2 Purpose and Agenda NRCS Conservation Delivery Streamlining Initiative (CDSI) is a business transformation program requiring Information Technology solutions with increased efficiencies, agility, and effectiveness. 3 NRCS Current and Target State in Business Transformation As part of the IT Modernization efforts in CDSI, NRCS has researched the use of Enterprise BPMS platforms to become more efficient and effective in producing better processes to adequately support cross functional needs. 4 NRCS Business Case for New Development Approach NRCS OCIO interviewed OCIO members and business architecture group to determine challenges and needs Challenges for NRCS On going support of the Conservation Delivery Streamlining Initiative business transformation High percentage (37%) of budget supports O&M for applications (e.g. high upgrade costs, total ) Major NRCS applications are legacy systems (10+ years old), redundant, and not integrated across the enterprise (e.g. Protracts/Fund Manager) Not capable of implementing legislation changes quickly (e.g. Farm Bill) Facing resource intensive, out-dated level of support for legacy applications Facing implementation of support mobile capabilities with reduced budgets (e.g. Off-line mode) Lack of back office support applications (e.g. Access Control Management) Currently not utilizing cloud services to the extent necessary or required Compliance with Agency, Department and Federal mandates (e.g. Section 508) CoTS applications in the minority; highly customized application development solutions currently exist.
