5 2. INTRODUCTION 2.1 BACKGROUND Most of the Norwegian toll collection systems support the use of an On Board Unit (OBU) where the user is assigned to a central account. The road charging systems in Norway belonging to the AutoPASS system support the use of an AutoPASS On Board Unit (OBU). This AutoPASS OBU is a Dedicated Short Range Communication (DSRC) unit that communicates at 5.8 GHz in accordance with the AutoPASS radio link specification. The AutoPASS On Board Unit and the AutoPASS toll collection systems are administrated by the Norwegian Public Roads Administration. In addition to the use at AutoPASS Charging Points in Norway the On Board Unit can also be used on some ferries and for some Scandinavian systems which forms part of the EasyGO project. For further information about: the AutoPASS charging systems in Norway, see the EasyGO agreement, see The Norwegian Public Roads Administration is the owner of the AutoPASS system, i.e. the technical specifications, the OBUs, all equipments on the roadside (Charging Points) and at the Back-Office. 2.2 ROAD CHARGING SYSTEM An AutoPASS toll collection system has a company that is responsible for financing the road project. The company s right to collect the road toll is regulated in an agreement between the company and the Norwegian Public Roads Administration. The road charging systems offers various kinds of payment methods, ranging from manual payment to an attendant or a coin machine, to dedicated lanes for electronic payment via the OBU and to automatic Charging Points (open road tolling). Today and the trend for the future are systems consisting of automatic Charging Points (open road tolling). In such automatic Charging Points the users are given the payment alternatives presented in Table 1. Table 1 Payment methods for automatic Charging Points Payment method OBU Without OBU or non-valid OBU Description This payment method applies for all users provided with valid OBUs. The user pays for his passages according to contract with the local operator/issuer or other AutoPASS/EasyGo issuers. Video pictures will be taken of vehicles passing without OBU or with a non-valid OBU. Payment in arrears can be fulfilled in one of the following ways: o o the operator sends an invoice for the passing through the Charging Point to the owner of the vehicle (which is identified by the video images of the vehicle s licence plate) pay by cash or card to a petrol/service station nearby, or possibly by SMS/Internet services 5/14
6 If none of the payment methods presented in Table 1 has been fulfilled within a predefined period of time, a fine will be issued to the owner of the vehicle as recorded in the National Vehicle Register). The Standard for Norwegian toll systems is that the toll fees are divided into two vehicle classes: o o Light vehicles (Less or equal to 3500 kg max allowed total weight) Heavy vehicles (Above 3500 kg max allowed total weight) The toll fee for passing in the system depends on the specific system. 6/14
7 The pricing is based on the following principles: o o o Standard price is charged for vehicles not equipped with valid OBU. OBU customers having a valid local, pre-paid agreement with the operator (if offered) will normally receive a discount depending on the pre-paid value. Other discounts for OBU users are also possible. Motorcycles, mopeds, electrical vehicles, hydrogen vehicles, emergency vehicles, buses in public service, vehicles for service and maintenance and vehicles in funeral procession are exempted from charge (exemptions of vehicles in funeral procession are handled by the Central System). 2.3 OBU ISSUER An AutoPASS OBU user holds at least an account with the specific OBU Issuer. In many cases the OBU Issuer is the same as the road charging company responsible for financing the road project. In order to receive discount for other specific road charging systems, the AutoPASS OBU has local agreements to other road charging companies 2.4 END USERS As of June 2013 the number of users with an OBU in the AutoPASS system are more than 1,5 million. The OBU user holds at least an account with the company that is the OBU Issuer. However, the OBU user might have additional accounts if the user is subscribing to a service with discount with another road charging company s road toll system. The process a new AutoPASS OBU user goes through when applying for the service is as following: 1. The user contacts the OBU issuer/road charging company where he/she wants to holds his main account. The contact can be either through mail/web or show up at a Point Of Sales (petrol station etc.). 2. The user selects the specific services he wants, signs the contract and either directly or though mail receives the OBU from the specific OBU Issuer. 3. The user and his OBU are registered with central account(s) in the AutoPASS central system. 7/14
8 3. SYSTEM DESCRIPTION 3.1 AUTOPASS OBU When the AutoPASS OBU user passes through a Charging Point, the AutoPASS OBU processes requests from the road side, and respond with the proper information. The communication between the roadside and the OBU shall be in accordance with the AutoPASS radio link specification. Within the AutoPASS OBU there are 5 generations of cryptographic key pairs, which are unique for each unit. The cryptographic keys are used for authenticating the unit when passing a Charging Point, thus making it difficult to make fraudulent copies of an AutoPASS OBU. In addition to the key that are checked online at the Charging Point a separate key is used for supplying proof of the passage to the OBU Issuer. This key comes into consideration when a user is passing in a foreign road charging system where the claim is routed to the OBU Issuer where the user holds his account. In the AutoPASS OBU there is an internal storage space for 100 log entries. The log can be updated each time a user is charged when passing a Charging Point. The collection of receipt entries includes the time, date and the station identity of the Charging Point which did the tolling transaction 1. The AutoPASS OBU shall be supplied with a separate mounting bracket which opens for that the OBU to be temporarily removed from its window position. The AutoPASS OBU shall feature a move detect mechanism such that when the OBU is removed from the windscreen it shall cause a flag to be set in processor within the AutoPASS OBU. This flag will be registered when doing a tolling transaction the next time the unit passes a Charging Point. Further the OBU shall monitor its power source and provide the status information to the roadside when charging takes place. The AutoPASS OBU has a simple Man Machine Interface, meaning: The OBU does not have a loudspeaker giving feedback to the user when passing the Charging Point. Instead there are balance lights at every Charging Point that serve the purpose of informing the user of his status of the account. The OBU does not have an interface where the user can change the vehicle characteristic (change of vehicle class). For further details about the AutoPASS OBU see the provided specifications. The OBU is mounted in the vehicle s windscreen, typically behind the rear mirror. Specific vehicles may deviate from this placement. Typically this is the case for trucks where the OBU is mounted at the bottom centre of the windscreen. In addition to the OBU itself the supply shall contain: a OBU mounting bracket installation manual and general information about the AutoPASS system necessary tools for installing the OBU in the vehicle (tissue for cleaning the window, material for fastening the mounting bracket to the windscreen etc.) 1 This feature is not activated, but the OBU shall however support this functionality. 8/14
9 3.2 AUTOPASS OBU PRODUCTION The Employer will order batches of OBUs from the Contractor. Each order will be specified to contain specific information and prerequisites, such as. name and ID of OBU Issuer name and delivery address instructions for packing and labelling quantity of OBU to be produced range of OBU IDs to be used security keys for the production batch Package and shipment of OBUs depend on the distribution method which will be decided by the Customer for each ordered batch of OBUs. 9/14
10 4. SCOPE OF WORK 4.1 MAIN DELIVERIES OF THIS CONTRACT The scope of work of this contract consists of the following main deliveries: Deliver a design for the Norwegian AutoPASS OBU. Perform and provide test and test documentation to verify that the AutoPASS OBU comply with the relevant specifications. Deliver AutoPASS OBUs that comply and are certified and in accordance with the specifications for the Norwegian AutoPASS system, delivered within February 28 th, Deliver mounting brackets for the OBU, tissues and installation/user manual. Deliver necessary supporting logistic information for the OBU batch (mapping between produced OBUs and packing/distribution) 4.2 OBU AND RELATED SERVICES Equipment and services included in the Works Within the main deliveries of providing AutoPASS OBUs, the Contractor shall: Carry out all necessary tests according to the described test strategy and other related enclosed test documents (OBU Protocol test, environmental tests). Provide compliant AutoPASS OBUs with the necessary tools for installing the OBU in the vehicle. Allow and provide data exchange between the OBU manufacturer and the Central System Equipment and services not included in the Works The Customer will provide the following materials and work to prepare the production: Security keys and production card for the OBU batch Template for information leaflet for the OBU. The Contractor shall cover the cost for the printing of the information leaflet. 4.3 ADAPTATION TO THE EXISTING OBU MOUNTING BRACKET To avoid several and different mounting brackets among users and to simplify the handling procedures, the OBUs from different manufactures shall fit the mounting bracket for the existing AutoPASS OBUs: The OBU shall be compatible with the mounting bracket for the existing AutoPASS OBU manufactured by Q-Free ASA, Norbit and Lyng Elektronikk. The figures below show the OBU manufactured by Q-Free in a splitted view and show the mounting bracket with the fitting to the bottom cover of the OBU. 10/14

12 4.4 OBU DISTRIBUTION For details on distribution of the OBUs to the different issuers, see documents On Board Unit Technical and physical requirements and 1.4 On Board Units for Norwegian AutoPASS toll collection systems Bills of quantities. 4.5 OTHER PROJECT RELATED WORK AND RESPONSIBILITIES Within the main deliveries of project management and other project related work, the Contractor shall: Manage and plan the project according to requirements and time schedule stated in other documents, including the test activities. Hold the main responsibility for integration with subcontractors and other contractors relevant for the supply. Carry out all necessary engineering and design. Carry all costs of necessary meetings, travelling, accommodations, and so on. 12/14
