1 Buildings Department Practice Note for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers ADM-1 Practice Notes in Force The Building Authority (BA) issues practice notes to authorized persons (AP), registered structural engineers (RSE) and registered geotechnical engineers (RGE) from time to time to promulgate how he applies and enforces the provisions of the Buildings Ordinance (BO) and its subsidiary regulations as well as other administrative and advisory matters in the administration of the BO. Categorization of PNAP 2. Practice notes, named as Practice Note for Authorized Persons and Registered Structural Engineers and abbreviated as PNAP are issued since 1974 with a serial number according to the chronological order of publication and without categorization on the nature of the content thereof. In response to request from the practitioners with a view to facilitating easy reference by all concerned, PNAPs are now categorized into three parts according to the nature of their contents with new serial numbers as follows, with effect from August 2009: (a) (b) (c) Part A Administration It consists of PNAPs (new serial numbers prefixed ADM ), mainly relating to the general administration of the Buildings Department (BD) and other administrative matters relating to plan approval, issue of consent and occupation permits and related matters. Part B Application of the BO and Regulations It consists of PNAPs (new serial numbers prefixed APP ) explaining how the BA applies and enforces the provisions of the BO and its regulations and other Ordinances administered by the BA/Director of Buildings (DB), as well as those Ordinances not administered by the BA/DB but relating to plan approval and building control under the jurisdiction of the BD. Part C Advisory It consists of PNAPs (new serial numbers prefixed ADV ) of general advisory nature or those intending for promotion of good practices to the practitioners in the building industry. 3. With the first issue of this PNAP ADM-1 in August 2009, all extant PNAPs are re-issued with the above categorization and new serial numbers, but their contents remain unchanged. It should be noted that the PNAPs grouped under one part may contain information the nature of which is related to the other parts. The BA will endeavour to update the PNAPs when opportunity arises to improve the contents as far as practicable. /Renaming of PNAP

2 - 2 - Renaming of PNAP 4. Since the introduction of RGE under the Buildings (Amendment) Ordinance 2004, PNAPs are also circulated to RGE in addition to AP and RSE. With the re-issue of all extant PNAPs with the new categorization and serial numbers, opportunity is taken to rename them as Practice Note for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers. The abbreviation is, however, maintained as PNAP for simplicity sake. Chinese Version 5. We have also taken this opportunity of re-issue of all extant PNAPs to publish a Chinese version of the PNAPs. All new and revised PNAPs to be issued in future will be in bilingual format. Practice Notes in Force 6. The list of PNAPs in force together with the new categorization is listed at. Such list will be kept updated on BD s website ( 7. To afford instant updating of information and for environmentally friendliness, all PNAPs will be disseminated via BD s website and issue of hardcopies thereof will cease forthwith. In this connection, we have revamped the webpage of PNAPs adding more features which aim to enhance the search function and navigation. Premised on these built-in new functions, the indexes indicated in the footnote of the extant PNAPs will become redundant and will be deleted as and when the PNAPs are revised in future. 8. PNAPs have proven to be useful platforms in our dissemination of information to the practitioners.
