A reliable data chain for management, control and advice Chair: Eskild Kirkegaard; DTU Aqua, Denmark a) Identify the minimum requirement of fisheries data (type and validation) for: Fisheries management and control of CQM Advising on TAC levels on a yearly basis and in a multiannual context b) Discuss and propose data needs in the context of ecosystem advice and management. (non-targeted species and habitats)

Smart control : Innovating control i.e. by data combining or new technology Chair: Bill Turrell; Marine Scotland a) Identify and review the use of various control data applications. b) Discuss and propose possible combinations of present data types that can improve the precision and quality of basic fisheries data. c) Discuss and propose new data recording methods such as CQM data that can improve the precision and quality of basic fisheries data and if possible substitute some of the present data. WG 3. Cost efficiency of full documentation versus traditional control Chair: Henk Offringa; Ministry of Agriculture, Nature and Food Quality, The Netherlands a) Identify and review the control duties relevant in a CQM context (e.g. adherence to catch quotas are essential, minimum landing sizes are irrelevant as a conservation measure in CQM especially if combined with a discard ban, control of gear may be simplified). b) Review control points under CQM compared to present control and assess the benefits of CQM as a data chain control facility compared to present point-of time control c) Assess or define cost efficiency issues for present control compared to CQM control. WG 4. Technical rules can they be simplified under CQM Chair: Christopher Zimmermann, VTI, Germany a) Identify and review conservation rules that will be redundant under CQM, such as gear specification, kw regulation and other. b) Identify and review areas for simplified control, such as hail Coffee break Discussion and rounding off Closing Day Dinner (we meet at the reception of the Directorate) DAY Working groups continue Coffee break and photo session Presenting WG results in plenary Discussion and Conclusion Lunch
3 Purpose of the Workshop: CQM trials are being implemented in a number of EU member states. By April 2011 it is expected that the outcome of CQM in the 2010 trials has been published in project- or scientific reports. With these reports as a basis the workshop will discuss and suggest concrete ways forward for CQM to be used to improve management, obtain common standards for processing and reporting more reliable data, innovate methods and technologies and develop cost efficient, intelligent and simplified control and regulation. The Work shop is open for participants working with CQM aspects and able to participate actively in the working groups. The programme is open for changes and improvements according to suggestions that may be put forward by participants in advance of the WS.
