Larsen and Stein W. Bie Case/saksframlegg Employees at Noragric are positioned in either two of the position categories: scientific staff or administrative/technical staff. The relation between these two groups is out of balance concerning Noragric, because the position as seniorrådgiver is within the category of the administrative/technical staff. Both Thor S. Larsen and Stein W. Bie are in seniorrådgiver -positions at the moment, while their main functions are research, some teaching, supervision of students and scientific project work. Both have in Forsdok registered publications and participate in Noragrics external financed activities within research and consultancies. After finishing as director of Noragric in 2001 Thor S. Larsen took over a 60%-position as kode 1364 seniorrådgiver. Stein W. Bie had been director of Noragric until 1995 and went on leave of absence afterwards to work in international organizations. When he came back to Noragric in 2003, he returned to a 40%-position (with a 60% leave of absence without payment for 4 more years) as kode 1364 seniorrådgiver. Noragric would like to change the postions of Thor S. Larsen and Stein W. Bie from kode 1364 seniorrådgiver to kode 1109 forsker, in order to straiten up the relation of numbers of scientific and administrative/technical positions, thereby fitting the positions to the actual functions of both of them. Thor S. Larsen and Stein Bie accept this change under the condition of unchanged payment.

5 Noragric Board item nr/noragric styresak nr.: 16/05 page 1 of 1 Noragric Board item nr/noragric styresak nr.: 16/05 Arkive nr/arkiv nr.: Extension of Cary Fowlers 4 years fixed-term contract Case/saksframlegg Cary Fowler was appointed Head of Research at Noragric 1st of May 2003 with a 4 years fixed-term contract, with prospects for 4 years extension. The fixed-term contract expires April 2007 and Noragric now wants to renew the contract with 4 years to be terminated April Cary Fowler is an expert in his field with a lot of international experience. He is an important resource and inspirator for our students. Fowler has en impressive publication list and has during his career taken up important international positions. He has acted as both researcher, administrator, manager, advicer and consultant. There is a great demand for his competence worldwide, consequently it is important to secure Cary Fowlers proficiency with Noragric. Noragric will prolong the contract with Cary Fowler to April Ås, June 1 st, 2005

7 Noragric Board item nr/noragric styresak nr.: 18/05 page 1 of 2 Noragric Board item nr/noragric styresak nr.: 18/05 Ruth Haug Anne Kiøsterud : Head of Research at Noragric as from 1st of August 2005 Case/saksframlegg: Cary Fowler, the present Head of Research at Noragric, will take on a new position in FAO as director of the global crop diversity thrust starting August 1st, He has applied for five years of leave of absence from Noragric and has accordingly signed a five years contract with FAO. Cary was employed at Noragric 1 st of May 2003 in a 4 years x 2 position. If he is returning to Noragric, he will not return as head of research. There are different options for how to fill the position as head of research at Noragric: 1. Announce the position (if we are allowed to do so by the main administration) as a 4-5 years position with the opportunity for permanent employment 2. Appoint a new head of research (appointment by the board) for 4 years 3. Appoint an acting head of research (substitute) while the position is being announced 4. Appoint a substitute for five years 5. Elect a new head of research for 4 years time 2 The different options were dicussed at a senior scientific staff meeting April 6th and have also been discussed in the leadership group several times. Both the senior scientific staff meeting and the leadership group are in favour of appointing Professor N. Shanmugaratnam as head of research for a four years period starting August 1 st, The reasons why both staff and leadership are in favour of the above solution are: During the last four years, there have been five different people in the position. There is now a great need for a more permanent solution. To announce will take more than a year (maybe two years) and we will probably face huge difficulties being allowed to do so by the main administration. Experience from last announcements did not really yield "big shots", we have

Prof Shanmugaratnam qualify according to the criteria we defined last time we announced the position (including professor competence), and he has the thrust of both the senior scientifc staff and the Noragric leadership. Shanmugaratnam has a permanent position at Noragric. Professor N. Shanmugaratnam is appointed as head of research at Noragric for a four years period starting August 1st, Ås, June 1st, 2005

10 Noragric Board item nr/noragric styresak nr.:20/05 page 1 of 1 Noragric Board item nr/noragric styresak nr.: 20/05 Noragric Board Anne Kiøsterud Appointment of members to Noragric Nomination Committees ( instillingsutvalgene ) as from June 8 th, 2005 Case/saksframlegg According to UMB s new personnel regulations and Noragric being a department, members for two new Nomination Committees have to be appointed. There are one committee for scientific positions and one committee for administrative positions. The Nomination Committee for the scientific positions shall be composed of: 2 employer representatives appointed by the Noragric Board among the employees 1 leader for the activity or the deputy 1 representative appointed by the trade unions 1 student representative The Board appoint a leader of the NC The Nomination Committee for the administrativ positions shall be composed of: 1 employer representative appointed by the Noragric Board among the employees (leader) 1 employer representative, usually the nearest leader for the actual position, appointed by the the NC leader 1 representative appointed by the trade unions Regarding the scientific positions, the Noragric Board appoints Shanmugaratnam and Espen Sjaastad as the 2 employer representatives. Noragric Board appoints Shanmugaratnam as the leader of the committee. For the administrative positions the Noragric Board appoints Klaus Jarstad as the employer representative and he/she will be the leader of the committee. Ås, June 6th, 2005

11 Noragric Board item nr/noragric styresak nr.:21/05 page 1 of 2 Noragric Board item nr/noragric styresak nr.: 21/05 Faye Benedict, HoE Faye Benedict, HoE Arkive nr/arkiv nr.: Cancellation of specialization in Management of Genetic Resources and Biological Diversity for students entering the Master in Development Studies programme in fall 2005 Documents: a) Case/saksframlegg Due to a combination of circumstances, the Noragric academic group working with genetic resources will be very weak in the academic year. Trygve Berg will be on sabbatical leave in the academic year, Gry Synnevåg is in Afghanistan, Cary Fowler is leaving for a 5-year period in an international organization and Shivcharn Dhillion is on long term sick leave. Trygve Berg has approached Noragric s leadership and suggested that since the academic group will be very weak during the period of his sabbatical and he does not see any appropriate way to compensate for this, that the specialization in Management of Genetic Resources and Biological Diversity be cancelled for students entering the Master of Development Studies programme in fall UMB s Director of Studies Siri-Margrethe Løksa informs Noragric (see in appendix) that we can cancel the specialization provided the students receive an alternative offering and there is a board decision recommending cancellation. Alternative offerings are in place through the other 3 lines of specialization. This decision should then be sent to Løksa who will prepare the case for prorector, who can make the cancellation decision by delegation of authority from the Committee for Academic Affairs, who is responsible for decisions about approval of study programmes. b) Appendix/vedlegg: E-post til og fra Studiedirektør Siri-Margrethe Løksa Hei!

Forutsetningen er at studentene får et annet tilbud. Dersom dere vil ha alle formaliteter i orden, bør dere ha et vedtak i instituttstyret der dere tiltår avlysning. Det vedtaket sender dere til meg. Løksa: I programbeskrivelsen for Master i Development Studies beskriver vi 4 spesialiseringer. Den ene spesialisering er "Forvaltning av genetisk ressurser og biologisk mangfold." Faggruppen som har stått for denne spesialiseringen i Noragric er p.t. "sterkt svekket" fordi Gry Synnevåg er i Afghanistan, Cary Fowler er ute i toppstilling internasjonalt, Trygve Berg skal ha permisjon i studieåret og Shivcharn Dhillion i INA er langtids sykemeldt. Vi er redde for kvaliteten i spesialiseringen når faggruppen er så svak for tiden. Kan vi avlyse denne spesialiseringen, i hvert fall inntil Trygve Berg er tilbake fra sabbatår, dvs for kullet som tas opp i 2007? Er vi innenfor våre rettigheter? En annen sak er at bare 2-3 studenter pr år har valgt denne retningen. Jeg tenkte at vi kunne føye til en linje i opptaksbrevet til DS-studentene om at denne spesialiseringen ikke tilbys de neste 2 årene. Takk for rådet! Vær snill og send kopi av svaret til alle. The Noragric Board recommends that the specialization in Management of genetic resources and biological diversity not be offered to students beginning in the Master of Development Studies programme fall If part 1 is passed by the Committee on Academic Affairs, students admitted to the programme will be informed in their acceptance letters of this decision and the availability of an alternative programme offering to them through the other 3 lines of specialization in their acceptance letters.
