2 Tender document for the purchase of a turn-key PV system for Familjebostäder AB; project "Lysande" at Kv Lugnvattnet in Hammarby Sjöstad, Stockholm Background Familjebostäder (The client) intends to install PV on a multi family building in Kv Lugnvattnet in Hammarby Sjöstad, Stockholm. The name of the project is "Lysande". The four storey high building has 8 apartments with a total area of 536 m 2 and common areas like attic, cellar and staircases of 362 m 2. Solar modules with a total peak power of roughly 25 kw will be installed on the house in essentially two separate installations on different surfaces of the building. (Background to the project is found in Appendix 1) 1. The façade installation (System A): 10 kw peak power is to be installed on the south oriented façade of the building in the form of a lamella structure. System A requires modules specially designed for the current project. 2. The roof installation (System B): 15 kw peak power is to be installed on the west, south and east facing parts of the roof on the building. System B can use standard modules. 1.1 The content of the tender The contract covers delivery, installation and commissioning of the two separated PV systems for "Lysande" including PV modules, a mounting solution for the roof installation (NOTE that the client provides a mounting solution for the lamella structured façade installation) and all electrical parts like inverters, DC- and AC-switches, cables etc. The bid shall also cover all other parts, which are necessary for the total function of the systems. The tender shall also cover the handling-over of the systems covered by documents, training, maintenance recommendations, service agreement and a commissioning protocol issued at the start of the operation. The delivery border between the PV and the electrical contractor is the AC-switch in close connection to inverters, which shall be included in the bid. NOTE that some details concerning delivery borders differs somewhat regarding mounting and electrical installations between System A and System B. 1.2 Codes All electrical installations shall be done according to Swedish codes, which in most cases follow the European standards (EN) and IEC. The mounting methods and material used shall follow the relevant building codes. All parts belonging to the PV system, i.e. PV modules, mounting components, cables etc., that after the installation become parts of the building shall meet all requirements given for the building itself. This refers to water tightness and weather resistance. The bidder shall contact Familjebostäder if there are any questions in this matter. 2. Description of the modules in two systems (A and B) 2.1. Introduction The following description of the two systems is intended to help the tendering company. All measures efficiencies and peak power figures shall be regarded as approximate. The bidder shall use the information provided in the attached drawings. Part 2 of this document is dealing with the modules to be used in the two systems. Mounting solutions are described in part 3 and electrical solutions in part 4. 2

3 2.2 PV modules in the lamella structure in front of the façade (System A) System A consists of a construction in galvanised steel built up half a meter in front of, but attached to the façade. The client is responsible for the design and installation of this framework (Appendix 2.). The modules intended to be used in System A must meet the measures given by the drawings and the following specifications: Figure Schematic drawing of the module to be used in the lamella structure (System A) The cells used in the modules shall be manufactured by poly-crystalline silicon and have a blue appearance The outer dimension of the module shall be mm. The thickness of the module shall be close to 10 mm, based on a laminate with two 4 mm tempered glass sheets plus cells and sufficient encapsulation The holes in the modules shall be made according to measures given by the client in order to make it possible to fit the modules directly to the steel framework The module shall be semitransparent, i.e. manufactured by lamination of separated cells in a transparent encapsulation between two sheets of glass cells with outer dimensions of 100 x 100-mm +/- 5 mm shall be used in each module. In case the bidder intends to use cells with dimensions like 4"x 4" (101,2 x 101,2 mm) the spacing between cells must be reduced from the 20 mm measure given in Appendix 2, according to the increase in cell dimensions in order to obtain a symmetric pattern of the cells in the module) The cells shall be connected in series in two strings with 11 cells in each string These two strings shall be connected in parallel internally in the module in such a way that the plus and minus terminal ends up at the short ends of the module The plus and minus terminal shall be terminated with a red and blue cable respectively, which are to be connected inside the laminate to the internal conductors. Cable area, length and insulation must be sufficient in the present application A by-pass diode shall be integrated in the laminat and connected between the plus and the minus terminal by means of a conductor, which is integrated in the laminate. A condition for this installation is to use modules that are packed as dense as possible on the available surfaces on the roof. In a preliminary design modules with a width of 600 mm have been used in order to fit to the 3

4 distances between the folds in the tinned roof. The bidder can however use standard modules that fit the dimensions in Table as close as possible The colour of the frames and the backing of the modules shall be dark, preferably black The modules shall be manufactured with mono- or poly-crystalline silicon cells with a blue appearance The offered PV modules shall meet the ISPRA guidelines or equal specifications. The peak power is calculated on an assumed encapsulated cell efficiency of 14 % and a packing density of cells of 92,9 %, calculated from the outer dimensions of the module. Mounting 3.1 Introduction More or less detailed mounting solutions for the systems A and B are presented in the construction drawings. The mounting procedures provided in the bid shall consider all relevant aspects needed in order for the systems to fulfil the energy aspects as well as the building criteria; water tightness and weatherproof. 3.2 System A (Dimensions in Appendix 2) The PV modules shall be mounted on the steel construction provided by the client using the four holes in the modules and the threaded bolts, which are welded to steel construction The modules shall be attached with chromium-plated dome shaped nuts The glass shall be protected from cracking when the nuts are tightened by means of rubber washers on both sides of the module. 3.3 System B (Dimensions in Appendix 3 and 4) The tin roof is attached on boards that are nailed on a wooden framework. The distances between the folds in the roof are 600 mm The PV modules in system B shall be mounted with a suitable technique suggested by the bidder. Use preferably elements that can be attached to the folds in the roof. The client must approve the method. Methods that require holes through the roof will not be approved. 4. Electrical installation 4.1. Introduction The actual peak power for each system (A and B) will be based on the type of PV cells used. The necessary DC- and AC-switches will be hosted by the assigned space for the inverters. 4

5 The bid must be provided with information regarding the system voltage (DC) and number and type of inverters to be used. 4.2 Electrical installation - DC General requirements, DC-installation A sufficient number of the PV modules are connected in series to strings ending up in connection boxes. This is preferably done by using double insulated cables and suitable contacts for easy and safe installation. Connections of strings in parallel to module-blocks (if necessary) are done using connection boxes. The use of diodes and over-voltage protection etc is to be decided by the bidder as well as the location of these components. The module strings or blocks, are connected to the inverters using double insulated cables with sufficient thickness. It is recommended to use an UV-proof cable for exposed outdoor use. The cable is to be connected to a DC-switch in close connection to the corresponding inverter. One DCswitch is required for each inverter Electrical installation DC- System A The modules in the lamella structure are not provided with junction boxes or frames The bidder shall suggest a method for the dc-connection of the modules. Connection in series might take advantage of the U-shaped profiles that will be attached vertically and horizontally to the steel construction. These profiles can also be used when it is necessary to continue the series connection on another level in the lamella structure All DC-wiring shall end up in a weatherproof junction box mounted out of reach on the steel construction Another contractor is responsible for the DC connection between the above mentioned junction box and the DC breakers in the space in the cellar assigned to the inverters. The bidder shall connect the DC-cable to the input terminals on the DC breakers Electrical installation DC- System B Follow the information in (Compared to System A, the bidder is responsible for the DC connection between modules and inverters.) The bidder shall suggest a method to connected the modules in series The bidder shall connect the cable between the modules and the inverters The bidder shall suggest a feedthrough for the DC connection between the roof installation and the attic. The client must approve this feedthrough. 4.3 Electrical installation - AC General requirements, AC-installation The inverters shall deliver AC, single-phase, 230 V or three-phase, 400 V The name of the manufacturer, the nominal power and the efficiencies of the inverters shall be included in the bid The efficiencies of the inverter shall be given in the range from % of the nominal power. This specification of efficiency may use data from the manual of the inverter The bid shall include the AC-switches that allow the inverters to be separately disconnected for service without affecting the other inverters. One common ACswitch could be used with automatic fuses for each inverter. Such a solution will provide a correct break point, at the same time providing possibilities to disconnect 5

6 single inverters for service using the automatic fuse as a disconnect switch. The last mentioned suggestion might require a 3-phase AC-switch. The bidder can suggest several small single-phase inverters or one or several 3-phase inverters. In the case of several single-phase inverters it must be demonstrated how they can be symmetrically connected to the 3-phase grid. The delivery interface on the AC-side of the electrical installation is the outlet terminals of the AC-switches. Energy meters shall not be included in the bid AC-installation system A All inverters in system A will be installed in a space in the cellar stated by the client (Appendix 5). Limitations in the outer dimensions for the inverter are given in Appendix 5 and AC-installation system B All inverters in system B will be installed in a space in the attic stated by the client (Appendix 6). Limitations in the outer dimensions for the inverter are given in Appendix 5 and 7. For system B inverters a free wall is reserved with the following rough dimensions: H = 2100 mm, W = 1200 mm and with a free space in front of the wall of 1200 mm. 5. Data monitoring It must be included in the two systems some possibilities to collect operational data and present the produced power and energy on a display, located in the entrance of the building. This PV project will receive demonstration support through an EU-project, which means that some particular conditions regarding monitoring activities have to be considered. Data to be recorded include solar irradiance, ambient and cell temperature, current and voltage on DCside and AC-power to the grid. 5.1 The bid shall present the available options. 6. Documentation A detailed documentation covering all technical parts as well as its function, operation, location of components, maintenance, electrical layout etc, must be included in the bid. 6.1 Detailed drawings of the mounting structures shall be provided. 6.2 Detailed drawings of the electrical layout shall be provided. 6.3 A complete list of all components included in the system shall be provided 6.4 All components shall be well documented. 6.5 A list of all modules and their specific electrical data shall be included (measured peak power, Voc, Isc and IV-curves in addition if possible, handed over as an Excel-file.) 6.6 All modules shall also be marked with a number that also is provided in the list in During the installation of the modules, a drawing shall be produced showing the exact location of every module. 6.8 Operations and maintenance instructions in Swedish shall be delivered. 6.9 Documentation shall be delivered to the client, in 3 copies, one week prior to the start of operation of the two systems. 6

7 7. Installation and commissioning 7.1. Commissioning of the PV installation The commissioning shall include a measurement of the peak power of the two systems A qualified contact person that is present at the commissioning, approved by both he supplier and the client, shall be appointed Before the systems are officially handed over to the client, the function of each of the systems shall be tested and a protocol has to be filled in, showing that everything is working correctly The protocol shall present the result of the calibration measurement of the systems in the form of a power figure in kw, which will be the peak power of the systems It shall be agreed in advance how this can be done using natural sunlight and how deviations in cell temperature, irradiation and solar spectrum, compared to standard test conditions, will be adjusted for Commissioning of other related installations The contact person shall also examine the installations regarding workmanship, the risk of leakage in feedthroughs, electrical safety, documentation quality etc. 8. Service and warranties 8.1 General The bid shall include a proposal for a service contract, describing how the supplier (or someone else appointed by the supplier), in what time and to what cost faults will be corrected. As most problems are related to inverters, the procedure of repairing and exchanging inverters shall be indicated in particular. Will there be spare inverters at any Swedish representative? The bid shall also elaborate the problem with spare modules, due to the project specific modules in system A Components that show malfunction when commissioning the systems shall be replaced or repaired within one month If the cause of a problem cannot be detected by the local service personal, using the given maintenance instructions, than the contractor shall detect the problem In a warranty case, the contractor shall correct the problem within 3 month from the time that the client notified the contractor about the problem. 8.2 System warranty Warranty for the systems A and B shall be 2 years or more The warranty is activated if one of the systems is producing less than 90 % compared to the accepted initial value or if other electrical or mechanical parts of the system are deteriorating in such a way that a risk of operational danger or malfunction is obvious. 8.3 System A module warranty Warranty for the modules in system A shall be 5 years or more The warranty is activated if a system A module is producing less than 90 % compared to the accepted initial value It would be an advantage if the contractor kept a small stock of roughly 10 system A modules, that are expected to be produced in only a small series. If this stock of spare 7

8 modules will be finished, than it shall be negotiated how module deterioration can be made up for by other means. 8.4 System B module warranty Warranty for the modules in system B shall be 20 years or more The warranty is activated if a system B module is producing less than 90 % compared to the accepted initial value. 8.5 Inverter warranty Warranty for the inverters shall be 2 years or more The warranty is activated if the inverter is not working in a normal way. With normal means that it follows the maximum power point of the modules and produces a stable AC-current with conversion efficiency from DC to AC not lower than 90% of what is stated in the inverter documentation. 9. Other 9.1. Local regulations regarding disposal, transportation, parking of vehicles etc shall be followed by the PV-contractor during the installation phase. 9.2 Prices The price shall be given for the whole installation including commissioning and all other items specified in the tender In addition, separate price shall be given for the modules. It is an advantage in this demonstration project that the cost of mounting structures, inverters and other electrical parts are specified in the tender. Also note the display in section All prices shall be given in Euro The earliest possible delivery time shall be presented and conditions for delays and bank guarantees will be discussed during contract negotiations The bidder shall state the installation time, divided in the different activities including the monitoring system. The construction work on the building has already started and the installation of the PV systems will start in April The bidder shall provide a list with relevant reference installations (Building Integrated Photovoltaics, BIPV). 8
