invitational competition to combine events as follows: Page 5 of 24

6 a) Combine two or more categories in the same event when each category has fewer than three entries; b) Combine two or more categories in the same event when one category has insufficient entries to hold the event; c) Combine men and women in events when insufficient entries are registered in one to hold the event. The decision to combine events is at the discretion of the Technical Representative and the Host Committee. If an event is not held, due to a lack of competitors, the Host Committee will inform competitors and return entry fees. 13. CANCELLATION OF EVENTS The Host Committee in consultation with the Technical Representative reserves the right to cancel events due to the availability of ice time and/or officials. If an event is cancelled, entry fees will be refunded to the competitors that are affected by such cancellations. *All Jump and Spin events must be held. 14. COACH ACCREDITATION All coaches must be registered as Skate Canada Coaching Members for the current skating season. Coaches must register in person and show their Skate Canada Professional Coach Membership Card which includes their photo. 15. WARM UP TIMES The Technical Representative will determine the warm-up time length for all events and will post prior to the start of the Competition. 7 STAR 1-5 PLEASE NOTE A POSSIBLE CHANGE TO THE ELEMENTS FOR STAR 1 WILL BE PUBLISHED BEFORE JANUARY. STAR 1 Element Assessment May not have passed any part of the Senior Bronze Free Skating Test (Geared to those skaters who have not mastered more than 3 singles jumps). Elements scored to standard (Merit, Bronze, Silver, or Gold); may be grouped by age. 8 Elements 1) Stroking Exercise: Forward crosscuts on the center circle in both directions. 2) Three Jumps: a) Waltz Jump b) Single Salchow c) Single Toe-Loop 3) Two Spins: a) Forward Upright Spin b) Backward Upright Spin 4) Forward Spiral Sequence: A sequence of two forward spirals with no more than 4 steps in between; one spiral on each foot, unsupported position. 5) Creative Expression Routine (30 seconds music provided by the Section, selection randomly chosen at competition each flight to have a different music selection) assessed as completed only. STAR 2 Compulsory Assessment Program May not have passed any part of the Senior Bronze Free Skating Test. (Geared to skaters who have not yet mastered more than five different single jumps). One program of 1:00 to or 1:30 minutes in length (+/- 10 seconds); vocals not permitted. Individual elements plus Skating Skills and Performance/Execution (emphasis on Carriage/Line/Form) components scored to standard (Merit, Bronze, Silver, or Gold); may be grouped by age. 8 Elements 1) Five jump elements: a) Waltz jump b) Single Toe Loop c) Single Salchow + Single Toe Loop Combination d) Single Loop e) Single Flip or Single Lutz. 2) Two spins: a) Backward upright spin. b) Forward entry Sit Spin or Camel Spin with no change of foot, no flying entry, no variations of positions. A Forward Upright Spin is not permitted. 3) Forward Spiral Sequence: A sequence of two forward spirals with no more than 4 steps in between; one spiral on each foot, unsupported position; on either inside or outside edge. Each spiral must be held for a minimum three seconds. STAR 3 and STAR 4 Free Skating Program May not have passed the any part of the Senior Bronze Free Skating Test. (Geared to those skaters who have not yet mastered double jumps). One program of 1:30 or 2:00 minutes in length (+/- 10 seconds); vocals not permitted. Individual elements plus Skating Skills, Performance/Execution, and Interpretation components scored to standard (Merit, Bronze, Silver, or Gold); STAR 3 receives an overall assessment. STAR 4 skaters are ranked within their group. For STAR 3: skaters may be grouped by age. For STAR 4: Three age categories: U10, U13 and 13&O. Page 7 of 24

8 8 Elements 1) Five jump elements: a) All single jumps permitted including single Axel*. No double jumps permitted. b) Must include at least one Axel type jump (waltz or single Axel). c) Must include at least 5 different types of single jumps (note, waltz and Axel are considered the same type). d) Must include a single loop + single loop combination. e) Maximum 1 additional jump combination. Jump combinations may not include more than two jumps. f) Jump Sequences are not permitted. g) No jump may be included more than twice. If a jump is repeated it must be in combination. *Single Axels that are completed with full rotation or lacking between ¼ and ½ rotation (<) will receive a bonus of 3.0 points in STAR 4. This bonus will apply even if the element has any quality errors (i.e. fall) so long as the rotation requirement has been met. A maximum of 2 bonuses are applied per program. 2) Two spins: a) Must include backward upright spin b) Must include a combination spin that must include at least one camel and one sit position and commence with a forward entry. No flying entry, no variations of positions. Change of foot optional. 3) Forward Spiral Sequence: A sequence of two forward spirals with no more than 4 steps in between; one spiral on each foot, unsupported position; on either inside or outside edge. Each spiral must be held for a minimum three seconds. STAR 5 Free Skating Program May not have passed any part of the Junior Silver Free Skating test. (Geared to those skaters who are working on double jumps but not yet ready for Pre-Juvenile/Senior Bronze). Three age categories: U10, U13 and 13&O. One program of 2:00 minutes in length (+/- 10 seconds); vocals not permitted. STAR 5 will be scored using CPC and skaters will be ranked. Four components will be scored: Skating Skills, Transitions, Performance/Execution and Interpretation. Spins will be called no higher than Level B. 9 Elements 1) Maximum six jump elements: a) Maximum two double jumps. Double jumps cannot be included in combinations and cannot be repeated. b) Must include at least one Axel type jump (waltz or single Axel). d) Maximum 2 jump combinations. Jump combinations may not include more than two jumps. e) Jump Sequences are not permitted. f) No jump may be included more than twice. If a jump is repeated it must be in combination. 2) Maximum 2 spins: a) One sit spin or camel spin. Flying entry optional; no change of foot, no variations of positions. b) One combination spin. No flying entry and no variations of positions; change of foot optional. All three basic positions must be attempted. If all three basic positions are not attempted, this will be reflected by the judges in their GOEs. 3) Forward Spiral Sequence: A sequence of two forward spirals with no more than 4 steps in between; one spiral on each foot, unsupported position; on either inside or outside edge. The program shall have an opening and closing movement. Elements may be skated in any order. Connecting steps are permitted to link the elements. Additional or repeated elements that have failed are not permitted. Rotational movements of more than 1 full rotation shall be considered extra elements. Small jumps of not more than half a turn may be included in the step sequences. SENIOR BRONZE (i) TEST: May have passed the complete Senior Bronze Free Skate test, but no higher complete test (ii) SPECIFICATIONS FOR EVENT: Program length not to exceed 2 minutes. Full ice surface to be used 1. Flying Camel Spin (minimum 3 rotations in basic position) 2. Combination Spin (must include all 3 basic positions with minimum 2 rotations in each position. Must have change of foot) 3. Single Axel 4. Any Double Jump 5. Jump Combination 1 single and 1 double jump or 2 double jumps (Solo jumps may not be repeated) 6. Step Sequence STARSkate PATTERN DANCE COMPOSITION OF PARTNERS Pattern Dance events may be comprised of one woman and one man or two women or two men (one performing the partner s steps). Similar and mixed couples may compete against each other. Competitors may enter only one Pattern Dance event. SEQUENCES TO BE SKATED Skate Canada rule 5000(3.16) (2) specifies for the number of sequences to be skated in competition. PRE-PRELIMINARY DANCE TEST: Both skaters must not have passed the complete Preliminary Dance test. COMPULSORY DANCES: Dutch Waltz, Canasta Tango (2 sequences each) PRELIMINARY DANCE TEST: At least one partner must have passed the complete Preliminary Dance test (no higher). COMPULSORY DANCES: Dutch Waltz, Canasta Tango (2 sequences each) JUNIOR BRONZE DANCE TEST: At least one partner must have passed the complete Junior Bronze Dance test (no higher). COMPULSORY DANCES: Baby Blues, Fiesta Tango (2 sequences each) SENIOR BRONZE DANCE TEST: At least one partner must have passed the complete Senior Bronze Dance test (no higher). 11 JUNIOR SILVER DANCE TEST: At least one partner must have passed the complete Junior Silver Dance test (no higher). COMPULSORY DANCES: European Waltz, Foxtrot (2 sequences each) SENIOR SILVER DANCE TEST: At least one partner must have passed the complete Senior Silver Dance test (no higher). COMPULSORY DANCES: American Waltz, Paso Doble (2 sequences each) GOLD DANCE TEST: At least one partner must have passed the complete Gold Dance test (no higher). COMPULSORY DANCES: Starlight Waltz, Argentine Tango (2 sequences each) STARSkate JUMP EVENT THESE EVENTS WILL BE JUDGED IN THE 6.0 MARKING SYSTEM Jumps will be skated IN THE ORDER LISTED. All skaters will perform each jump twice consecutively. All jumps will be scored. Each skater will complete each jump before the next jump is started. Extra choreography and footwork will not be permitted in this event. Automatic deductions will be given for added elements. Half ice is to be used for Introductory to Junior Bronze. Full Ice will be used for Senior Bronze and up. Spins shall be skated in a simple program with no extra or repeated elements. Connecting moves may include short sequences of footwork such as threes, brackets, rockers, etc. and / or spirals, spread eagles, Ina bauers. Connecting moves are for the sole purpose of maneuvering between spins and will not be judged. Each spin may only be performed once. All levels will use half of the ice surface. Skating time for all levels will be up to a maximum of 1.5 minutes. No music is allowed. Skaters will complete all three (3) spins consecutively. All spins will be scored individually and an overall total score will be given. Eligibility is the same as for Free Skating Events. 18 SPECIAL OLYMPIC EVENTS The Official Special Olympics Canada (SOC) Sports Rules shall govern all SOC Figure Skating Competitions. As a national sports program, SOC has created these rules based upon International Skating Union (ISU) and the Skate Canada (SC) rules for Figure Skating. ISU or the SC rules shall be employed except when they are in conflict with the Official SOC Sports Rules. In such cases, the Official SOC Figure Skating Rules shall apply. Singles Competition Elements Protocol Levels 1 3 After one skater has completed their circuit the next skater will begin. The skater has one opportunity to perform the elements. Performance of Elements Coaches are allowed to stand with the Referee and assist as needed while their skater is performing their elements (if an athlete starts an element on the wrong foot, they can be stopped and asked to start on the correct foot) Level 1 Eligibility A Skater competing in Level 1 must be working on the elements for Level 1 but no higher. This level is intended for the skater that has passed CanSkate stage 1 but no higher than stage 3. Level 1 Elements Circuit Skaters shall skate the entire following circuit as indicated. After one skater has completed their circuit the next skater will begin. The skater has one opportunity to perform the elements. The circuit will take place using 1/3 of the ice (blue line to blue line) Elements in Order are: Forward skating (across the width of the ice) Forward One foot glide (3 seconds) Forward Two foot jump Forward stop Backward two foot skating or walking equivalent to half the width of the ice) Level 1 Free Skate Program The free skate program will not exceed a time limit of one minute (+/- 10 seconds). Music must be instrumental. The program must be well balanced and include items from each of the categories listed in Appendix 1: Skills Chart. No elements above level 1 are to be included in the program. A mandatory 0.2 deduction will be made for each illegal element and these elements will not be scored in the value of the program. (Example: a skater performs an illegal jump they receive a 0.2 deduction for an illegal move and they lose a jump element from their program as the jump is not counted). The skater is not required to perform a set number of skills, however the skater will be judged on the quality of the performance and the content. No element can be repeated more than twice, and if repeated it must be used in combination or sequence. Page 18 of 24

The program must be well balanced and include items from each of the categories listed in Appendix 1: Skills Chart No elements above level 2 are to be included in the program. A mandatory 0.2 deduction will be made for each illegal element and these elements will not be scored in the value of the program. A mandatory 0.2 deduction will be made for each illegal element and these elements will not be scored in the value of the program. (Example: a skater performs an illegal jump they receive a 0.2 deduction for an illegal move and they lose a jump element from their program as the jump is not counted) The skater is not required to perform a set number of skills, however the skater will be judged on the quality of the performance and the content. Level 4 Eligibility A Skater competing in Level 4 must be working on elements up to and including level 4 but no higher. This level is intended for the skater who has started full rotation jumps and must not have passed any part of Preliminary Free skate. Level 4 Technical Program The technical program must not exceed 1 minute in length and include the following. No music shall be used. The program will take place using half the ice The skater may begin and end at any position on the ice. Skaters may skate the following items in any order. Must include: Back crosscuts in a figure 8 pattern (may use end circles) Back spiral Loop or flip jump Sit spin Forward Mohawk No points will be awarded for elements done outside the time limit. Level 4 Free skate Program The Level 4 Free skate program must not exceed the time limit of 1 minute 30 seconds (+/-10 seconds). Music must be instrumental. The program must be well balanced and include items from each of the categories listed in Appendix 1: Skills Chart No elements above level 4 are to be included in the program. A mandatory 0.2 deduction will be made for each illegal element and these elements will not be scored in the value of the program. (Example: a skater performs an illegal jump they receive a 0.2 deduction for an illegal move and they lose a jump element from their program as the jump is not counted). The skater is not required to perform a set number of skills, however the skater will be judged on the quality of the performance and the content. Definition of Spiral Sequences Maximum of one sequence of two forward spirals: Two forward spirals, one executed on each foot. Spirals must be an unassisted position. Spirals must be separated by no more than four steps not including the step taken onto the skating foot of the second spiral. (A step in this case applies to any time a change of foot takes place, e.g. Mohawk = 2 steps, 3- turn = 1 step, crosscut = 2 steps). A spiral position must be achieved with the free leg (including knee and foot) above the hip on both feet to be counted. Level 5 Eligibility Page 20 of 24

21 A Skater competing in Level 5 must be working on elements up to and including level 5 but no higher. Skaters must have passed part or complete Preliminary Freeskate. The program must be well balanced and include items from each of the categories listed in Appendix 1: Skills Chart No elements above level 5 are to be included in the program. Level 6 Free skate Program The Level 6 Free skate program will not exceed the time limit of 2 minute (+/-10 seconds) or 2 minutes 30 seconds (+/-10 seconds). Music must be instrumental. The program must be well balanced and include items from each of the categories listed in Appendix 1: Skills Chart No elements above level 6 are to be included in the program. A mandatory 0.2 deduction will be made for each illegal element and these elements will not be scored in the value of the program. 22 ADULT FREE SKATE Well Balanced Program Requirements: Maximum jump and spin requirements have been established for all Adult free skating categories. Note that these are identified as maximum requirements, but there are no minimum requirements. These maximums have been put in place to allow adult skaters to test and compete domestically and internationally with virtually the same program ADULT INTRO OPEN FREE SKATING No test pre-requisites A maximum program time of 1 min. 40 sec. Seven elements to be skated: 1) Maximum four jump elements: Must include a Waltz jump Must include single Salchow + single toe-loop combination Two other jumps, no higher than single Lutz 2) Two spins: Two spins of any nature, one position, and no flying entry. NOTE for this category only: A skater will be permitted to do two upright spins if they prefer as long as one spin is a forward entry and the other spin is a back entry (i.e. a back spin). An exception will be made to the regulation requiring spins to be different codes. 3) Forward Spiral Sequence: A sequence of two forward spirals; one spiral on each foot, unassisted position; on either inside or outside edge. ADULT BRONZE FREE SKATING Must not have passed the complete Junior Bronze Free Skating test. A maximum program time of 2:40 minutes. Program time may be shorter. 1) Maximum four jump elements composed of single jumps a) Axels, double or triple jumps are not permitted b) No jump can be included more than twice and if a jump is repeated it must be in combination or sequence c) Maximum of two jump combinations or sequences included. Jump combinations may contain no more than two jumps 2) Maximum of two spins a) One spin must be a one-position spin (i.e. upright spin, sit spin, camel spin) b) One spin of any nature c) Flying spins are not permitted 3) Maximum one step or spiral sequence (any pattern) ADULT SILVER FREE SKATING Must have passed the complete Junior Bronze Free Skating test, but not the complete Senior Bronze Free Skating test. A maximum program time of 3:10 minutes. Program time may be shorter. 1) Maximum five different jump elements a) May include a single Axel jump. No double jumps or triple jumps are permitted b) No jump can be included more than twice and if a jump is repeated it must be in combination or sequence 2) Maximum of three combinations and/or sequences. The Masters Free Skating event may be divided into more than one group if necessary depending on the level of entries received. A maximum program time of 4:10 minutes. Program time may be shorter. 1) Maximum seven jump elements a) All jumps are permitted b) One must be an Axel-type take-off c) No jump can be included more than twice and if a jump is repeated it must be in combination or sequence. d) Maximum of three combinations and/or sequences. Jump combinations may contain no more than two jumps. 2) Maximum three spins of a different nature: a) One spin must be a combination spin with at least one change of foot and two basic positions b) One spin must be a flying spin c) One spin may be of any nature 3) Maximum one step or spiral sequence (any pattern)
