2 The Problem - Bridge the Budget Gap The City faced a projected $35 to $40 million deficit beginning next fiscal year. The projected shortfall represented the need to reduce the $237 million net General Fund operating costs by 20 percent. The City had already made significant budget cuts, implemented consolidations, and negotiated labor concessions.
