UPDEA 15 TH CONGRESS, JUNE 2005, ACCRA-GHANA GEOGRAPHIC INFORMATION SYSTEM ECG S EXPERIENCE Presented By: Ing Patrice Afenyo In This Presentation.. ECG Brief Components of a GIS Why ECG Needs GIS Our Approach Project Implementation Challenges Benefits
Responsible for Southern Sector 23 BSPs (33/11kV Subs) 6,000+km Subtransmission 65,000+km distribution 6,000+ distribution Substations 1 Million Customers ECG In Brief... Components of a GIS An integrated system of computer hardware, software, data and trained personnel capable of assembling, manipulating, analyzing and displaying information that is tied to a spatial location for scientific, business and management decision making.
WHY ECG NEEDS GIS Increasing Demand for Electricity Supply New network construction Upgrading of existing lines, cables and substations Maintaining Industry Standards Acceptable Supply Voltages Reduced Outage periods Regulations Tariffs Profitability Reduction of losses Improving efficiency Controlling operational cost WHY ECG NEEDS GIS To meet the above and be successful in our business we require DATA which is. reliable, up to-date and sufficiently detailed to facilitate good Planning, Operation & Maintenance and Management decision making in all our activities
WHY ECG NEEDS GIS Increasing Demand Regulations Industry Standard E C G G I S Profitability The ECG GIS will be used to establish and maintain a digital database of our assetsfor more effective asset management and evaluation; to store and maintain all network facilities and maps - both geographic and schematic; for efficient documentation, presentation, network calculations, planning and operation - to achieve higher supply quality in terms of minimizing outages and improving voltage quality;
The ECG GIS will be used for customer service management easier location of customers and quicker response to complaints; for energy audit management to - reduce commercial losses; ECG GIS (DEGIS) The ECG GIS on completion will become a complete management tool for decision making on many aspects of ECG s business.
Feasibility Study Our Approach Initial training Phase Pilot Project Phase The National Roll-Out Phase Adaptation of Application Software Our Approach Feasibility Study In January, 2002 after the project was approved; ECG collaborated with KNUST as a consultant; a small location in Kumasi; project was feasible and manageable with ECG s own financing in a phased manner. therefore agreed to undertake a pilot Return
- Our Approach Initial Training Phase In August, 2002 we employed about 40 technicians and draughtsmen; trained jointly by the consultant/ecg project team. The was a basic training.. Introduction to ECG asset types & categories Introduction to the procedures and methods developed. This group constituted the core project group Return Our Approach Pilot Phase In September, 2002 in Tema, using the core group trained earlier supervision by KNUST and ECG project team. The pilot also served as a practical training for the core team. the procedure for updating existing maps and converting them into electronic format was established. Forms for data collection, attributes to record, data authentication and data input into computer
Our Approach National Roll-Out Implemented in two phases. Phase 1: three regions, in December, 2002 Phase 2: six regions in November, 2003 The initial group of trained became leaders Logistics provided for each project team Vehicles Computers Printers Scanners etc.. Our Approach Software Adaptation ECG decided to adopt the ABB FACIL PLUS SPATIAL as the GIS software for the project. Facilplus Spatial is a web based NIS Data stored centrally in an Oracle Spatial database. There are modules for storing and maintaining all network data (maps, schematics, topologies, etc.), designing electrical networks, handling basic outage management and network calculations in the system using the same database, i.e. there is no duplication of data.
Project Implementation Broadly there are two stages Data Collection Critical GIS Software Installation Project Implementation Regional Team 15 patrolmen/women 2 Autocad draughtsmen 1 IT person 1 data entry clerk Basic Logistics 1 pick-up 1 mini-bus 4 PCs 1 heavy-duty printer Scanners, digitizers,
Project Implementation - Logistics Project Implementation Data Collection Creation of a digitized background map of the area; old paper background maps developed by the government survey department using aerial photographic survey. surveyed by our surveyors/draughtsmen and we used GPS to geo-reference these maps so they could fit into the national coordinate system. digital maps for some urban centres from survey department.
Project Implementation Data Collection.. Field Survey: to update the network maps with all extensions and also collecting attribute data of each and every entity such as: Pole (height, type, material, year installed, etc) Overhead Conductor (Cross-sectional area, material, etc) Underground Cable segment Distribution transformer substations (Size, year installed, year of manufacture, etc) Switches, etc Project Implementation Data Collection.. Plotting the Network: surveyed and updated network plotted on the digitized background map in autocad software. customer maps are scanned and superimposed on the network to form an integrated map.
Project Implementation Data Collection Creation of Database: The database is critical to the success of the GIS. The attributes of the various entities collected during the survey are stored in a Microsoft access database initially and later imported into the oracle database of the Facilplus. Project Implementation.. Software Installation NIS to model the network and build customized queries on the database created. Facilplus Spatial A web based NIS with GIS functionalities Central System Requires LAN and WAN

Facil + Functions Facil + Functions
Facil+ + - Trouble Call Facil + -- Trouble Call Facil+ + - Trouble Call
Benefits for ECG Visualization of data on the network Asset Revaluation and Inventory Network Designs made easier Trouble Call Analysis Better understanding of the distribution network Flexibility: Flexibility of choosing what other systems to share or exchange data with, such as CBIS, SUN, etc Benefits for ECG. Network and customer mapping are made easier Routine maintenance can be planned better SCADA/GIS integration this will enable fault crews clear outages faster since they will have information of the location and type of the fault Improved Revenue Management
Challenges Funding Existing Maps Updating of Completed Maps Telecommunication Infrastructure Education & Training of Personnel Acceptability of the Project Conclusion GIS is the modern direction utilities are employing to manage their network assets efficiently & profitably. The DATABASE is critical to the success of a GIS, but the creation of the database requires a CHAMPION in the organization.. In the case of ECG the MD is the Champ. The GIS project offers ECG the platform to migrate to a modern utility business. To provide better customer services Reduce both technical and commercial losses Meet the increasing demand for expansion
GIS - Components Return GIS Components Computer Hardware Computers: PCs, Servers, Laptops.. for storage and processing of data. Other peripherals such as printers, scanners, digitizers, etc.. Return
GIS Components Computer Software Software with functionalities of storing, managing, querying, analyzing, etc linking geographic data to attribute data. Return Integration with various other software components to provide access to additional data from different relevant sources. GIS Components DATA spatial (or geographic) data GPS, receivers, satellite imagery, aerial photographs, scanned or digitized paper maps and drawings. attribute (or descriptive) data. Return
Trained People: GIS Components Trained Personnel To implement the GIS at the project stage the users after the project implementation Return BENEFITS OF GIS IN CROSS BORDER ELECTRIFICATION PROJECTS Visualization of Data: Information on the network can be displayed and visualized as it is laid out on the ground. Asset Revaluation: Inventory and Asset Management become easier and more accurate and hence pricing becomes more accurate. Network Design: Network Analysis such as load flow analysis, voltage drop calculation for network planning and extension is easier hence reduces cost of project. Trouble Call Analysis
BENEFITS OF GIS IN CROSS BORDER ELECTRIFICATION PROJECTS Better understanding of the distribution network Network and customer mapping is made easier Easier routine maintenance planning SCADA/GIS integration this will enable fault crews isolate outages faster since they will have information of the location of the fault Improved Revenue Management and socio-economic well being of both countries.
