3 NOTICE INVITING TENDERS FOR RE DESIGNING & MAINTENANCE OF OFFICIAL WEBSITES OF 57 th and 58 th EDITIONS OF INDIA INTERNATIONAL GARMENT FAIR (IIGF) TO BE HELD DURING EVENT BACKGROUND Apparel Export Promotion Council (AEPC) in collaboration with the four major garment exporters Associations organize the India International Garment Fair (IIGF), bi annually. The next IIGF fairs i.e. 57 th and 58 th in the series are scheduled to be held from July, 2016 and January, 2017 respectively at Hall Nos. 7D, 8 to 12A, Pragati Maidan, New Delhi. The fair has become very popular among overseas importers and buying agents and the number of trade visitors has been increasing steadily. Over 500 exporters will participate each of the two editions of 57 th and 58 th IIGF and display their products and fashion shows will also be held on all the three days. AEPC invites Tender from established agencies/firms (single entity) for RE DESIGNING & MAINTENANCE OF OFFICIAL WEBSITES OF INDIA INTERNATIONAL GARMENT FAIR (IIGF). Amendment In Tender Document: At any time till 7 days before the deadline for submission of bids, AEPC may, for any reason, whether at own initiative or in response to a clarification requested by a prospective bidder, modify the bid document by amendment. Such modifications shall be uploaded in the AEPC/IIGF website. All such amendments shall be binding on all the bidders. AEPC also reserves the right to amend the dates mentioned in the tender. 2. SPECIFICATION OF TASKS REQUIRED TO BE CARRIED OUT The scope of the project includes redesigning and maintenance of comprehensive website for 57 th and 58 th editions of IIGF which would publish the following information which can be modified/updated at regular interval and would also undertake following promotion: a) Introduction and background information of Apparel Export Promotion Council. b) Outlay of the various items to be incorporated on the website. c) Updation of the Exhibitors Profile on daily basis with various search options d) Updation of various other information from time to time such as Report of last fair, videos and photos of last fair. Archiving news, E library/archive, photos, List of participants of last fair, etc. e) Multimedia items such as photos, videos or audio recordings. 3

4 f) Tender Notices/Documents. g) Publications in PDF as well as the source files. h) Presentations (power point and PDF). i) Capability to register buyers and buying agents (registering on the website). j) After registration, the data may be provided to IGFA/AEPC in a excel sheet on daily basis. k) A unique registration number (serial wise) will be mailed to the buyers and buying agents after they register them on the website (individual fair wise). l) Accessing of confidential data/information upon successful authentication by users. m) The websites should be easy to use & easy to enter the data. n) Other modification and amendments as desired by IGFA/AEPC. o) The web designer s main task shall be to design the new website with the synchronization of existing website data/ contents for the Council that will be consistent with the standard guidelines set by DEITY/Govt. of India. p) The Service provider should plan & implement adequate security infrastructure to ensure that any incident of cyber attack does not take place by the use of security infrastructure like firewall, IPS/IDS, network rules & policies, antivirus & HIPS etc. q) All the incoming and outgoing traffic of web server should be through firewall and other latest security devices/systems and the security system should be updated on regular basis according to latest information security protocols. However, if despite the security measures in place, such an eventuality occurs, there must be proper contingency plan, which should immediately come in to force. Efforts should be made to restore the original site in the shortest possible time. r) Double Firewall system providing three Layers of protection: 1. Layer 1: Signature based Detection System detecting most common hacking behaviors. 2. Layer2: Pattern based Instruction Detection Systems 3. Layer3: HTTP Blacklist 4. Scanning of users 'IPs. 5. Form Field Filtering Enabled 6. White list Setting Enabled. 7. Security features should supports for Search Engine Optimization. 8. Instant s alerts to administrators once suspicious hacking behavior is logged. s) The concerned agency shall implement automated regular backup of all the data and the associated database to ensure availability of data in case of any disaster. t) System integrator should design and complete high quality websites using latest technology for IGFA within a given time frame and guidelines. u) The agency may also undertake change in the name/maintenance of the fair/website. 4

5 v) To develop a system for sending auto reply to the buyers enclosing the buyer promotion scheme and buyer registration form. Photo gallery Feature Requirements of the websites [1. All functions and outputs should be admin managed 2. Three image sizes: Thumbnails Detail images Original images (thumb nail sand detail images should created automatically out of the original images) 3. Full screen animated JavaScript boxes, other possibilities of opening the detailor Original images may be: A clear new window, Java Scriptwindow, DHTML container. 4. Configurable watermark for all images 5. User created uploads and categories 6. Option to download single images 7. Several upload possibilities from backend and front end: Single upload, Batch upload (Zip), Java upload, FTP pload. 8. Afterwards resizing of detail images and thumb nails 9. Search function in gallery a. The work should be undertaken under the supervision of AEPC/IGFA Department. b. Website shall be updated regularly, as such; the design should facilitate easy updating. c. To suggest, conceptualize and designs Website layout, graphics, logos and banners as per the requirement of AEPC. d. Meet relevant IGFA/AEPC officials to discuss their needs & to integrate in designing of both the websites. e. Agency shall organize review meeting from time to time and receive suggestions, comments from the meeting which should be incorporated by the agency without extra charges. f. The Website should host on category III(Tier III) datacenter and the system integrator should provide adequate supporting information for the same for both the websites. g. To carry out/implement any other tasks as directed byi GFA. h. To create compressive website with menus, sub menus providing all information about the organization. i. To provide links to appropriate related sites for both the websites as required by the IGFA. j. To update and maintain both the websites for a period of one year and may be renewed on mutual consent of both parties after one year. k. Upon expiration of contract the system integrator should handover all the data and the source code of the website to IGFA. l. The System integrator should ensure proper security coding in place so that there are no data leakages in the system. The confidential data should only be visible to authenticated and authorized users. Unauthorized users including administrator should not be able to 5

6 view/copy/edit/export/save the confidential data. m. The web designer shall be encouraged to make use of his/her expertise and creativity to propose and implement relevant website enhancements. n. A service contract period of one year should be agreed once the website is handed over within which all service should be free on the agency. o. The website traffic should be regularly monitored to analyze the usage pattern as well as visitors profile preferences. Traffic analysis tools should also give reports on broken links. p. The concern agency shall be responsible for any kind of data theft/hacking and non functionality of part/whole of both the websites. Under any incidents as such happening, the system integrator should undertake corrective measures at the earliest and ensure minimal downtime of the website. In any circumstances, the downtime of the website should not be more than one hour. q. The Agency would provide a facility that the IP address appears on each of the registration generated through website and other online campaign. r. The agency has to sign a Non Disclosure Agreement with AEPC/IGFA with regard to Buyers data security for both the editions of the fair. s. Bidder has to ensure regular updating of both the websites and 24 hrs supports. t. Web based CRM (customer relationship management) portal (IIGF Website) a. Visitor management:- CRM portal would be an integral part of the website. CRM should be capable to store visitor information, profile, experience, contacts, choice, preference etc. All the follow up of the events in terms of client engagements, interest etc can be followed up through a CRM. Every user should get user name & password to access the portal and can upload/download the required data. The admin from AEPC will get regular follow ups of each user of CRM and may communicate through CRM application. The CRM should be integrated with various applications in order to be more responsive. The CRM can pin point the follow up and can allow a mechanism to connect with AEPC fair & Exhibition Department. b. Exhibitor management: - On the exhibitor side, there would be a database of members, which can be updated by the member itself. Members may also apply for stalls in the exhibition by submitting the online application and desired payments made online through payment gateway services. Followed by that, AEPC officials can do verification and may also request for additional info, if required. All these logs would be maintained by the application for future reference. 6

7 FORMAINTENANCEOF WEBSITE: 1. Regular updating of the website 2. Technical Support Services for both the websites. 3. In Maintenance, Agency has to appoint manpower for continued support and dedicated services 24x7 x 365 based services for both the websites. Mobile App for India International Garment Fair: Agency shall also provide end to end mobile application development services to IGFA in a collaborative environment to meet the business objectives of India International garment Fair. The application should be interactive, easy to use and meet the marketing requirements of IIGF. Scope of Work Agency shall gather the requirements, analyse, design, develop, implement, test and integrate the application according to the guidelines provided by IGFA. Provide a detailed list of deliverables, processes involved, end products, review and approval process etc. Agency shall deliver the fully developed mobile application with weekly status reports and project updates. Define the task / project start and finish dates, timelines for different phases of the project and the various milestones. Apps shall be available through application distribution platforms such as Apple App Store, Google Play and Windows Phone Store. Some inclusions of mobile application should be: 1 The Contractor shall design the mobile website to adhere to the W3C standards of reliability and accessibility, to include the following: Cross browser compatibility Basic accessibility Proper implementation and use of CSS and Proper use of HTML. 2 Exhibitors + Products: Search exhibitors & products more efficiently. 3 Route: Find the shortest way to the booths through the route tool. Delhi map 4 Traffic: Metro route and transfer inquiry. 5 Guide for transportation inside the complex. 6 Events Schedule 7 Buyer guide: Attendance guide for buyers 8 Location map 7

8 9 The mobile website application shall have a cohesive graphics design (visual theme, color scheme, etc.) which is similar to that of the main IIGF website. 10 The Agency shall not in any way advertise on the mobile website, through the use of banner advertisements or other media, to solicit users for other products. 11 The Agency shall be responsible for the complete turnkey implementation and support, which shall include, but not be limited to the Implementing a Beta version of the mobile website for preliminary testing by AEPC staff and the selected beta test group. 12 App should be free on iphone, android, Windows Phone platforms. 13 Layout of booths 14 Downloading forms 15 Food joints 16 Officials contact information 3. TERMS AND CONDITIONS /ELIGIBILITY CRITERIA: The Terms and Conditions/Eligibility Criteria is given in Annexure I. The mandatory requirements for submission of tenders are as follows: a. The average annual financial turnover during the last 3 years, ending 31 st March, 2015, should be at least Rs. 50 lakhs. Balance sheet and profit and loss account to be enclosed alongwith application. b. Experience of having successfully completed similar work of website maintenance, updation and mobile application development during last 3years. 4. PROCEDURE FOR SUBMISSIONOF BIDS The agency qualifying the eligibility criteria shall submit the tender in three separate covers, as follows: Cover (A) Superscribed as Technical Bid, which should consist of the following documents: 1. Documentary evidence in support of Eligibility Criteria, namely copy of the Balance sheet and profit and loss account showing average annual financial turnover of at least Rs. 50 lakhs during the last 3 years, ending 31st March, Copies of the work orders evidencing that the agency has experience of at least 3 years of having successfully completed similar work of Re designing & Maintenance of Official Website of India International Garment Fair. 8

9 3. Photocopies License /Registration Certificate of the firm. 4. Signature of the bidder or his/her authorized signatory on each page. 5. Copy of PAN Card 6. Copy of Service Tax Registration (ST 2 forms) 7. Copy of Registration with PF/ESI. In case of not registered/not applicable, then please submit an affidavit on Rs. 50/ stamp paper duly notarized indemnifying AEPC for non applicability of PF/ESI and will be responsible for any claim lodged by concerned authority in future in respect of India International Garment Fair. 8. The purpose of this document is to provide the Bidder with information to assist in the formulation of their proposal. The information is not intended to be exhaustive. Interested parties are required to make their own inquiries. IGFA/AEPC reserves the right not to proceed with the project, to alter the time table reflected in this document or to change the process or procedure to be applied. It also reserves the right to decline to discuss the project further with any party submitting a bid. No reimbursement of any cost will be paid to persons, entities submitting a Bid. 9

Sealed Tenders are invited directly from the reputed firms having sufficient Infrastructure for RE DESIGNING & MAINTENANCE OF OFFICIAL WEBSITES OF 57 th and 58 th EDITIONS INDIA INTERNATIONAL GARMENT FAIR (IIGF) TO BE HELD DURING in the Govt./Corporate establishments for the last 3 years. b. Tender Document can be downloaded from the website of AEPC IGFAwww.indiaapparelfair.com c. The bid should be in two separate sealed envelopes clearly mentioned as Technical Bid and Financial Bid and both the sealed envelopes to be put into another envelope and it should be superscribed as RE DESIGNING &MAINTENANCE OF OFFICIAL WEBSITES OF 57 th and 58 th EDITIONS INDIA INTERNATIONAL GARMENT FAIR (IIGF) TO BE HELD DURING d. The last date of receipt of bid in a sealed envelope on or before 15 th March, 2016 upto 2.00 pm addressed to The Director (Fairs & Exhibitions), Apparel Export Promotion Council, Apparel House, Sector 44 Institutional Area, Gurgaon, Haryana Alternatively, the sealed envelope may be sent through Registered post/ Courier/by hand and should reach to us on or before the last date & time. The Bidder will ensure that it is received in Apparel House, Gurgaon before the due date & time. The offers received, after the due date and time will not be entertained. The tender received through e mail etc. would not be considered. e. In the first stage, only Technical bids will be opened for evaluation on f. The presentation of proposal by each bidder will be held on at 3 P.M. and the shortlisted bidders whose bids are technically appropriate shall be eligible for opening of financial bids which will be opened on same day after the presentation. The decision of the IGFA in this regard will be final and no requests will be entertained from the bidders. h. Technical Evaluation Process Understanding and Compliance with requirements and scalability (maximum 50points) The proposal should address each work area insufficient detail to demonstrate a clear understanding 10

11 of the statement of objectives/work, including operations and maintenance. The bidder should provide evidence of sufficient planning to show that work will be accomplished as required and on schedule, utilizing all available resources. Specifically, the proposal from the bidder will be evaluated on whether it addresses each requirement and goal set forth in the scope of work in the RFP document. The points will be given as per the table below. They will be asked to furnish details of key personnel, both supervisory and technical. Resumes of personnel must include education, experience, background, accomplishments, and other pertinent information. The points will be given as per the table below. During the POCpresentation,1IT/ Web design expert from the firm should be present to answer technical queries and to demonstrate the capabilities of the firm to deliver the assignment. 12 JOINT EVALUATIONOFTECHNICAL&FINANCIALBIDS The following is the procedure for evaluation as applicable to technically qualified bids: The technical and financial scores secured by each bidder will be added with weight of 70:30 respectively and a Composite Bid Score arrived at, using the formula: CS= S(T) *0.7+S(F) *0.3 Where CS is Cumulative Score; T=Technical bid Score; and F= Financial bid Score The combined highest scorer will be the successful bidder and be eligible to become the service provider. a. All the pages/documents of the bid should bear the dated signature f the tenderer with the stamp of the Firm. All the entries y the tenderer should bei n one ink &legibly written. Any over writing corrections & cuttings should bear dated initials of the tenderer. Corrections should be made by writing again instead of shaping or over writing. b. Rates should be quoted in Indian Rupees (Rs) both in figures as well as in words. In case the rates quoted in words & figures are at variance, the rates written in words will be taken as final. Please ensure to specify about the applicable taxes, if any. c. IGFA/AEPC reserves the right to reject or accept any or all application(s) without assigning any reason(s). d. Conditional tenders are liable to be rejected. e. IGFA /AEPC reserves the right to increase or decrease services in Tender document. f. The terms of payment is as follows: - 30% of the total contract value with respect to re designing, maintenance of the website and general of Mobile App on acceptance of the contract letter. - 70% after completion of the fair and submission of all relevant documents invoices with respect to the re designing and maintenance of the website& Mobile App. - TDS will be deducted as per the provisions of Income Tax act, as amended from time to time 12

The agency should have average annual financial turnover during the last 3 years, ending 31 st March, 2015, should be at least Rs. 50 lakhs. Balance sheet and profit and loss account to be enclosed alongwith application. 2. The agency should have experience of having successfully completed similar work of RE DESIGNING &MAINTENANCE OF OFFICIAL WEBSITES OF 57 th and 58 th EDITIONS OF INDIA INTERNATIONAL GARMENT FAIR (IIGF) TO BE HELD DURING during last 3years. 3. The details of inputs/information required to be submitted by the agency should as per the information mentioned in tender document. 4. The details of current /previous clients aret o be submitted as show below: i. Name of the company/organization /office ii. Contact person with telephone number and IDs iii. Contract Period and volume of work like Value, area covered and manpower deployed. iv. Copyofcontract/agreement/experienceandsatisfactoryworkcompletedcertificate to be enclosed 5. The offer should be valid upto 31 st March, ( V a l i d i t y o f t h e t e n d e r January 2016 to March, 2017) 6. The rates for various items should be quoted in the formats given in the Financial Bid only. The rates should be inclusive of cost towards deploying manpower, machines, all charges towards statutory compliance and all taxes from time to time. 7. Quoted rates should be free from any pre conditions regarding payments etc.or otherwise offers are liable to be rejected. 13

14 8. There will be no escalation in the price during entire contract period. 9. The contract shall be terminated if: (i) The service of the agency is not found satisfactory or the agency changes the rate of contract during the contract period. (ii) Incase the agency fails to execute the job as per the terms and conditions of the agreement, the balance /total work will be got executed through other agencies at the agency s risk and cost. 10. The losses to the IGFA/AEPC which are directly attributable to the agency shall be deducted from the bills /adjusted from the performance guarantee. 11. Penalty Clause: Penalty will be imposed in case (a) If the services of the Agency is not found satisfactory as per the terms & conditions of the tender. The proportionate penalty as decided by the ASG, AEPC will be imposed and deducted from the final bill. (b) For non performance and on mid way unilateral withdrawal from the assignment by the agency, the performance security deposit will be forfeited. 12. Incaseofanydisputeordifferencearisinginrelationtomeaningorinterpretationofthe agreement, ASG, AEPC would be the final arbitrator. The decision of the arbitrator shall be final and binding on both the parties. 14
