1 Recruitment of Consultant Positions for National Vector Borne Disease Control Programme (NVBDCP) under National Rural Health Mission (NRHM) National Vector Borne Disease Control Programme (NVBDCP) run by Government of India, Ministry of Health & Family Welfare (MOHFW) is the nodal organization for implementation of Vector Borne Disease Control Programme in the country under the umbrella of NRHM. The NVBDCP provides technical guidelines and assistance in the form of cash & kind to states for effective intervention of control measures. NVBDCP is recruiting for staffing its total 37 positions at National and State level. The positions are supported by the World Bank aided project on Kala-azar and malaria. On behalf of NVBDCP, National Health Systems Resource Centre (NHSRC) New Delhi - A Technical Support Organization of Ministry of Health and family Welfare (MOH&FW), Government of India is conducting this recruitment. And 5 years of experience in procurement and knowledge of bi-lateral and multilateral procurement rules and guidelines. Should be conversant of running National Health Programmes and should have experience in Health Management Information system. Consultant (Entomologist) ,000 Post Graduate in Zoology (Entomology) /Life Sciences. Life sciences candidates must have Zoology as one of the subjects at Graduate level. And minimum 3 years experience of implementing vector born disease control strategies preferably in the area of malaria. Candidates having experience in health program monitoring, training shall be given preference. 14. Medical Graduate with two years experience in Epidemiology/ training. 3. Life sciences candidates must have Zoology as one of the subjects at Graduate level. Should have 1-2 years of experience of implementing vector control strategies. Candidate having experience in the area of malaria and other VBD control programme shall be given preference. General Terms and Conditions: 1. NHSRC is doing this recruitment on behalf of NVBDCP. After selections of candidates, NVBDCP New Delhi will coordinate the process of issuing of appointment letters and contracts - for National level positions by NVBDCP office New Delhi, and for state level positions by respective State Health Societies under NRHM. 2. The recruitment will be on contract basis extendable each year on basis of performance, in the Project Period. 3. Only those who are short listed based on quality and relevance of qualifications and experience will be called for interview. 4. 4 TERMS OF REFERENCES (KALA-AZAR) For Kala-azar Elimination : NATIONAL LEVEL 1. Consultant (Vector Control) : 1 Post Purpose: To strengthen the implementation of the National Kala-azar elimination programme within the overall framework of NVBDCP. Responsibilities: 1. To assist in all technical matters related with National Kala-azar Elimination Programme. 2. To assist in the development of National/State action plans. 3. To develop strategic plan related with indoor residuals spray for vector control under kala azar. 4. To carry out field studies on KA vector susceptibility status. 5. To develop entomological manuals/guidelines for entomological monitoring. 6. To undertake KA entomological surveys in the selected districts for preparing action plan for IRS 7. To assist in updating the Operational Manuals of Kala -azar in light of the policy changes with regard to vector Control. 8. To update guidelines/field studies in relation with environment management plan. 9. To facilitate the training programmes in the state/districts. Qualification and Experience: Post Graduate in Zoology (Entomology) /Life Sciences. Life sciences candidates must have Zoology as one of the subjects at Graduate level. And Minimum 2 years experience of working in a public health program. Experience in implementing vector control strategies will be an added advantage. Nature of appointment: The appointment of the Consultant will be on contract basis, extendable each year on basis of performance, in the Project Period. 6 For Kala-azar Elimination : NATIONAL LEVEL 2. Consultant (Public Health) : 1 Post Purpose: To strengthen the implementation of the National Kala-azar Elimination Programme within the overall framework of NVBDCP. Responsibilities: 1. To assist in all technical matters related with National Kala-azar Elimination Programme. 2. To assist in the development of National/State action plans. 3. To review and analyze epidemiological information in all the endemic districts of kala-azar for timely feedback. 4. To develop and circulate guidelines for the different level of functionaries. 5. To assist in updating the Operational Manuals of NVBDCP in light of the policy changes with regard to Drug Policy on Kala-azar. 6. To assist in the operationalization of Project Implementation Plan and programme strategies in the State. 7. To ascertain quality of implementation especially with regard to treatment and vector control activities. 8. To evaluate reports on the programme implementation as well as operational research. 9. To monitor the proposed innovative schemes for Kala-azar elimination in the State. 10. To intensify the efforts for better drug compliance. 11. To facilitate the training programmes in the State/districts. 12. To consolidate and analyses reports/data received from the districts on monthly/annual basis. Qualification and Experience: Medical Graduate with Post Graduate qualification in Preventive Social Medicine/Community Medicine/Public Health. And 2 years of experience preferably in public health programme/kala-azar implementation. Should be conversant of running National Health Programmes. 8 For Malaria Control : NATIONAL LEVEL 3. Consultant (Public Health) : 1 Post Purpose: To strengthen programme design and implementation of the malaria control component within the overall framework of NVBDCP. Responsibilities: 1. To assist in all technical components of project formulation, especially newer components like rapid diagnostic kits, artemisinin-based combination treatment and long-lasting insecticidal nets. 2. To assess readiness and details of initial State and District action plans. 3. To assist in updating the Operational Manuals of NVBDCP in light of the policy changes with regard to Drug Policy on Malaria control. 4. To assist in the operationalization of Project Implementation Plan and Programme strategies in the States by coordinating with state machinery and national & state consultants for M&E and district Vector Borne Disease (VBD) Consultants. To oversee that all policy initiatives are implemented in the field level. 5. To ascertain quality of implementation, especially with regard to treatment and vector control activities, in close coordination of the National & State Consultant for M&E and District VBD Consultants. 6. To co-ordinate preparation of background materials for Project appraisal, including structure and content of mid term evaluation. 7. To support NVBDCP staff and M&E consultant in preparation of comprehensive plan for monitoring & evaluation in high risk endemic areas. This includes finalization of M&E indicators and liaison with World Bank and GFATM to ensure the full harmonization of M& E frameworks within the support projects and the NVBDCP. 8. To evaluate the results of reports on all aspects of implementation as well as operational research and integrate these into project planning. 9. Foster a network of control-relevant and prioritized research on malaria among academic institutions, NGOs, and international organizations to expand the knowledge base. 10. Contribute to national level reflections, reviews and programme refinements. 11. Propose innovative schemes for inter-sectoral collaboration to enhance malaria control at local or national level. 12. To promote preparedness for tackling malaria outbreaks and ensuring rapid response. 13. To consolidate and analyses reports/data received from the districts on monthly/annual basis. 10 For Malaria Control : NATIONAL LEVEL 4. Consultant (Procurement) : 1 Post Purpose: To strengthen NVBDCP procurement, logistics supply chain at all levels, including high burden States. Responsibilities: Working in close collaboration with NVBDCP staff 1. To prepare detailed budget and procurement documents, including training, procedures and other related matters. 2. To act as liaison with procurement unit of World Bank/GFATM, procurement agency including training, procedures and other related matters. 3.To administer the preparatory budget for project workshops, consultancies and other preparation activities. 4. To keep liaison with the procurement agencies. 5. To work with staff at all levels to strengthen NVBDCP logistics & supply chain management. Qualification and Experience: Degree in Materials Management/ Logistics/ Accounting/ Finance. Consultant (Training) : 1 Post Purpose: To strengthen the quality and coherence of training within and provided by the NVBDCP and to strengthen the capacity of NVBDCP in training. Responsibilities: Working in close collaboration with NVBDCP administrative staff: 1. Review the existing training modules available at NVBDCP and suggest improvements. To see that these modules reflect the actual training needs as per the responsibilities and tasks allocated to the trainees. 2. Review the current status of field training facilities, resources and capacity building needs. 3. Task analysis and job responsibilities of the worker to be trained and suggest the development of necessary skills to improve the competency of the trainee (Competency based approach). 4. To assist in development of training modules for different categories. 5. To keep liaison with other training institutions/ management institutions for specialized training on programme management. 6. To make an implementation plan for training. Consultant (Monitoring & Evaluation) : 1 Post Purpose: To strengthen of the NVBDCP s system of programme monitoring and evaluation, surveillance and information management so as to ensure the continuous availability use of reliable data for decision-making at all levels of the Programme. Responsibilities: Working in close collaboration with NVBDCP administrative staff and other Consultants: 1. To assist in all technical components of project formulation and project implementation especially for newer components. 2. To develop comprehensive plan for monitoring & evaluation in high risk endemic areas and to ensure that an effective an participatory M&E system is established in as decentralized manner.. 3. To develop and test instruments for supportive supervision to support monitoring. 4. To assist in the implementation of the new HMIS, to review its status from time to time. To coordinate with M&E consultant at state and district VBD Consultants to ensure quality implementation of programme. 5. To develop formats, log frame, matrix for monitoring and evaluating the program implementation in collaboration with NVBDCP staff, public health specialist and IT specialist. To develop or refine indicators for the programme. 6. To assist in the development of methodology for mid-term evaluation and to ensure they are undertaken. 7. To evaluate results of specific reports on computerized management information system (CMIS) and integrate these into planning and project implementation. 8. Assist staff and implementing partners in preparing their progress reports and analyses these reports in terms of problem and actions needed. 9. In close collaboration with Consultant Public Health, to liaise with World Bank and GFATM in relation to reports and to provide timely feedback on agreed indicators. 10. To keep liaison with the National Informatics Centre (NIC) Integrated Disease Surveillance Project (IDSP) on implementation of strategies on surveillance, monitoring & evaluation. 11. To promote preparedness for tackling malaria outbreaks and ensuring rapid response. 12. To consolidate and analyses reports/data received from the districts on monthly/annual basis. 15 TERMS OF REFERENCES For Kala-azar Elimination : STATE LEVEL 7. Consultant (Kala-azar) : 3 Post (Bihar, Jharkhand & West Bengal) Purpose: To strengthen programme design and implementation of the Kala-azar elimination programme within the overall framework of NVBDCP. Responsibilities: 1. To assist the state in the development of state/district action plans. 2. To provide technical guidance pertaining with kala-azar control programme. 3. To undertake field visits for at least 15 days in a month in endemic kala-azar PHCs & villages for supervision and monitoring. 4. To organize inter-sectoral coordination meetings, workshops, etc. with various stakeholders in the states. 5. To assist in organizing training programme for medical & para-medical and DDT spray workers. 6. To guide and assists state/districts in planning of Kala-azar Fortnights / camps. 7. To formalize social mobilization opportunities (involvement of NGOs, FBOs, Private sector, PRIs and other stakeholders) for Kala-azar Elimination programme. 8. To assist state/districts in planning, developing, BCC strategies and its implementation in the state. 9. To verify compliance of treatment of kala-azar cases. 10. To facilitate the training programmes in the State/districts. 11. To assess the quality and coverage under indoor residual spraying. To develop entomological manuals/guidelines for entomological monitoring. 6. To undertake entomological surveys in the selected districts for preparing action plan for IRS. 7. To assist in updating the existing guidelines/manuals of State from time to time in light of the policy changes with regard to vector Control. 8. To facilitate the training programmes in the state/districts. Qualification and Experience: Post Graduate in Zoology (Entomology) /Life Sciences. Life sciences candidates must have Zoology as one of the subjects at Graduate level. Should have at least 1-2 years of experience of implementing vector control strategies. To study and analyze data based up on KAP survey carried out in those areas. 4. To establish the linkages with partners for public private partnership (PPP). 5. To develop indigenous people development plan and vulnerable community plan in tribal areas. 6. To assist in the IEC activities as per state action plan. 7. Formulate the list of all the institutes engaged in social research and engage them in doing local research. 8. To facilitate the training programmes in the State/districts 9. Advocacy at all levels. To review the current status of field training facilities, resources and capacity building needs. 3. To analysis the task and job responsibilities of the manpower to be trained 4. To suggest the development of necessary skills to improve the competency of the trainee. 5. To assist in development of training modules for different categories at district and PHC level. 6. To keep liaison with other training institutions/ management institutions for specialized training on programme management at district and PHC level. 7. To assess the training workload and to make an implementation plan for training at district and PHC level. Qualification and Experience: In order of preference either of the below: 4. Responsibilities: 1. To keep and maintain a separate account for the externally aided component (EAC) for state NVBDCP as per World Bank Financial guidelines. 2. To prepare monthly financial statements to be sent to NVBDCP to claim reimbursement. 3. To compile monthly account on the basis of monthly receipts and expenditure accounts received from various districts and headquarter. 4. To render financial advice to the project on all financial matters. 5. To coordinate with NVBDCP Headquarter on all financial matters. 6. To liaise with the State Health Department in getting financial sanctions whenever required. 7. Any other assignment to be given by the state programme officer and Directorate of NVBDCP. Qualification and Experience: Post Graduate in Commerce/MBA (Finance) or equivalent. And Minimum 2 years of experience in accounting, including analysis, financial reporting, budgeting, financial software and reporting systems. To develop project implementation plan components related to vector control. 4. To carry out studies on vector susceptibility status and larval density in project areas. 5. To develop entomological manuals/guidelines and training to Insect Collectors. 6. To assist in the implementation of the new HMIS, to review its status from time to time. To coordinate with M&E consultant at State and district VBD Consultants to ensure quality implementation of programme. 7. To develop ground materials and facilitate project appraisal. Qualification and Experience: Post Graduate in Zoology (Entomology) /Life Sciences. Life sciences candidates must have Zoology as one of the subjects at Graduate level. And minimum 3 years experience of implementing vector born disease control strategies preferably in the area of malaria. Candidates having experience in health program monitoring, training shall be given preference. Nature of appointment: The appointment of the Consultant will be on contract basis, extendable each year on basis of performance, in the Project Period. Reporting: The State Programme Officer of state shall be over all I/c of Consultant. He/she would liaise with Directorate of NVBDCP on a regular basis. Responsibilities: Working in close collaboration with health authorities at state level and other Consultants: 1. To assist in all technical components of project formulation and project implementation especially for newer components. 2. To develop comprehensive plan for monitoring & evaluation in high risk malaria endemic areas and to ensure that an effective and participatory M&E system is established at all level. 3. To develop and test instruments for supportive supervision to support monitoring at district and PHC level. 4. To assist in the implementation of the new HMIS, to review its status from time to time. To coordinate with M&E consultant at National and district VBD Consultants to ensure quality implementation of programme. 5. To develop formats, log frame, matrix for monitoring and evaluating the program implementation in collaboration with NVBDCP staff,public health specialist and IT specialist. To develop or refine indicators for the programme. 6. To assist in the development of methodology for mid-term evaluation and to ensure they are undertaken. 7. To evaluate results of specific reports on computerized management information system (CMIS) and integrate these into planning and project implementation. 8. Assist staff and implementing partners in preparing their progress reports and analyses these reports in terms of problem and actions needed. 9. To keep liaison with the National Informatics Centre (NIC) Integrated Disease Surveillance Project (IDSP) of State on implementation of strategies on surveillance, monitoring & evaluation. 10. To promote preparedness for tackling malaria outbreaks and ensuring rapid response. 11. To consolidate and analyses reports/data received from the districts on monthly/annual basis. Qualification and Experience: Post Graduate Qualification in Preventive Social Medicine / Community Medicine / Public Health And 3 years of experience in the area of specialization, of which at least 1 year should be preferably in public health programme OR Post Graduate degree in Zoology /Life Sciences with 5 years experience in the field of vector borne disease control & health program monitoring.
