1 Enquiry Ref. No.M2/PUR/70/ /05/2015 Sub: Short Notice Tender Enquiry for short Audio Video Animation capsule DUE DATE: 20 th May 2015 at 5:30 pm (IST) Balmer Lawrie & Co. Ltd., a public sector enterprise is engaged in the manufacture and marketing of BALMEROL brand of greases and lubricants throughout the country, with the help of its distributor network. The company intends to undertake making of short audio video animation capsule for brand publicity to help retail team in launch of its new range of automotive pack. The brief of the job is as below. Job entailing AV animation capsule. Creating a high impact promotional animation Film based on Brand Balmerol along with integration of old available AV s (Corporate AV/SBU AV and Balmerol TVC) where ever possible and feasible. Complete AV capsule of min 1.5 mins to 2 mins with fine integration of video, audio, narration and music Scope of Work: Editing, Sound Mixing, Color Correction of Corporate Film. The Final Corporate Film will be compilation of previous Audio Visual and with New Audio Visual of Animated Creative. New Creative will have: 3D Animation and Visual Effects in HD Format. The Final output will be HD quality suitable for screening & can be used in all promotional activity. Project Details: Development of 3D visual of Lubricants / oil, molecule. Texturing and Animation. Compositing with Vfx. Lying with Voice-over and Music. Editing the AV, using appropriate background music and finally color correcting the Corporate Film. Preview and transferring the composited final film in required format. Other job will include Developing a strong story board from the tentative story board creating a high impactful promotional animation. Buying of images and stock The agency will be organizing all relevant equipments and logistics. Appointing Voice over Artist with an option of translation into other regional languages. All relevant Pre and post production formalities.

2 The final capsule would a highly effective for launch of new pack, distributor meet, Seminars and Exhibitions and can be played on computer, VCD/DVD players also can be uploaded on website. B&L will not pay any advance to start the job, work to be started against PO/LOI and payment within 15 Days of job completion. Time Line: This is an important and urgent assignment for the SBU the movie needs to be shot with pre and post edit needs to be completed and submitted by 27th May 2015 for review and feedback. The rights of the AV capsule will remain with Balmer Lawrie & Co. Ltd. NOTE: (i) Vendors are advised to take up work only if they are confident of executing the a. Work within the time and price quoted. (ii) In the event of same price being quoted by multiple vendors, final selection will be taken on a. Their past credential, infrastructure available etc. COMMENCEMENT OF WORK: Vendors would have to take up the making and shooting immediately within 1 days of receipt of Purchase Order/LOI. PAYMENT: Payment shall be made within 15 days of receipt of bills, duly certified, along with copy of DVD and original raw data in hard disk. No advance payment by the company shall be permissible. CANCELLATION: The company reserves the right to cancel the Purchase Order, if it is found that the workmanship is of inadequate standard or there is inordinate delay on the part of the vendor in progress of work. In the event of such cancellation, the company reserves the right to refuse payment to the vendor. However, notice shall be given to the vendor of such possible action so as to allow him to rectify / improve performance, failing which the P.O. shall be cancelled and may lead to disqualification of the vendor from participating in future Tenders of the company. LD: The Company may impose 10% deduction as penalty on the bill for inferior job reporting, 2% deduction on the bill per week for the delay in work till the completion of the work. The company shall not be responsible for any accident or illness suffered by the workmen during the course of work and all such expenses shall have to be borne by the vendor. SUBMISSION OF OFFER:

5 Annexure B: Instructions INSTRUCTIONS TO TENDERERS 1. Tenders must be submitted in accordance with these instructions and any further instructions contained in other documentation issued by Balmer Lawrie & Co. Ltd (BL). 2. Alterations: The TENDERERS may not alter this document. 3. Non-compliant or incomplete tenders: Tenders may not be considered if any of the requested information is not supplied with the tender. 4. TENDERERS must submit a bid based on the structure as outlined in this document. 5. The date and time for return of tenders is 1730 hrs on 20 th May 2015.Tenders will be received up to this time and date. It is the TENDERERS responsibility to ensure that their tender is received on time. BL does not undertake to consider tenders received after that time. 6. Facsimile, , and telephone: Tenders will not be considered if sent by these methods. Hand delivery of envelopes in the tender Box will be accepted. 7. BL does not issue acknowledgement of receipt of tender documents and accepts no responsibility for loss or non-receipt of applications. 8. All responses to this Invitation to tender must be preferably in English. The tender should be completed legibly by clearly typed. 9. BL expressly reserves the right not to award any contract as a result of this procurement process and it shall not be liable for any costs incurred by Tenderer. BL also reserves the right to accept all or any part of a tender. 10. Confidentiality of tenders: The Tenderer must not inform anyone else of their tendered price. The only exception is if the Tenderer is required to obtain an insurance quotation to calculate the tender price then the Tenderer may give details of their bid to the insurance company or brokers, if requested. 11. BL reserves the right, at its discretion, to request clarification in writing, or further relevant information, from any Tenderer post submission of the tender response by such Tenderer. 12. Please note that if any conflict of interest is detected between the supplier and the company at any stage, the contract may be terminated. 13. The company reserves the right to accept/reject any/all offers without assigning any reasons whatsoever. 14. Rates quoted above shall be inclusive of service tax, and other relevant taxes in force. No taxes shall be paid separately. TDS will be deducted as applicable. 15. The validity of the quotation is up to 30 days from the date of inviting the quotation. 16. TENDERERS are required to agree to BL s Terms and Conditions of Contract.
