2 The New York Power Authority (NYPA) Largest state public power organization in the United States Uses no taxpayer funds in its operations Provide wholesale power throughout New York State and the neighboring states as required by law Provide in the form of generation and market power purchases, about 25% of New York State s electricity Active in energy efficiency and clean energy technologies, financing over $1.9 billion in projects at customer sites 2
3 Active Projects I NYC DEP LED Lighting Pilot at 26 th Ward PS 180 Energy Analytics Project Build Smart NY Virtual Audit Pilot Project Objective: Enable widespread adoption of LEDs throughout all DEP facilities Integrate NYS manufactured product to validate performance Overview: 10 fixture types, including hi-bay, loading dock, office, etc. 8 of the 10 types will include NYS manufactured product Timeline: M&V installed June 2014 Pre-retrofit baseline established July LED retrofits to be installed Oct Post retrofit measurements Oct-Nov Objective: Energy analytics and advanced metering showcase NY Energy Manager pilot Overview: Advanced power meters manufactured in NYS Data pushed to NYEM for analysis Timeline: M&V installed May 2014 Pre-retrofit baseline established June Efficiency retrofits installed August Post retrofit measurements on-going Objective: Evaluate quality and validity of virtual audits for Build Smart NY customers Overview: 50 SUNY buildings participating in pilot NYS providers identified through EE- INC outreach to be included in bid opportunity Timeline: Award bids early Oct Virtual audits to commence in Oct
4 Active Projects II Smart Plug Demo at Yonkers City Hall Evaporative Cooling Technology for SUNY Oswego Data Center UB implemented projects: Objective: Validate benefits of Tier II smart plug devices: its energy savings, improved operations, raised awareness and behavior changes Integrate NYS manufactured product Overview: 178 plug loads will be monitored Incentive plan will be recommended to encourage behavior change Timeline: Material procurement and installation: late Sept early October 2014 Baseline monitoring: 3-6month Recommended operation schedule: April 2015 Objective: Identify and quantify potential savings of this first install in NYS climate Confirm its commercial readiness and technical readiness for NYS climate Overview: Equipment was donated by manufacturer Product will provide primary cooling to the data room M&V plan will identify the applicability of this product to other customers data center Timeline: Design early Oct Install late Oct Objective: Customer self-implemented, selffinanced with EE-INC M&V Overview: UB is self-implementing two projects: Tier III smart plug demo Opto Generic Smart Analog electric motor controller Timeline: UB waiting for internal funding approval EE-INC to establish a letter agreement October 2014
5 Executive Order 88 Issued by Governor Andrew M. Cuomo on December 28, 2012 The Target: 20% efficiency increase in NYS buildings by April 2020 Baseline Year: State Fiscal Year The Metric: Source Energy Use Intensity Source EUI = Source Energy Use Facility Square Feet Source Energy: An energy measure aggregating for fuels consumed in the generation, transmission, and distribution of electricity as well as the energy losses from storing, distributing, and dispensing natural gas. Incorporating all transmission, delivery, and production losses, thereby providing more a holistic assessment of building energy performance. Generally, reported in British Thermal Units (BTU). Energy Use Intensity (EUI): A index representing a building s energy use as a function of its gross area. EUI is reported as a ratio of 1,000 BTU (kbtu) per gross square foot of facility space 5

10 Benefits of Public Building Programs NY State is doing it and local governments can do it too Leading by example in the focus of energy efficiency in public buildings is good stewardship of public resources and supports environmental protection, energy security and resiliency objectives Utility savings associated with energy efficiency can serve as a basis for financing public building projects, because long-term investments in capital infrastructure are acceptable given low-turnover rate of government property Government can use its bully pulpit to communicate the benefits of its energy efficiency and clean energy activities, stimulating similar investment in commercial, and even residential, building sectors; this further advances the economic growth of the green building and energy services industries in NY. 10
11 NYPA: Electric Transportation Program Program Goals Support the development and demonstration of electric-drive vehicles Plug-in electric vehicles and charging infrastructure Plug-in hybrid and battery electric vehicles Hybrid-electric vehicles Provide project management services and technical and financial support to customers for vehicle demonstrations Program Status Since 1995 NYPA has partnered with customers and stakeholders to place over 1,200 electric-drive vehicles in service around the state Vehicles include trucks, buses, vans, passenger cars, lowspeed vehicles and off-road equipment Vehicles have traveled over 11 million miles 11

19 School Districts Registrations To date, 198 School Districts in 51 Counties representing over 800 individual schools have registered into the K-Solar Program (over 25% of all the public School Districts in NYS). To date, over 300 individual school locations have been summited to NYPA for solar assessment.
