4 Key Challenges Base Map Creation Lead time for procurement of satellite images & finalization of AOI Non relevant information in consumer survey data model such as PAN No & caste Unrealistic mandate for GCP and landmark collection Network, Asset and Consumer Survey Difficulty in obtaining available network related drawings, consumer data and billing information from discoms Mismatch between overall program objectives and perceived Discom objectives Overall program objective is to estimate AT&C losses, where as DISCOM s perceived objective is to develop an asset management system Underground network survey & phase identification: Non availability of critical/mandatory attributes Public resistance to consumer survey - treated this as a vigilance exercise # 4

5 Key Challenges Verification and Approval Process Minimum acceptance criteria for survey completion and acceptance not defined No defined timelines for data verification and approval by the discom GIS Application Development Frequent changes to functional requirements even after SRS approval Others Limited number of trained, quality field surveyors and core electrical engineering personnel having sound understanding of power distribution processes and technology Simultaneous implementation of RAPDRP across India, leading to poaching of trained resources by ITIA s & GSP s Intense pressure from ITIA s to renegotiate prices after award of work Substantial delay between award of work to ITAI & in turn award of work to GSP by ITAI # 5

6 Learnings Complete following activities before large scale mobilization Town Boundary (AOI) and image procurement Data model, asset codification Requirement assessment and SRS finalization by Discom Sourcing network & consumer legacy data Define timelines for data verification & approval by Discom Develop co-ownership and joint commitment by Discom, ITIA & GSP Initiate public awareness campaigns through the media Obtain proper approvals and permissions for undertaking field survey work Jointly liaison with district authorities Develop Local Manpower Focus on local manpower development through training and local sourcing Equally critical is to retain the manpower through strong HR practices # 6

7 RAPDRP - Maharashtra Scope Consumer indexing of over 2.5 million consumers Network mapping for 95 towns with population in excess of 30,000 Base map creation for over 2,800 Sq. Kms. One of the very few states in advance stage of implementation Network data and consumer indexing completed and accepted by MSEDCL for all towns (95) Core GIS application developed, integrated with other systems Performing capacity building for GIS data maintenance # 7

8 RAPDRP - Rajasthan Scope Consumer Indexing of over 8 million consumers RAPDRP: 2.3 million consumers Non RAPDRP (funded by State Government): 5.9 million consumers Electric network mapping of 500,000 CKT KM RAPDRP: 45,000 CKT KM Non RAPDRP(funded by State Government): 470,000 CKT KM Base map creation for over 82,000 Sq. Kms RAPDRP: 4,700 sq. Kms. Non RAPDRP(funded by State Government): 78,000 sq. Kms. Network data and consumer indexing completed and accepted by discom for 45 towns Core GIS application developed and also integrated with other systems. Undergoing UAT # 8
