Norway will be subjected to the EU's postal directive and this will have consequences for Norway Post regards postal code administration, postal addresses and information about new addresses when moving. What challenges can occur and what are the experiences have the other Nordic countries? 22. oktober 2014: Lovforslaget ble sendt ut på høring 22 nd of Oct 2014: New postal law proposal was distributed to all parts 26. januar 2015: Høringsfrist 16th of Jan 2015: Deadline for inputs and comments 24.april 2015: Justert lovforslag lagt frem i Statsråd 24th of Apr 2015: The Guvernement sent the new postal law to the Parliament Videre fremdrift: Further action: 05/05/2015 2

3 Det vil bli er «hovedpostverk» som må dekke hele landet med noen plikter: There will a "main postal service" with distribution all over Norway with some regulations: 1. Enhetsporto kun på enkeltsendinger under 50 gram kun «hovedpostverket» Same cost all over the country, but only simple letters under 50 g 2. Minimum 5 dagers uke Post distribution at least 5 days a week 3. Omdeling av aviser på lørdager Distribution of newspapers on saturdays in areas without paperboys 4. Krav om servicenivå (A/B) til forskrift lettere å endre servicenivå Requirements regarding service (when a letter have to be received) will not be in the law, only in the regulation. It will be easier to change level of service 5. Postkasseplassering til forskrift lettere å endre hvor man kan få post levert And also requirements regarding where the mail postal service have to deliver post only is described the new regulations, not in the law of postal regulations 05/05/2015 3

4 6. Tilgang til oppganger og kasseanlegg The main postal service can require access to locked entrances and letterbox systems 7. Merking av postkasser The main postal service can require that all letterboxes is marked with the name of the receiver 8. Det ble ikke deling av adresseregister/kunderegister The postal services must not share their address register (customer register) 9. Det vil bli kun et sted man skal melde omadressering og ettersending av post The post receivers should only have to sign new postal address and forwarding of mail to the main postal service 10. Beslutningsmyndigheten går over til tilsynet for post og tele (NKOM) The Norwegian postal authority is going to decide all about postal codes in Norway 11. Daglig forvaltning av postnummersystemet legges trolig til «hovedpostverket» We assume that the daily managment of the Postal codes will be performed by the mail postal service 05/05/2015 4

5 ERFARINGER FRA ANDRE LAND EXPERIENCES FROM OTHER NORDIC COUNTRIES Vi i Posten Norge kunne tenke oss å vite mer om erfaringene med postnummeradministrasjonen og med postreguleringen i de andre landene: Norway Post want to know more about the experiences with postal administration and with post regulation in the other Nordic countries. We have four questions: 1. Hvilke erfaringer har man med administrasjon av postnummersystemet i sitt land? What experience do you have with the administration of the postal system in your country? 2. Melder man kun om ny postadresse og ettersending av post et sted? Do people and companies only report their new postal address og book forwarding of post one place/to one postal company? 1. Formidles disse opplysningene til alle postdistributører i landet? is this information transmitted to all mail distributors in the country? 2. - også for områder distributøren ikke omdeler post i? also information for areas where distributors not deliver mail? 05/05/2015 5

6 3. Må «hovedpostverkene» også utlevere sine opplysninger om postadressen til alle personer og virksomheter, dvs ikke bare de som flytter? Must main postal companies share all information on address of all persons and companies with other postal distributors, not only information about those persons and companies who move? 4. Er det felles regler for retur av post og håndtering av feiladressert for alle postverk i landet? Is it common rules for return of mail and handling errors in the country? 1. Hvordan håndteres for eksempel gateadressert bokspost How do you handle street addressed post that should had an P.O.Box-address? 2. Post med feil postnummer og gammelt postnummer And post with wrong postal code or old postcode (has been changed)? 3. Tilbys det gratis vasketjenester? Is it free service for address updating in your country? Posten Norge vil sette stor pris på om hvert land kan svare enkelt på disse spørsmålene i løpet av adressemøtet eller i mail i etterkant av adressemøtet. If each country could give some simple answers to these questions in the meeting in Iceland or in a mail after the meeting it would be nice. 05/05/2015 6
