1 Gas Emergency Planning Cmmittee (GEPC) Recmmendatins n the Functins and Infrmatin Requirements f the Gas Bulletin Bard (GBB) Emergency Management Facility (EMF) Glssary August 2012 Emergency Management facility (EMF) EMF User Gas Advisry Bard (GAB) Gas Bulletin Bard (GBB) GBB Operatr Gas Emergency Planning Cmmittee (GEPC) Gas Day Gas Market Participant (GMP) Hazard Hazard Management Agency (HMA) Operatins Management Grup (OMG) Emergency Management (EM) Arrangements A platfrm fr real time crdinatin and prvisin f infrmatin during gas supply disruptins. A gas market participant wh will have access t input and/r read data cntained n the EMF. An interim bdy established by the Independent Market Operatr in December 2011 t prvide advice, and assist with, the develpment f initial rules cntaining the infrmatin requirements and peratinal detail fr the GBB. A virtual platfrm t prvide infrmatin n shrt and near term natural gas supply, demand and transmissin in the State f Western Australia. Independent Market Operatr selected n 26 May 2011 by the Minister fr Energy t perate the GBB. Cmmittee cnsisting f gvernment and industry stakehlders an advisry bdy that assists with the nn-peratinal planning f the management f gas supply disruptin incidents thrugh the planning and implementatin f regular exercises t test the arrangements under the Westplan - Gas Supply Disruptin. A 24 hur perid cmmencing at 8:00 AM each day. As defined by Sectin 3(1) f the Gas Services Infrmatin Act A persn defined as a GMP must supply infrmatin fr publicatin n the GBB (and/r inclusin in the EMF). Fr the purpses f this dcument, a hazard is the lss f, r interruptin t, the supply f natural gas. A public authrity r ther persn wh r which, because f that agency s functins under any written law r specialised knwledge, expertise and resurces, is respnsible fr emergency management, r the prescribed emergency management aspect, in the area prescribed f the hazard fr which it is prescribed. The principle grup respnsible fr crdinating the respnse t gas supply disruptin incidents under the leadership f the Crdinatr f Energy. Emergency Management Western Australia versees the administratin f Emergency Management Act 2005 and prvides directins n EM arrangements. 1
2 1. Backgrund Western Australia (WA) experienced tw significant natural gas supply disruptins in 2008, including an initial tw mnth shut-dwn f peratins at the Varanus Island facility. In respnse, the Gvernment established the Gas Supply and Emergency Management Cmmittee (GSEMC) in February Cmprising Gvernment and industry stakehlders, the GSEMC reviewed the security f WA s gas supplies and hw any future gas supply disruptins are t be managed and/r mitigated. Amng the GSEMC s recmmendatins was fr a Gas Bulletin Bard (GBB) and Gas Statement f Opprtunities (GSOO) t be administered by an independent WA-specific Operatr. The Gas Services Infrmatin Act 2012 (GSI Act) subsequently received Ryal Assent n 10 April It establishes the GBB and GSOO and prvides fr functins t be cnferred nt the Operatr f these services thrugh the Gas Services Infrmatin Regulatins (GSI Regulatins). The GBB cmprises a website cntaining near-term system and market infrmatin n gas prductin, transmissin, strage capacity and demand. It went live in late July In March 2012, the Gas Emergency Planning Cmmittee (GEPC) develped recmmendatins fr the infrmatin requirements fr the Emergency Management Facility (EMF), which were taken int accunt during the design f the Gas Bulletin Bard (GBB). The EMF will be a platfrm designed t assist the Crdinatr f Energy in managing the effects f a gas supply disruptin emergency within the State s emergency management arrangements. The GEPC was prvided with Terms f Reference t assist its discussins and frmulatin f recmmendatins (see Sectin 3). The GEPC cnvened n 14 May This paper sets ut the cre functins and peratinal specificatins that will need t be incrprated int the EMF, as well as certain specificatins the GEPC have deemed t be desirable but nt essential fr the management f a gas supply emergency. It will nt reiterate the infrmatin requirements and arrangements fr the GBB that are already prvided fr by the GSI Act. 2. Purpse and bjectives f the EMF The GBB will hst an EMF t assist Gvernment and industry with the ntificatin and management f gas supply disruptins. The EMF will d this by prviding a platfrm fr realtime crdinatin and prvisin f infrmatin during supply disruptins, preferably via a private and secure stand-alne webpage with different levels f access within the GBB. Cnsultatin with the gas industry has highlighted that, amng ther things, the EMF shuld be activated under apprpriate circumstances, accessible nly t authrised participants, and, cntain fuel substitutin infrmatin where relevant. It is nt intended that the EMF will duplicate, but rather add t, the State s emergency management arrangements and specifically, the State Emergency Management Plan (r Westplan ) - Gas Supply Disruptin. (Attachment 1 briefly details the State s emergency management arrangements and the respnsibilities f the varius agencies perating within it). 2
3 As there is already a prcess in place fr dealing with a declared state f emergency, the EMF will assist in situatins f gas supply disruptin that have nt yet reached a state f emergency. 3. GEPC Terms f Reference fr the EMF The PUO prvided the GEPC with a Terms f Reference s that it may prvide recmmendatins n the fllwing: Wh shuld have access t the EMF? What type f infrmatin is required in terms f: Standing data (i.e. t prvide an verall picture shwing patterns f supply and demand) Spt data (i.e. necessary infrmatin required at a time f emergency) Free text Other Hw many different levels f access shuld there be and wh shuld have access at each level? What infrmatin shuld be prvided at each level f access? When shuld the EMF kick-in and what are the prtcls? What parties shuld prvide the data fr the EM facility? Gas market participants Other parties (i.e. Department f Mines and Petrleum; Minister fr Energy; GEPC) Timeliness f data prvisin (i.e. by parties that are required t supply data)? Suggested levels f penalties fr nn-prvisin f data, r, fr data prvided thrugh negligence? The minimum infrmatin and perating requirements fr the EMF? Any ther related matters GEPC cnsiders relevant. The GEPC was als referred t a number f guiding principles t assist with its cnsideratin f the abve questins and help guide the frmulatin f its recmmendatins. The recmmendatins prvided t the PUO will help infrm the develpment f gvernance arrangements fr the EMF thrugh the GSI Regulatins. They will als be frwarded t the interim Gas Advisry Bard (GAB) t guide the develpment f the GSI Rules, which will set-ut the specific infrmatin requirements and the peratinal detail f the EMF as it relates t the GBB during a gas emergency. 3
4 4. GEPC Recmmendatins fr the EMF The GEPC makes the fllwing recmmendatins in regard t the EMF s cre functins and peratinal specificatins: 1. Access t EMF webpage It is recmmended: There will be a standing agreement that all members f the GEPC (as detailed in Westplan - Gas Supply Disruptin), the Hazard Management Agency (HMA), and, the Minister fr Energy, will be affrded the status f EMF User, which will enable access t the EMF. A Gas Market Participant (GMP) is nt entitled t access t the EMF unless therwise advised by the HMA that the GMP has been affrded the status f EMF User. The HMA must prvide the Operatr with a current list f authrised EMF Users. The Crdinatr f Energy as the prescribed HMA fr gas supply disruptins will retain the ptin f inviting and revking an EMF User s access t the EMF. 2. Visibility f data n the EMF It is recmmended: The HMA will determine the level f visibility each EMF User will be given t EMF data. Levels f individual EMF User access within each rganisatin will be determined by the GEPC representative and may include (but nt be limited t) Primary access - fr the input f raw data with n higher visibility; Tertiary access - high level strategic infrmatin and visibility acrss all facets fr decisin making activities undertaken by the Operatins Management Grup (OMG). 3. EMF Data It is recmmended: Infrmatin fed int the EMF shuld facilitate a quantitative understanding f the state f the supply chain, where any disruptin is likely t impact inputs int the chain, and, hw recvery might ccur ver the 72 hurs fllwing the event. The GEPC has cnsidered, and decided against, the inclusin f a free text facility fr the EMF webpage. It is anticipated that a large amunt f data supplied by GMPs under the standing data requirements f the GBB will be utilised by the EMF webpage and that - All data prvided fr the EMF as standing data will als be displayed in a graphical frmat fr ease f interpretatin. 4
5 The standing data will include but nt be limited t - Frecast prductin capacity (three-day utlk); Actual prductin; Aggregated nminatins; Linepack / capacity adequacy; Actual pipeline gas delivery infrmatin; and Delivery infrmatin aggregated by a shipper. A smaller prtin f data, that is additinal data will be supplied t the GBB Operatr fr publicatin n the EMF webpage nly during an event f emergency, including: Existing and shrt term planned maintenance, including a representatin f the percentile decrease in utput due t said maintenance 1 ; Shrt term prductin and usage frecasts; Interruptible supply; Cntact details f current participants, their jb title and rle; DBNGP linepack integrity (traffic light t reflect the health f the system). Current status f flw thrugh the reticulated system (traffic light); Peak day gas demand frecasts fr principal demand dates; Static prfile f alternative fuel capacity, and hw lng the alternative fuel is expected t last; and The GMP s ability t switch t alternative fuels (including lead in time). Additinal data will be required t be submitted by all GMPs, unless the GMP had been specifically relieved f this requirement by the HMA. 4. EMF Activatin It is recmmended: The EMF will be activated where the HMA has determined that an incident is t be declared Amber 2. In this circumstance, the requirements t input the additinal data will als be enacted. The EMF webpage must cntain a device t shw its status as activated. The HMA will determine when t deactivate the EMF. The EMF webpage must cntain a device t shw its status as deactivated. Cmmunicatins prtcls fr activatin and deactivatin are t be included in the Westplan - Gas Supply Disruptin. 5. Ntificatin f EMF Activatin It is recmmended: The HMA must ntify the GBB Operatr when t activate r deactivate the EMF. A functin must als be incrprated t create and disseminate an t all EMF Users when the EMF has been activated. 1 N frum currently exists whereby maintenance f infrastructure is discussed. The additin f a maintenance schedule prvides fr mre accurate risk. 2 It was discussed that the EMF webpage wuld be activated upn the incident being cnfirmed as Green, hwever at such an incident level the respnse is managed internally by the affected parties with increased visibility fr the HMA. T impse requirements fr participants t supply data during this stage wuld appear nerus. 5
6 6. Infrmatin Cntrl It is recmmended: Upn determinatin f the incident level, the HMA will verify the daily requirement fr prvisin f additinal data, t be published n the EMF webpage. Irrespective f the daily requirement, the initial prvisin f daily data will be supplied by Gas Market Participants at the cmmencement f a Gas Day. Gas Market Participants must endeavur t prvide infrmatin that is timely and accurate t the best f their crprate knwledge at the time. 7. Gas Market Participant (GMP) Under the GSI Act, the GSI Regulatins can prescribe an entity t be included in the definitin f a GMP, in additin t thse entities that are already defined by the GSI Act. It is recmmended: 8. Penalties That the fllwing rganisatins are initially included as a GMP in the GSI Regulatins, fr the purpse f prviding infrmatin fr the GBB s EMF: BP Western Pwer The HMA can make recmmendatins as t any ther entity that shuld be included in the definitin f a GMP in future. It is recmmended: As standing data supplied fr the EMF is ultimately being supplied t the GBB Operatr fr the GBB (even if nt visible until the EMF is activated), the civil penalty regime that applies under the GSI Regulatins fr breaches t the Gas Services Infrmatin Rules in relatin t the GBB shuld als apply t the EMF. N penalties apply t the prvisin f additinal data requested during the activatin f the EMF. Data supplied with the deliberate intent t mislead will be dealt with under existing legislative arrangements. 9. Desirable Infrmatin It is recmmended: T include n the EMF infrmatin that wuld help facilitate the mitigatin f an emergency, despite it nt being crucial fr the gas market. Such infrmatin may include: Western Pwer t prvide a shrt term electricity lad frecast; BP t prvide infrmatin n availability f alternative fuels (specifically diesel); and Shrt term weather utlk fr WA including cyclne tracking facilities. 6

The EMF and the Westplan - Gas Supply Disruptin The Westplan - Gas Supply Disruptin and its supprting plans are t clearly articulate the respnsibilities and prcedures f the EMF as a functin f the States strategic respnse t a gas supply disruptin. Respnsibilities and prcedures t be included but nt limited t: Activatin and deactivatin f EMF; Cmmunicatins t the GBB Operatr; Training respnsibilities; Data requirements; User invlvement; and User instructins. 8 Attachment 1 Gas Supply Disruptin Management The Minister fr Energy has existing emergency pwers t limit the cnsumptin f energy and redirect energy supplies under the: Energy Crdinatin Act 1994 Energy Operatrs (Pwers) Act 1979 Fuel, Energy and Pwer Resurces Act 1972 A gas emergency rder may be made nly where life r prperty is endangered, r there is a disruptin f supply t a substantial prtin f gas users. The primary bjective is t help avid the depressurisatin f the gas distributin system by restricting gas cnsumptin when supply is interrupted and t ratin a limited supply f gas. An rder can nly be made if there is insufficient gas t meet the needs f gas supply systems. Gas and electricity peratrs als have legislated pwers t take immediate steps t mitigate an emergency withut any rder. Gvernance arrangements fr the management and rganisatin f the preparedness and preventin f a gas supply disruptin, and fr respnse and recvery, is cvered by the Emergency Management Act The Emergency Management Regulatins 2006 (the Regulatins) itemises the specific hazards that may threaten health and safety f persns r endanger prperty and envirnment. On 3 December 2010, the Regulatins were amended t prescribe gas r liquid fuel supply disruptins as hazards, as they relate t the causing r resulting in lss f life, prejudice t the safety, r harm t the health, f a persn. The Regulatins als prescribe the Hazard Management Agencies (HMAs) respnsible fr develping, maintaining and implementing the varius State Emergency Management Plans (r Westplans ). The Crdinatr f Energy was prescribed as the HMA fr disruptins t Western Australia s gas and liquid fuel supply. Westplan - Gas Supply Disruptin was apprved by the peak emergency management bdy in WA, the State Emergency Management Cmmittee (SEMC), in June It cntains a cnsistent clur-cded Alert Warning System s that there is a cmmn understanding amng stakehlders n the severity f a gas supply disruptin incident and the cmmunicatin prtcls between peratrs and key stakehlders t manage the incident. GREEN (Level 1) Nrmal perating state AMBER (Level 2) Limited demand curtailment RED (Level 3) Widespread demand curtailment - threat t energy infrastructure and the prvisin f essential services The HMAs have legislative respnsibility, specialised knwledge, expertise and resurces t lead the crdinatin f respnses t hazards. Furthermre, they are required t cmply with statutry bligatins under emergency management arrangements, including: the nging develpment, maintenance, review and updating f the strategic and peratinal emergency respnse plans; annual simulatin testing; and, reprting t the SEMC. 8
9 Fllwing changes t the Regulatins in 2010, imprvements t gas and liquid fuel emergency management have included the establishment f a Gas Emergency Planning Cmmittee (GEPC), an advisry bdy cmprising key industry and gvernment stakehlders that assists with the peratinal planning f the management f gas supply disruptins. The Operatins Management Grup (OMG) was als established as the principal grup respnsible fr crdinating the respnse t gas supply disruptin incidents and cmprises f Gvernment, industry and ther stakehlders. Bth bdies are chaired by the Crdinatr f Energy. 9
