3 International ICT Volunteers Introduction NIA/ITU International ICT Volunteers programme is an auspices of the IIV programme. The IIV was initiated with an inspiration from the Korea IT Volunteers programme or KIV which was funded by the Government of the Republic of Korea and has been implemented by the National Information Society Agency (NIA) of the Republic of Korea. Since 2001, KIV programme has dispatched over 5,700 Korean IT volunteers to over 72 countries around the world to undertake various activities harnessing the use of ICTs e.g. IT training, IT application development, IT promotion, cultural activities, and etc. From 2011, NIA and ITU has collaborated on dispatching hundreds of Korean IT volunteers to more than 10 countries in the Asia Pacific region. When the IIV programme was established in 2013, NIA/ITU programme has become part of the overarching IIV programme.
4 International ICT Volunteers Background WTDC 14 Regional Preparatory Meeting (RPM) 30 April 2 May 2013, Phnom Penh, Cambodia D/Conferences/WTDC/WTDC14/RPM ASP/Pages/default.aspx Indonesia submitted a contribution International collaboration on multi stakeholder empowerment of ICT volunteers which was welcomed and supported by ITU ASP Member Administrations. WTDC 14 adopted the five Asia Pacific regional initiatives of which the ASP Initiative #4 (development of broadband access and adoption of broadband) identifies an expected result as international cooperation on multistakeholder empowerment of ICT volunteers [page 136, item (6)] Connect Asia Pacific Summit 18 November 2013, Bangkok, Thailand D/Conferences/connect/Asia Pacific/Pages/default.aspx Some 625 participants from 37 ITU Asia Pacific Member States, including 7 Heads of State/Government, 30 Ministers, deputy ministers, and Ambassadors Leaders Vision Asia Pacific 2020: Smartly DIGITAL Summit Communiqué Asia Pacific 2020: Smartly DIGITAL About 82 initiatives/projects announced and/or calling for partnerships (see Projects & Initiatives Publication) announced
5 International ICT Volunteers Background NIA dispatched Korean volunteers to around the world ITU helped conduct demand survey and coordinate dispatch of 40 volunteers to 4 requesting countries in the Asia Pacific region i.e. Cambodia, Laos, Mongolia, and Vietnam ITU organised a visit to UN Building in Bangkok and a meeting with UNEP for the all volunteers. NIA and ITU agreed to try out cooperation in implementing the NIA/ITU KIV Programme 2012 NIA and ITU dispatched 144 volunteers to 9 countries in the Asia Pacific region including Cambodia, Indonesia, Laos, Mongolia, Nepal, Philippines, Sri Lanka, Thailand, and Vietnam. ITU hosted and organised orientation and evaluation sessions in Thailand. NIA and ITU entered into partnership to jointly implement NIA/ITU International ICT Volunteers 2013 NIA and ITU dispatched 64 volunteers to 4 countries i.e. Cambodia, Indonesia, Mongolia, and Thailand ITU hosted and organised orientation and evaluation sessions in Thailand. ITU International ICT Volunteers programme (IIV) was launched at the Connect Asia Pacific Summit 2013 in Bangkok, Thailand 2014 Under the new ITU IIV programme, NIA and ITU continued their partnership in the NIA/ITU International ICT Volunteers Programme 2014 which saw 100 volunteers dispatched to 7 countries including Cambodia, Indonesia, Laos, Mongolia, Nepal, Sri Lanka, and Vietnam. It was the first time that the orientation and evaluation sessions were organised in Cambodia with the kind hosting support from the Government of Cambodia 2015 IIV Programme dispatched 100 volunteers to 7 countries including Cambodia, Indonesia, Malaysia, Laos, Sri Lanka, Thailand, and Vietnam. MCMC hosted and organized orientation and evaluation sessions in Kota Kinabalu and Kuala Lumpur. ITU organized the first general meeting for International ICT Volunteers Network with stakeholders. It was hosted by MCMC in support of the Australian Government and NIA.
6 International ICT Volunteers Introduction International open platform IIV mobilises resource of volunteers who will help promote ICT development and for development in the Asia Pacific region. We partner with governments, NGOs, academia, private sector, and international organisations to deliver a prompt, efficient and valuable time. ICT development International ICT Volunteers programme (IIV) contributes to promote ICT for all levels of development on the international levels. Volunteer network IIV helps countries set up a network of local ICT volunteers and connects various volunteer networks and communities of volunteers around the Asia Pacific region.

8 What is IIV Programme? International ICT Volunteers programme (IIV) is an open international platform for mobilising resources of volunteers who can help promote ICT for development. The programme was initiated by the International Telecommunication Union (ITU) and is implemented in partnerships with multiple stakeholders including governments, NGOs, academia, and private sector. IIVs comprise international volunteers and national volunteers. International volunteers are dispatched to work outside their home countries; while national volunteers work in their home countries usually as part of local volunteers prorgammes. 9 What is IIV Programme? Programme Objectives ICT Promotion Opportunities Networking To promote the use of ICTs for sustainable development and in a secure and safe manner. To develop ICT applications, services, and contents which will be specifically designed and created to suit individual communities and user groups. To help build human and institutional capacity in research and development in areas of information and communication technologies. To provide opportunities for volunteers (including youth, women and girls, and retired professionals) to gain and share knowledge and hands on experience with other people at various levels. To help countries set up a network of local ICT volunteers. To connect and strengthen various networks and communities of volunteers around the Asia Pacific region. To set up an ASEAN ICT Volunteers network in partnerships with ASEAN Member Countries and national and international organisations.

31 Boot Camp Prior to dispatching, volunteers are required to participate in a boot camp with an intensive programme aimed at preparing and training the volunteers to be ready for on site works. Boot camp runs for 2 3 days in a row and provides various courses with good manners. In same time, many of dispatching country delegates also participate and honor the boot camp. 34 Evaluation At the end of programme, ITU will conduct the evaluation workshop whereby all volunteers will present their work outcome to the committee may include ITU, NIA, and programme stakeholders. In evaluation workshop, each volunteer will receive a certificate issued from ITU and NIA. In addition, several teams may be awarded for their outstanding performance during the period of IIV programme in accordance with evaluation criteria including the feedback from host organization, country coordinators, final presentation, and video clips regarding documentary and their activities along with regular assessments.
