5 Source of Funds & Solicitations Renewable Portfolio Standard: Program Opportunity Notice (PON) Open Enrollment (non-competitive) Applications First-come/first-served rolling admission For smaller systems, up to 200 kw, installed by a company on the Eligible List Standard offer incentives Competitive Solicitation Proposals Specified due date solicitation release mid April, proposals due July 2014 For Larger Systems, >200 kw, installed by teams that pass TEP review Pass/Fail Qualifications Review by Technical Evaluation Panel, then proposals selected on basis of lowest proposed prices $/kwh

7 PON 2112 PON The Solar PV program often referred to as the Standard Offer PV Program. Participation through Eligible Installer/Contractors who submit all of the paperwork to NYSERDA Two Tier Incentive structure $1.00/ Watt up to 50kW, $0.60/Watt for additional capacity up to 200kW with residential systems capped at 25kW
8 PON 2112 System Size Residential up to 25kW Non Residential up to 200kW Farms up to 100kW may retain residential meter classification Add on systems are allowed and funded up to new cap ( existing residential 7kW can add 18kW ) Systems sized up to 110% of annual usage
9 PON 2112 Buy or Lease Systems may be purchased or leased (Power Purchase Agreement) Each utility meter may qualify for a system NYSERDA incentives are subject to change Incentive is established at the time NYSERDA receives the application
10 PON 2112 Incentives are reduced for poor orientation and shading TSRF (Total Solar Resource Fraction) which is the percentage of sunlight that the solar array will receive. Calculated as the actual / ideal conditions A TSRF of 80% or greater receives the full incentive. A TSRF or 79% would only receive 79% of the full incentive.
11 PON 2112 GJGNY Financing is now available for PV systems that participate in PON There are two different loan products: On-Bill Recovery Loan 3.49% interest rate Smart Energy Loan 3.99% interest rate or 3.49% with automatic withdrawal
12 PON 2112 Commercial and Not For Profit GJGNY financing is currently under development and should be released shortly. PSE&G LI (LIPA) residential GJGNY also under development.
13 PON 2112 Installers now have three pathways to participation NABCEP, IBEW/JATC, or UL Normal application process take 4-6 weeks from submission to approval, we currently have a backlog exceeding that timeframe. Customers are encouraged to seek out contractor references and get a few different prices before signing any contracts.

15 How to Become a PON 2112 Installer Go to: Opportunities/Current-Funding-Opportunities.aspx Click on: PON 2112 Solar PV Program Financial Incentives Attachment F - Eligible Installer Instructions and Application [PDF] Fill in Attachment F completely and send in application with three written references to NYSERDA. Please allow 2-4 weeks for review of application.
16 Tax Credits 30% Federal Income Tax Credit 25% NY State Income Tax Credit on primary residence up to $5000 (also applies to leases) Full deprecation of commercial systems within five years Always confirm tax credit eligibility with a tax professional before signing a contract.
17 Other Credits NYS Office of Taxation and Finance Form RP 487 when filled with your local tax assessor prevents the reassessment of the property based upon the addition of a PV system for 15 years. Local cities, towns and school districts can opt out but they must declare that and are listed on the Taxation and Finance Website. pdf PV systems are exempt from State sales tax, and may be exempt from local sales tax, depending on the municipality NYC Real property tax abatement program
