Advisory Services The Advisory Services department of PwC Zimbabwe and PwC Malawi is made up of these units: Agriculture and Rural Development; Human Capital and Leadership (HC&L); Public Sector Transformation; and Systems Implementation and Effectiveness. 3 Agriculture and Rural Development Appreciating the importance of agriculture in Southern Africa, this advisory unit focuses on agriculture and rural development issues. The services offered by the unit include: Assistance in policy and strategy formulation at national, provincial and local levels; Project feasibility studies, which includes determining the financial, economic and social feasibility of projects; Project baseline studies, which involves determining the status quo of project areas and beneficiaries before project implementation; Assistance in irrigation development; Capacity development for the agriculture sector; Provision of technical assistants to assist in project implementation; Advice on agricultural marketing and agro-processing; Conducting environmental impact assessments for agriculture and mining projects; Assisting in production of relocation and rehabilitation action plans for people displaced by agriculture and mining projects; and Mid-term and end-of-project evaluations focusing on relevancy, efficiency of implementation, effectiveness, impact on beneficiaries, and sustainability of achieved results. 3 PwC Helping our clients enhance value, build trust and communicate with the marketplace

4 Human Capital and Leadership (HC & L) Human Capital and Leadership Services PwC specialises in providing human capital and leadership support and direction. Through sustained relationships or on a project basis, we help organisations to solve their human capital issues and implement strategic plans to improve effectiveness. Our approach focuses on the key principles of human capital management and can offer practical solutions to a broad spectrum of human capitalrelated situations an organisation may encounter. Our areas of specialisation: Organisational development; Reward design and benchmarking; Competency models and training needs analysis; Developing human resources (HR) policies and procedures; Developing orientation programmes for new employees; Human capital and skills audits; and Performance management. Reward design, benchmarking and management HC&L offers a range of up-to-date technical products to facilitate general human capital, strategic and reward management. For example, our reward management system, e-reward, is a fully automated application that is installed into each client organisation. 5 Competency model, gap analysis and training needs analysis Competencies are the knowledge, skills and abilities needed to successfully perform at work. Competency models are used to identify competencies employees need to develop to improve performance in their current job or to prepare for other jobs via promotion or transfer. We offer the functional technical expertise to design various forms of competency models. Developing HR policies and procedures We provide clients with professional HR policy solutions. These include: Recruitment and selection policies; Training and development policies; Pay and benefits policies; Employee relations policies; HIV/Aids policies; and Medical, health and safety policies. Human capital and skills audits A human capital and skills audit identifies employees skills and compares these with the skills required by the organisation now and in the future. By identifying the skills and knowledge that the organisation requires as well as the skills and knowledge that the organisation currently has, the audit will identify gaps to be addressed by the organisation s training and development programme. Organisational development Organisational development refers to a process in which an organisation develops its internal capacity to be the most effective it can be, in its mission to sustain itself over the long term. To this end, we facilitate the following interventions: Designing organisation service level agreements; Job evaluations; Strategy development; Organisation diagnostics; Culture surveys; Knowledge management; Talent management; Managing organisational change and transition; Management systems; Facilitation of team building sessions; and Leadership development Performance management Performance management provides a framework of activities to ensure that goals are consistently being met in an effective and efficient manner for the organisation and its employees. 6 Public Sector Transformation The Transformation unit focuses on strategy work that often leads to transformation assignments aimed at performance improvements in financial planning, budgeting, costing, human resources management and management information systems. These are often underpinned by a sound transformation methodology that involves: Public Sector Transformation Services PwC has been offering the following services in Zimbabwe and Malawi for the last 10 years: Management Agents; Public Financial Management and Budgeting; Strategy Formulation and Workshop Facilitation Services; and Corporatisation, Commercialisation and Privatisation Advice. Management Agents As management agents we provide support in: Financial/fiscal management; procurement and supply management; institutional and programmatic management; monitoring and evaluation; grantee assessments; and general project management and reporting. 7 Strategy Formulation and Workshop Facilitation Services We assist with: transformation blueprints and assisting clients with envisioning a case for change general strategy formulation; strategic workshop facilitation; as part of strategy formulation, we carry out detailed institutional risk identification and mapping, stakeholder identification and mapping and development of project or programme communication strategies and protocols. Corporatisation, Commercialisation and Privatisation Advice We provide advice on: corporatisation, commercialisation and privatisation options and implementation strategy; and the implementation of preferred corporatisation, commercialisation and privatisation options. Our Experience A few selected assignments are presented below to demonstrate our capacity to deliver value adding transformation services for the services listed immediately above. Zimbabwe and Malawi: Local Fund Agent. (LFA) services for the Global Fund to fight AIDS, Malaria and Tuberculosis from 2003 to date (Zimbabwe) and to 2008 (Malawi). 8 Systems Implementation and Effectiveness The Systems Implementation and Effectiveness unit provides performance improvement services with a focus on information technology (IT) effectiveness and enterprise resource planning (ERP) systems implementation. IT Effectiveness solutions focus on assisting companies embarking on complex business improvement projects, and using IT as a key enabler. The objective is to ensure that IT investments are effective and provide the company with a positive return on investment (ROI). Systems Implementation services are currently offered exclusively on the SAP business management software platform. Services IT planning and strategy This involves the development of information-based technology strategies focused on attaining and sustaining competitive advantage and operational effectiveness. System selection We use a process-driven approach to defining business requirements followed by thorough package evaluation and the selection of the most suitable solution for the business. Project management PwC provides trained and experienced project managers to transfer knowledge, meet deadlines, mitigate risks and ultimately deliver IT projects. Change management We provide support to technologyrelated change programmes by using a change-through-people approach. The focus is on aligning the trinity of people, processes and technology to strategy. Business process mapping and reengineering Our approach is underpinned by the Process Improvement Through Benefits Management (PITBM) methodology. In executing process re-engineering assignments, we make use of a comprehensive set of tools for business process design, development, modeling and analysis. Business best practice application and benchmarking PwC provides a framework for adapting best practices to a company s specific needs, leading to breakthrough performance that saves time, improves quality, lowers costs and increases revenue. Through our approach to benchmarking, a company uncovers gaps in its performance, leading to the identification of areas for improvement. In these very difficult times of cash flow constraints and an aggressive Revenue Authority it is essential that business people take advice to plan their tax affairs to their best advantage. It is important that tax planning be undertaken as early as possible. If tax aspects of business decisions are not considered and planned well in advance, the opportunity to take advantage of proper structuring may be lost since the facts behind events that have already taken place cannot be changed.
