3 What is R-APDRP Power sector reforms in India have been going on for more than a decade Initially the focus was more on bringing about structural changes like unbundling of SEBs and creation of independent generation, transmission and distribution companies Subsequently power generation received maximum focus In the recent past, it was felt that power distribution was the weakest link in the entire value chain and sector cannot achieve viability unless issues in the power distribution sector are resolved, aiming at a sustainable development of the sector With these objectives in mind, Government of India s Ministry of Power launched R-APDRP scheme This is a unique initiative in the utility industry globally This covers total automation of core utility business processes of the targeted towns in an ESCOM covering millions of consumers using a common infrastructure 3

22 Web Self Service WSS will give relevant information on discoms policy, regulatory affairs, new schemes, bill views, bill payment, bill calculator etc.the goal is to provide a high quality experience for the customers and business associates that will provide them a user friendly portal that will make it easy for them to communicate with the utility though the web instead of direct phone calls or visits. This portal will also act as a source of information for the customers regarding policies and procedures. This in turn will improve customer satisfaction and reduce work load on the employees.
23 Meter Data Acquisition System Objective The main objective is to acquire meter data from System and Selected consumer meters automatically from remote avoiding any human intervention, Monitor important distribution parameters, use meter data for accurate billing purposes and generate exceptions and MIS reports for proper planning, monitoring, decision support and taking corrective actions on the business activities by the management. 35 GIS based Integrated Network Analysis Objective Perform several types of analyses on balanced or unbalanced three-phase, two phase and single-phase systems that are operated in radial, looped, meshed or mixed configurations. Create "what-if" studies and performing simulations to evaluate the impact of modifications to existing network. 36 Commercial database of consumers Objective The Commercial Database of Consumer is to be developed by integrating Billing Database available with Discom and the GIS based consumer and asset data base developed / being developed by TCS. The system to be developed and installed shall be capable of accepting the data which will be made available and capable of appending any necessary attribute etc. and performing the entire intended task. After the first installation, the database shall be updated online and taken into the system for routine functioning Expected benefits - Online availability of consumer data - Online tracking of consumer details The commercial data base development shall cover the following activities Development of master file of consumer comprising of consumer s details including Energy meter history, meter reading, energy consumption, assessment, payments and other relevant data from the initial record and other relevant records to be provided by Utility.
37 New Connection Objective The system s aim is to enhance the convenience of the customer, when an application for new connection is received. It would enable the customer to collect and submit applications through a host of delivery channels, allow application status tracking etc. The system would help reduce the time taken for the new connection process. The system would enable updating customer data to be captured in the GIS based customer indexing database in a reliable way. The data entered at this stage would form the basis of the customer's record in the system. The system would ensure, through validation and checks, that the integrity of this data is maintained. Expected benefits - Mode of application for the customer will be Through web By personal visit - Minimized manual intervention - Online feasibility study can be done. The system will support the complaints handling functionally by providing short turnaround times for billing related customer queries. 45 Customer care services Expected benefits - The complaints can be lodged for the consumer belonging to any sub-division - The Customer care centre will be linked through mobile SMS in a closed user group to breakdown staff / mobile maintenance vans. Immediately upon receipt of a no-supply complaint, an SMS will be sent by CC centre to the breakdown staff/van for fault restoration. After restoration of the fault, the breakdown staff willclosethecomplaintatthecccentre. - The Customer Care Service is integrated with the CRM, Billing and GIS applications - The customer care executive will be able identify the fault instantly using the above application and inform the customer accordingly
46 Asset Management Objective Accounting and maintaining the vast fixed asset base efficiently. The system will have the following features: a. Easy data migration from legacy b. The O&M officers will be able to devote sufficient time for data analysis and take the corrective measures in time.

51 Identity and Access management Identity management for user provisioning should have out of the box workflow for automating approvals for user access management, self registration and self-care functionality for reducing the administrative load and manual intervention. Sensitive customers' data must be protected in accordance with guidelines that will be agreed with the Purchaser. The system shall have ability to report on roles, rights associated with roles and users associated with roles.
52 System security requirement The system must be capable of generating log trails, which contain details about any read / write access to sensitive data. Details must relate activity to an identifiable person. The system should be able to protect the user process and local data from other user. The system should have the flexibility of encrypting the data stored online.
