1 APPROVED DESIGN AND PROJECT REVIEW COMMITTEE (DAPR) MINUTES June 22, 2016 Voting Members Present: I. Eckersberg, G. Gerdes, M. Jones, D. Latinovic, M. Muenzer, M. Tristan, M. Klotz, S. Nagar Staff Present: U. Locke, M. Griffith Others Present: Presiding Member: M. Muenzer A quorum being present, Mr. Muenzer called the meeting to order at 2:30 p.m. New Business: 1) 321 Howard Street Recommendation to ZBA Mir M.H. Razvi, lessee, submits for a special use permit for a Convenience Store. The property is zoned B3, Business District. This item was continued. 2) 1860 Campus Drive Preliminary and Final Review Bryndis Pape, project architect, submits for a building permit to install new solar panels on the roof of Kresge Hall and Crowe Hall buildings. The property is zoned U3, University Lakefront Campus District. APPLICATION PRESENTED BY: Ovi Lothan Architect Andrea Project Manager DISCUSSION: Proposed work will add a PV photovoltaic array on the roof that will be tied into the electric grid for the campus 80 kilowatt array and will produce about 10-12% of the building s total power requirement PV will not be visible between feet Mr. Gerdes moved to recommend approval, seconded by Mr. Nagar. The Committee voted unanimously 8-0 to recommend approval. 3) 1015 Chicago Avenue Concept Review Peter Hett, representative for the owner, submits for concept review to install an 8 sound attenuating fence adjacent to the public alley for an existing vehicle dealership. 2 DISCUSSION: The dealership uses a carwash that services cars behind the building in the alley Carwash area has reduced noise by eliminating one overhead door and the other overhead door is only for emergency purposes Fence would secure carwash and car storage area and would replace current fence Proposed work will remove the existing vertical cedar planks, apply the sound attenuating blanket to the horizontal planks then reapply the vertical cedar planks Mr. Latinovic stated it would be more effective as a sound barrier if the sound attenuating blanket was placed on the fence facing the dealership as opposed to being in between the fence planks. He also expressed concern about the black or green color of the sound attenuating blanket. Mr. Latinovic said a muted color would be more appropriate. Mr. Gerdes stated to check with the manufacturer to see if the effectiveness of the sound attenuating blanket is the same in between the fence as being outside the fence. 4) 909 Foster Street Concept Review Greg Williams, project architect, submits for concept review to construct a second mixeduse principal building on the property. The new three-story building will have a 900 sq. ft. ground floor commercial space, 5 new residential units and two covered parking spaces in rear. The property is zoned B1, Business District. APPLICATION PRESENTED BY: Greg Williams Architect DISCUSSION: The building is just west of the Foster Street elevated train station The existing front building has three floors with commercial space on the first floor and two apartments each on the next two floors The proposed work would add an identical building on the rear portion of the lot with the exception of a fifth apartment on the first floor that is handicap accessible Handicap parking and possible zip car station would go in the rear parking lot The accessible apartment would be a one-bedroom apartment while the upper level units would be two-bedrooms apartments with a small den room The existing building would be clad in tinted stucco and masonry There would be stormwater vaults for drainage at the parking location Additional parking will be at the northwest corner property of Maple Avenue and Foster Street, also owned by the owner Mr. Muenzer stated that given the close location to the train station, the unit count could be higher Ms. Eckersberg expressed concern for the sewer and water connections for the new building Ms. Klotz noted the accessible parking space has to be 16 feet in width and the ground floor dwelling unit will require a special use permit Mr. Latinovic stated this proposal would not meet the majority of standards for variation and a more comprehensive redevelopment of the site is needed. In addition, Mr. Latinovic expressed concern about residents using the alley as a main access point to the building Mr. Muenzer stated he would not support the proposal in its current condition. He added that the north and east façades need to be redesigned and the number of horizontal and vertical elements need to be reduced DAPR Meeting Minutes June 22, 2016 Page 2 of 3

3 One resident commented that the area needs more commercial development. Another resident remarked that her neighbor would have difficulty parking in her garage if this building were constructed Mr. Muenzer expressed concern for the existing office spaces that brings a lack of vitality to Foster Street Other Business: Approval of the June 15, 2016 meeting minutes. Mr. Latinovic moved to approve the minutes from June 15, 2016, seconded by Mr. Gerdes. The Committee voted unanimously, 8-0, to approve the minutes of the June 15, 2016 DAPR meeting.
