2 EUROPEAN INTERACTIVE SEMINAR Managing AMIF & ISF and Closing SOLID Financial Control Monitoring Reports to the Commission The Management of the Home Affairs and Security Funds (AMIF and ISF) and the Closure of SOLID represent a challenge for Responsible, Delegated and Audit Authorities The New Programming Period has begun and the last one has to be brought to a successful closure. The practical implementation of the two remaining Home Affairs and Security Funds, the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund (ISF), brings a number of challenges for the authorities in charge of migration, asylum and internal security. There are some Member States that are at the forefront of the implementation and can report on experience gained from initial projects and answer the most important questions related to the selection of the projects and the assistance of beneficiaries the management and control system / the prepration for audits the implementation of an effective financial management system the preparation of the financial report ( annual clearance of accounts ) to the European Commission (which is due by mid-february 2016) the monitoring of projects The closure of the last programming period represents a challenge as well. Many Member States are expecially looking for guidance on how to avoid typical mistakes and prepare for the last report ( annual closure documentation ) to the European Commission (which is due by the end of March 2016) Who is this European interactive seminar for? Groups will discuss possible improvements of the processes with special emphasis on: (a) its impact from the perspective of audits, (b) its meaning for the performance of controls by the RA and (c) potential for informatisation of the process (IT system), and (d) its influence on costs and productivity of the system. 7 SPEAKERS Managing AMIF & ISF and Closing SOLID Jasper Sijbrandij Senior Advisor, Directorate-General for Immigration, Management and Coordination Section, Ministry of Security and Justice (Responsible Authority), the Netherlands Jasper Sijbrandij works for the Responsible Authority in the Netherlands. His main task is the development and implementation of the Dutch AMIF and ISF National Programme. He specialises in the connection between financial management and policy issues. In the past, he used to work for the Dutch Management Authority of the European Social Funds. Before joining the government he worked at KPMG and other advisory bureaus, specialised in the fields of organisation, finance and subsidy. Gregor Skender Head of Project Unit for Internal Security and Migration Funds, European Funds Service, Ministry of the Internal Security and Migration Funds (Responsible Authority), Slovenia Gregor Skender has been working at the Project Unit for Internal Security and Migration Funds at the Slovenian Ministry of the Interior since His tasks include mostly the preparation of programming, strategic and systemic documents for EU Home Affairs Funds in the period. Furthermore, he is also involved in the verifications of projects (including on-the-spot controls) and inter-departmental coordination with various stakeholders involved in the process of implementation of the funds. Before 2013, he had worked as an advisor on issues related to EU internal security at the European Affairs and Internatinoal Cooperation Service, Ministry of the Interior. Caridad Garrido del Hoyo European Funds Senior Manager, Deputy General Directorate for Integration of Immigrants, Ministry of Employment and Social Security, Spain Since 2010 Caridad Garrido del Hoyo has been working as Senior Manager of the European Integration Fund (EIF) and other SOLID Funds (ERF, RF) at the Responsible Authority in Spain (Ministry of Employment and Social Security). Her main tasks include programming, launching of calls for proposals, on-the-spot-verifications, control of executing mode operations, attention to audits and certification tasks and reporting to the European Commission. Her previous work experience includes, amongst other things, being director of two sheltered housing for women victims of violence and working as director of a social service centre for immigrants in Madrid. Peter Neelen Head of AVR Unit, Directorate of Operations, Federal Agency for the Reception of Asylum Seekers (Fedasil), Belgium Peter Neelen currently works in the Assisted Voluntary Return Department (AVR). He is responsible for the coordination of the policy development on AVR and the coordination of the AVR-part of the European Return Fund as well as for the management of the AVR-programmes implemented by IOM and Caritas. Furthermore, he organises first line social counselling on AVR within the network of reception centres. Prior to this position, he was Head of Service in the management of the national European Return Fund within FEDASIL and Head of Service for the coordination of the reception of asylum seekers by the municipalities. 7

Since 2006, she works for Fedasil (Federal Agency for the Reception of Asylum Seekers). First as program manager within the AVR-unit, since 2013 as Head of the International Relations Unit. One of her main responsabilities is the management of the Belgian resettlement scheme. Andreea Niculiu External Relations Officer, Executive Support, FRONTEX Andreea Niculiu is a specialist in international relations and communication sciences with a border police background. She is External Relations Officer in the RELEX-International Organisations Team of FRONTEX (seated in Warsaw) providing advice and support to the executive director and deputy executive director of the Agency in the field of European affairs and cooperation with other EU and international organisations. She has been responsible for the management and coordination as regards the implementation of the role of Frontex in Multi-annual Financial Framework Package, in particular AMIF and ISF Borders and Visa. Her previous position was in the Romanian Border Police as Head of the European Affairs and International Relations Service for 9 years and alternate member of the Management Board of FRONTEX. 11 Terms & Conditions for Conferences, Seminars and other Training Courses 1. Area of Application The following terms and conditions settle the contractual relationship between conference participants and the European Academy for Taxes, Economics & Law Brauner Klingenberg GmbH [referred to as European Academy for Taxes, Economics & Law in the following]. Differing terms and conditions, as well as, other settlements and/or regulations have no validity. 2. Registration / Confirmation of Application A registration can be made via internet, mail, fax, or . The registration is considered granted and legally binding if not rejected by the European Academy for Taxes, Economics & Law in writing within seven (7) days after receipt of registration. The registration will be supplemented by a booking confirmation via . Partial bookings are only valid for seminars designed in modules. 3. Service The course fee covers the fee per participant and course in net, subject to current German VAT. It includes training course documents as per course description, a lunch meal/ snack and refreshments during breaks, as well as, a participation certificate. The European Academy for Taxes, Economics & Law has the right to change speakers/instructors and to modify the course program if and where necessary while maintaining the overall nature of the course. All registered participants will be notified in case of a course cancellation due to force majeure, due to speakers preventions, due to troubles at the chosen location or due to a low registration rate. Course cancellation notification due to a low registration rate is issued no later than two (2) weeks before the course date. Course fees are reimbursed in the cases listed above; however, reimbursement for travel expenses or work absenteeism is only granted in cases of intention or gross negligence by the European Academy for Taxes, Economics & Law. Payment Date and Payment, Default of Payment Payment of the course fee is payable immediately upon receipt of invoice. Where payment is not received or lacking clear assignment to a participant prior to commencement of the course, the European Academy for Taxes, Economics & Law may refuse the relevant participant s participation in that course. The course fee, however, is still due immediately and can be claimed as part of a dunning procedure or legal action. In accordance with BGB 247 (1), in case of default of payment within the stipulated time period, default interest on arrears of at least 5% above the ECB base rate is due and payable. The European Academy for Taxes, Economics & Law can claim higher damage for delay if and where proven. Equally, the participant may prove that a damage has not occurred or has had less effect than estimated by the European Academy for Taxes, Economics & Law. Payment shall be made by cashless bank transfer; cash or cheques will not be accepted. The European Academy for Taxes, Economics & Law is not liable for any loss of means of payment. The participant may only offset such claims against the European Academy for Taxes, Economics & Law s as are undisputed, legally recognized or recognized in writing by the European Academy for Taxes, Economics & Law. The right of retention is only acceptable in accordance with a counterclaim based on the same contract. 5. Cancellation Cancellations need to be issued in writing. Cancellation by the participant will be subject to cancellation charges as follows: 30 days or more prior to commencement of the course: service charge of 80,00 net, subject to current German VAT, payable immediately, course fee will be reimbursed, two (2) weeks to 30 days prior to commencement of the course: 50% of course fee net, subject to current German VAT, payable immediately, non-attendance or cancellation less than two (2) weeks prior to commencement of the course: 100% of course fee net, subject to current Germany VAT, payable immediately The European Academy for Taxes, Economics & Law gladly accepts without additional costs a substitute participant nominated in case of a cancellation if the substitute participant is registered at least three (3) days prior to the commencement of the course.
